This internet radio show or podcast is number 133 in the series for Franklin Matters. This captures and shares the audio recording of the Franklin (MA) School Committee Budgeting Workshop held October 10, 2017.



Chairman Kevin O’Malley opens the meeting with an overview of the meeting format on budgeting for the next fiscal year. There are no numbers to review, time would be spent on developing goals for what should be prioritized, etc.

There is reference along the way to some documents which were part of the package for the Committee. Some of the documents were also shown on the overhead projector. The documents released are contained in the PDF file associated with this post.

Much discussion was around how to communicate this information to tell the story of Franklin School Budget. What it has lost, what it needs, what can be done to prepare our students for their future.

FinCom Meeting Sep 26, 2017 (audio recording)


This internet radio show or podcast is number 132 in the series for Franklin Matters. This captures and shares the audio recording of the Finance Committee (FinCom) meeting held September 26, 2017.




The first 20 minutes of the meeting covered the discussion of several FY 2018 budget adjustments and funding appropriations. Normally these are done closer to the tax rate hearing but some of the items were time sensitive. The Police radio and police canine dog replacement in particular were needed to be approved now.

The motions to approve these occur at the end of the initial segment, again about 20 minutes.

During the second part of the meeting, Town Administrator Jeff Nutting assisted by Deputy Administrator Jamie Hellen, Treasurer/Collector Jim Dacey and Deputy Treasurer Kerri Bertone provide some background on the OPEB obligation update, insights on the potential for water and sewer increases coming up for discussion in January 2018.

Jeff also recognizes Jim Dacey for his work in this his last FinCom meeting. He also provides some insights on the restructuring of the finance functions with Kerri proposed to replace Jim, and a new hire being sought to replace Susan Gagner.

Before the meeting closes, there is an update on the EPA stormwater regulations which have been held up by court suits. One that Franklin and MA participated in and then a counter suit.

Economic Development Committee - meeting audio - Aug 9, 2017

This internet radio show or podcast is number 131 in the series for Franklin Matters. This captured the audio recording of the Economic Development Committee (EDC) meeting held August 9, 2017.

EDC Chair Andy Bissanti opens the meeting ad after some discussion on the two agenda items with approval to bring them to the Town Council as formal proposals, the meeting adjourned..

Worthy of note, there were additional councilors in the room when Council Chair Matt Kelly stopped by just before the meeting. Tom Mercer got up and left, Debbie Pellegri remained. This becomes an item towards the end of the meeting when Debbie tries to ask a question. Per Peter Padula, a Town Councilor, not a member of the committee, can be present in the meeting as long as they do not take any active part in the meeting. THey can only observe. If they take part, then their presence can raise a question on whether the Council has enough members for a quorum. As there are four Town Councilors on the Committee (Chair Bissanti, Padula, Vallee, and Pfeffer), another participating Town Councilor raise the participation to five which is sufficient for a Town Council meeting.

One thing I noticed in the iTunes page for Franklin Matters today was that there were not enough customer rating.
We have not received enough ratings to display an average for this podcast.

Free US History Course from Stanford via iTunes

Once again through the great Open Culture blog, I learned about a free Stanford University course being published on iTunes U. Pulitzer Prize-winning historian Jack Rakove is teaching a course about Colonial and Revolutionary America. The course will cover all of the topics typical of early American history survey courses. You can find the course here or look in the Stanford section of iTunes U. When the course is complete there will be 30 lectures available, currently there are seven lecutures posted.

Applications for Education
This course will cover topics that students have heard about from elementary school history teachers through high school history teachers. iTunes U provides high school students with an opportunity to learn in more depth about topics with which they are already familiar.
