Voices of Franklin: Rich McNeil - Thanking Franklin DPW for Snow Safety

I am deeply grateful to Franklin DPW for their tireless efforts in snow removal and maintaining safe roadways.

As a longtime Franklin resident and MSW graduate student at Bridgewater State University, I want to sincerely thank the Franklin DPW for their tireless, around-the-clock snow removal efforts during recent storms; their work is often underappreciated. My purpose in writing is to express appreciation for their commitment to public safety work and highlight its equity impact.

On February 2, around 3:00 PM, at the new construction site on Alpine Place and Alpine Row, I observed a worker using a snowblower to clear snow from the new construction. I assumed the snow would stay on-site. At 5:00 PM, I headed out to do an errand. As it was getting dark, I was driving slowly. I unexpectedly encountered a 1–2-foot-high snowbank about 20 feet long and nearly got stuck. As this was creating a hazard at the intersection, I reported it to Franklin Police and DPW (after hours). By 8:00 AM the next day, I saw the DPW on its way to clear this hazard.

From a social work perspective, the DPW's efforts ensure public safety and equity for older adults, disabled residents, and low-income families who rely on clear roads for work, school, and medical care. Franklin's Town Bylaws (Chapter 155-21) prohibit snow deposits on roadways and support our community's perseverance.

Construction firms and residents must comply with bylaws prohibiting snow deposits in streets (up to $300/day fine) to ease DPW burden. I urge readers to contact the Franklin Town Council to strengthen enforcement—this promotes social justice by safeguarding vulnerable groups most affected by hazards, regardless of income or ability.

Second Sunday Speaker Series: "Looking back at 115 Years of Scouting" with Peter Glass

The ‘Second Sunday Speaker Series’-- Looking back at 115 Years of Scouting – Will be Held on the THIRD SUNDAY of the MONTH, Feb. 15

Peter Glass, Curator at the Casoni Museum, a part of the Camp Squanto Alumni Association on the South Shore, and the only Scouting museum in New England, will come to the Franklin Historical Museum to share some slices of Scouting history as well as to display some items and objects related to the generations of Scouting in the region. 

Notably Feb. 8 (which was the originally scheduled date for this presentation) is when the Boy Scouts of America was founded in 1910. Glass serves Scouts America as a Territorial Commissioner. He is also a retired Music teacher and Band Director. The museum opens at 1 and closes at 4. 

Admission is free but donations are always appreciated.
The Franklin Historical Museum is located at 80 West Central Street, Franklin. The museum is open Saturday mornings from 10:00 AM - 1:00 PM (except as noted above), Sunday afternoons from 1:00 PM - 4:00 PM

Here’s a Last Look – in 3D.

Through much of December and January our Historical Museum displayed three dazzling dioramas depicting Franklin life in 1932. The exhibits are the patient painstaking work of Scott Mason – as detailed examples of miniature settings created by HO scale railroad enthusiasts. Scott raises it to a high art form.

Before the dioramas were retired (until the next time) I was compelled to get to the Museum and, working with Scott and Chris Leverone, we stereographed Scott’s liliputian landscapes from several teeny viewpoints, producing another historical form of art – Holmes 3D stereograms.

3D images were first introduced in 1850 England by Prince Albert at the first International Exposition in London’s Crystal Palace. The stereogram cards often depicted landscapes, events and dignitaries, You inserted the cards into a stereopticon to see them as if you were actually there.

Later examples of stereography came to broad popularity as Viewmaster disks that many of us collected as kids. Disney continues to produce Viewmaster disks depicting its many characters in 3D antics. Today’s 3D movies and virtual reality games are based on the same optical principles that produced these images.
 
You can actually see these images in 3D right off the page by staring far beyond them in order to fuse the Left and Right image into one 3D view.

Today (2/12/26), the Department concluded its annual Mental Health Training, led by the head of our Co-Response Program, Clinician Kallie Montagano.

Officers received continued instruction on the Section 12 process and had the opportunity to hear from guest speakers representing Tri-Valley Elder Services, Foundations Group Recovery Centers, and the Department of Children and Families.

Once upon a time… 📖 Don’t miss Ali Funkhouser (@alifunk ) as Cinderella, Anissa Perona ( @anissaperona ) as Rapunzel, Robbie Rescigno as Cinderella’s Prince/Wolf, and Paul Rescigno as Rapunzel’s Prince (@therescignos ) this March in FPAC’s Into the Woods!

FPAC presents James Lapine and Stephen Sondheim’s timeless, yet relevant, Into the Woods March 13-22 at THE BLACK BOX! Directed by FPAC Artistic Director Raye Lynn Mercer. The story follows a baker and his wife, who wish to have a child; Cinderella, who wishes to attend the King’s Festival; and Jack, who wishes his cow would give milk.

When the Baker and his wife learn that they cannot have a child because of a Witch’s curse, the two set off on a journey to break the curse. Everyone’s wish is granted, but the consequences of their actions return to haunt them later with disastrous results.


🚨Content Advisory: Into the Woods contains some violence, death, and darker themes that may not be suitable for all audiences, particularly young children. The musical adaptation of the classic fairy tales includes a “darker” and less “happy ending” focused story than traditional fairy tales.

Matinee performances will feature an “Act 1 Only” option for kids with activities/supervision provided next door at the Franklin School for the Performing Arts during Act 2.

During this time, a small team of staff and volunteers will be hard at work deep-cleaning, taking inventory, and restocking our shelves.

"In order to build the housing of the future, Vermont is hearkening back to a tool from the past.

A century ago, companies like Sears sold mail-order blueprints for modest homes that proliferated across the country and in some corners of Vermont. Now, state officials are reviving the idea of the catalog home in a bid to smooth the construction process and boost Vermont’s housing stock.

While cities such as South Bend, Indiana, and Kalamazoo, Michigan, have taken on similar initiatives in recent years, Vermont is the first state to do so, officials say.

“We want to give folks easy access to open-source construction plans,” said Alex Farrell, commissioner of the Department of Housing and Community Development. And, he added, “We’re wanting to give these people … some assurance that as long as you’re choosing one of these designs, you’re going to get your permit.”

The state does not have a target for how much the home designs will cost to construct, but officials are trying to make them “as efficient and affordable as possible,” Farrell said.

"The Department of Homeland Security is expanding its efforts to identify Americans who oppose Immigration and Customs Enforcement by sending tech companies legal requests for the names, email addresses, telephone numbers and other identifying data behind social media accounts that track or criticize the agency.

In recent months, Google, Reddit, Discord and Meta, which owns Facebook and Instagram, have received hundreds of administrative subpoenas from DHS, according to four government officials and tech employees privy to the requests. They spoke on the condition of anonymity because they were not authorized to speak publicly.

Google, Meta and Reddit complied with some of the requests, the government officials said. In the subpoenas, the department asked the companies for identifying details of accounts that do not have a real person’s name attached and that have criticized ICE or pointed to the locations of ICE agents. The New York Times saw two subpoenas that were sent to Meta over the past six months."
