There are a lot of unanswered questions with this article. What is the real data? Because if there are 4 students in one school, and 3 students in another, that is a 25% difference even though one case proves nothing. It also doesn't take into account the number of siblings at each school - so the spread could be happening at home or in extra-curricular activities and not through school.
