Legislature overrides 24 of 35 budget vetoes; restoration of civics education - "an example of 'civics in action'”


"MATT WILSON calls it an example of “civics in action.” 

After Gov. Maura Healey vetoed $1 million from the budget appropriation for a fund dedicated to expanding civics education in the state, a coalition of nonprofits, educators, and other groups focused on civics education sprang into action, meeting with legislative leaders and urging lawmakers to restore the funding. 

Last week, the Senate followed the House lead and overrode Healey’s veto. It means the state’s Civics Education Trust Fund, first established in 2018, will see an infusion of $2.5 million this year, a $500,000 bump from last year’s $2 million appropriation. 

“It really confirms for us the longtime support of civics education that legislators have shown over the last five years,” said Wilson, advocacy director for the Massachusetts Civic Learning Coalition."

"OVER THE COURSE of two weeks, the Legislature overrode the majority of Gov. Maura Healey’s vetoes from her first budget, restoring about $80 million across 24 overrides targeting child care, early education, suicide prevention, and anti-poverty funding. Current revenue levels, plus the recently signed tax cut package, make the package of overrides fiscally sound, lawmakers said.

The budget passed by lawmakers, House Ways and Means chair Aaron Michlewitz told representatives in late September, “was fiscally responsible, while also making sure we protected the programs our most vulnerable populations relied on.”  

Gov. Maura Healey used a light touch with the veto pen in her first budget cycle, but legislators in both chambers made quick work of several vetoes that had caused public consternation.

The governor made 35 vetoes, slicing about $270 million in total spending from the $56 billion budget for fiscal year 2024. Most of the cuts, she said, left programs at necessary levels or removed redundancies. "

School Committee agonizes over budget cuts, hears an update from Oak St and about the middle school school civics program (audio)

FM #1012 = This is the Franklin Matters radio show, number 1012 in the series. 


This session of the radio show shares part of the Franklin, MA School Committee meeting held on Tuesday, June 13, 2023.


The meeting was conducted in a hybrid format: all of the School Committee members, school district personnel along with some of the public were in the Council Chambers. Some members of the public participated via conference bridge.


Brief recap:

  • Moment of silence to recognize the tragic passing of an FHS graduating senior

  • During the Superintendent's Report, 2 highlights were shared. (1) a quick overview of the Spanish trip during Spring break. (2) recognition of three FHS outdoor track athletes for their accomplishments at the Meet of Champions

  • Recognition of Michelle Kingsland Smith retiring for the 2nd time this year with 50 years of education experience. Recognition of Miriam Goodman's retirement as Business Administrator

  • Middle school civics program provided an update on the process across the three schools and a student presentation from Horace Mann.

  • The Oak St Elementary team provided and interactive question and answer update on the happenings and progress within the school this year

  • The additional funds from the Town saves some positions but there are still 26.7 positions removed from the budget, 16 of which were enrollment related. The Committee agonized over the cuts, appreciating the effort and thought that went into trying to minimize the impacts of these. One member said as hard as it is this year, we'll look back to this budget next year as a good one. And that is not something to look forward to

CommonWealth Magazine: "How about a civics project instead of another MCAS test?"

From CommonWealth Magazine we share an article of interest for Franklin:

"At the same time, our Department of Elementary and Secondary Education, with support from Secretary of Education Jim Peyser, sought to add a history-focused MCAS test to the current series of tests focused on science, English Language Arts, and math. The intent is admirable. In a testing and accountability-focused educational climate, many school and district leaders, particularly in communities predominantly serving lower-income students and students of color, have given limited attention to history and social studies in favor of tested subjects. Making history/social studies a tested subject might address that structural inequity.

But we think there may a better solution. Instead of more standardized testing, we propose each student complete a civics education project (which is already required of all students in accordance with the 2018 law) as a demonstration of knowledge and skill equivalent to a passing score on the MCAS.

The civics project could:

  • Be long-term, conducted over the course of perhaps a term, a semester, or an entire school year. In the workplace and in college, extended individual and collaborative projects are commonplace; this is excellent preparation for real-world expectations.
  • Align with the ideals of “deeper learning” articulated by scholars Jal Mehta and Sarah Fine in their book, In Search of Deeper Learning: The Quest to Remake the American High School. A well-developed civics project includes a focus on literacy (particularly important given our state’s large and growing multilingual population), real-world relevance (providing motivation for students to shape their communities through civic action), and student empowerment (students gain knowledge and skills that will enable them to be informed, active citizens).
  • Provide students choice, allowing them to focus on a topic of personal passion, or for a small group to pursue a shared interest collaboratively."

FM #210 - Civil Discourse Pledge Discussion (audio)


This is the Franklin Matters radio show, number 210 in the series. We are now producing this in collaboration with Franklin.TV and Franklin Public Radio (wfpr.fm).

At the Franklin (MA) Town Council meeting held on Feb 12, 2020 the discussion started on a proposal to pledge to conduct a civil discourse. Some of the Councilors objected to this “aspirational” proposal and the measure was ultimately tabled to the March 4 meeting to allow Councilor Hamblen to participate. Councilor Melanie Hamblen had been the one initiating this and she was not participating in this meeting due to her mother’s passing.

Yes, my notes are sparse as I was on the edge of my seat, following the conversation, ready to jump in. It didn’t get opened to the public. It was tabled for next session.

I have a unique position in that I have been participating regularly for the past 14 years in many meetings each year. I get to watch and observe the behavior and conduct of many of our Town appointed officials (and by that I mean all the board and committee person volunteers) as well as the municipal employees. As a general rule, the behavior is above board, as it should be. Unfortunately, there have been times when I squirmed in my seat due to what was happening. For those times, this measure could help to guide and prevent further occurrences.

A couple of Councilors questioned whether what they have already sworn to or agreed to is changed by this. As Attorney Mark Cerel answered “This is aspirational”. For the few squirmy occasions that come to mind, the referenced oaths and guidelines were not adhered to. Maybe this aspirational item will. While admittedly, this measure has no ‘teeth’ to it, it may not. One can hold out hope that it does!
