  • (January 1-5, 2024) No pick-up Monday, January 1 - one day delay the rest of the week (Regular Friday, January 5 pick-up will be on Saturday, January 6).

Bylaw Amendments 23-902 and 23-903 - Second Reading & Final Vote - Dec 20, 2023

The Franklin Town Council will hold a second reading and final vote on the adoption of two Town Code Bylaw Amendments as follows:
  • 23-902: Chapter 147, Snow and Ice, Removal Of - Adds a new bylaw which imposes requirements upon abutting property owners to remove snow and ice from public sidewalks as indicated in the proposed map titled “Sidewalk Snow Removal Required By Property Owner” 
  • 23-903: Chapter 82, Fees, Municipal Service, § 82-6 Schedule of Service Fees, Subsection L. Public Works - Revises the fee schedule to increase the cost to recycle a mattress and/or box spring from $10 to $65 

The second reading and final votes on adoption of each of these bylaw amendments will take place during the Town Council Public Meeting beginning at 7:00 PM on December 20, 2023; there will be an opportunity for public input during the process. 

Location: Municipal Building, 2nd Floor Council Chambers, 355 E. Central Street, Franklin, and also via the “ZOOM” platform. 

Residents can visit the Town website (Franklinma.gov) town calendar to review the agenda including full text of proposed bylaw amendments, including the proposed map, and for up to date meeting information, on and after December 15, 2023.

The Guardian: "'It’s like a death pit’: how Ghana became fast fashion’s dumping ground"

"It’s mid-morning on a sunny day and Yvette Yaa Konadu Tetteh’s arms and legs barely make a splash as she powers along the blue-green waters of the River Volta in Ghana. This is the last leg of a journey that has seen Tetteh cover 450km (280 miles) in 40 days to become the first person known to swim the length of the waterway.

It’s an epic mission but with a purpose: to find out whatis in the water and raise awareness of pollution in Ghana.

As the 30-year-old swims, a crew shadows her on a solar-powered boat, named The Woman Who Does Not Fear, taking air and water samples along the way that will be analysed to measure pollution.

It is hoped that the swim will draw attention to some of the pristine environments in Ghana, in contrast with places such as Korle Lagoon in the capital city of Accra, one of the most polluted water bodies on Earth."

Here’s what you need to know:

  • When: Saturday, May 20, 10:00 a.m. - 2:00 p.m.
  • Why: Most towns charge residents to recycle appliances. This is a great opportunity to recycle your dehumidifier* for FREE and receive a $30 rebate from the Sponsors of Mass Save!

Trash will be picked up on your regular day.

Franklin Electronics Recycling Event - April 1, 2023 from 9 AM to 2 PM

Join us for our annual Electronics Recycling Event Saturday, April 1, 2023 from 9:00 AM to 2:00 PM. We are accepting ALL electronics, appliances, and bikes!
St. Mary's Church - former Benjamin Franklin School Parking Lot 201 Main Street Franklin, MA
The event will be held in the former Benjamin Franklin School parking lot, across the street from the church. All electronics, appliances, items with a plug and/or batteries, as well as bicycles in any condition will be accepted and recycled for a small cost as follows:
Cost to You:
• $5 each for Computers, Laptops, Video Game Consoles, DVD Players, VCR’s, Small Printers, Radios, Speakers, Table Lamps, Fans, Hair Dryers, Curling Irons, Projectors, Drills, Digital Cameras, Clocks, Trophies, Frying Pans and Cookware, Holiday Lights, Other Small Electronics.

Residents from all towns are welcome to recycle. The event will be rain or shine. Computer hard drives will be destroyed during the recycling process, but can be removed on-site at the event for an additional charge. Cash payment is preferred, but checks will be an acceptable form of payments over $30.

The Recycling Center Holiday hours are as follows:

  • Saturday, December 31: 8 AM - 1 PM
  • Sunday, January 1: CLOSED

Recycling is Real! - MassRecycle responds to the NPR article

"MassRecycle is deeply concerned that NPR’s “Recycling plastic is practically impossible — and the problem is getting worse” has maligned recycling and misinformed readers.  Far from addressing the problem of plastic waste, this kind of negative press motivates people to “throw it all in the trash”. 

Recycling is not a sham. Please do not throw everything in the trash.  

Plastic recycling is not impossible; it is happening everyday.   You can see it: MassRecycle offers facility tours, including tours of Material Recovery Facilities where recycling is processed.  These tours are open to the public. 

If you put recyclable plastic in the bin it will be recycled. There are resources available that will tell you which items can go in the recycling bin.  Go to the Recyclopedia and type an item in the search bar.  If it says the item is recyclable, make sure it is clean and put it in your bin. It will be recycled.  If it cannot be recycled, try not to buy it again.

Notice from DPW: New State Waste Disposal Ban extends to include Mattresses

Mattresses MUST be recycled. Options for Franklin residents below

Notice from the Department of Public Works: Effective as of November 1st, 2022: The State of Massachusetts Department of Environmental Protection has enacted additional "Waste Disposal Bans". 
  • Mattresses may not be disposed of as solid waste. They MUST be recycled.
  • Waste Management will no longer be collecting mattresses through the curbside program.
Residents of Franklin have a variety of options available to ensure proper disposal:
  • If you purchase a new mattress, request that the retailer remove and recycle your old mattress.
  • Purchase a sticker to the Recycling Center (455 Beaver Street, Franklin) and utilize the mattress recycling service at this location--The Town does not provide a transportation service, the mattress must be delivered to the Recycling Center by the resident.
  • Solicit the services of a private hauler to remove and recycle your old mattress. You may access a list of local Board of Health approved haulers here.

Reminder: now the requirement for Franklin residents to call SimpleRecycling (or another outlet) no longer can use trash

"Starting Tuesday, Massachusetts residents will no longer be able to throw out mattresses, textiles, or shoes, according to the state Department of Environmental Protection.

As part of a statewide waste reduction plan, residents are required to recycle or donate such items rather than dispose of them, the department said. That includes clothing, shoes, bedding, towels, curtains, and fabric. Disposal of mattresses is also banned, including full-foam, latex, and “mattresses in a box.”

MassDEP issued a 2030 Solid Waste Master Plan in October 2021, aiming to reduce disposal statewide by 30 percent over the next decade.

The plan also lowers the threshold on the disposal of commercial food and organic waste to a half-ton of waste weekly per facility. Restaurants are instead required to process food waste by composting, among other methods, according to MassDEP."

One day delay in the normal trash/recycle schedule for the 4th of July week

With the 4th of July falling on Monday, there will be a one day delay in the normal trash/recycle pickup schedule. If your schedule is normally on Monday, then it is Tuesday, if Tuesday, it is now Wednesday, and so forth.

If you accidentally tossed the new 2022-2023 curbside flyer from Waste Management (which picks up per contract from the Town of Franklin DPW), you can download a copy here  ->

Note the next one day delay in the normal schedule will be in September for Labor Day.
