Rep Vallee chimes in on property tax relief commending the Gov for being a strong advocate

Gov Patrick concedes we are over reliant on property taxes to support local government. His proposals for additional revenue (1) the gas tax, (2) the hotel and meals tax, (3) removal of the exemption on the telephone pole tax.

We have over 200 911 centers in MA, CA a far bigger state, has only 4, their response time is the same or better than ours. Regionalization here in New England is a third rail. We have to figure out how to combine things.

FRANKLIN —

Teachers, nurses and residents fearful of deep cuts to state programs and services pleaded their case yesterday afternoon before a captive audience.

Gov. Deval Patrick listened intently while hosting a community forum at the senior center.

"We will get through this by hanging together, by being clear and bringing in the collective wisdom of everyone in the community," Patrick said.

The event is one of 36 forums scheduled across the state for the governor to hear from his constituents. Yesterday Patrick solicited ideas and fielded questions from more than 50 local residents.

Communication and social media

Governor Deval Patrick making the announcement earlier this week about the latest revenue adjustments. This was posted to YouTube. His use of Twitter and YouTube to spread his message is commendable!

How should MA be represented?

In a successor to the 50 States Quarters Program, the U.S. Mint, in a nationwide program, has asked Governor Patrick to select one preferred and three alternate Massachusetts national sites to be featured on the reverse of a quarter. Beginning in 2010, the Mint will release five new quarter designs annually based on the order in which the selected sites gained federal designation.

Governor Patrick is calling on the people of Massachusetts to help with this decision.

“Our Commonwealth has many great parks and historically significant sites,” said Governor Patrick. “It will be fun to let everybody help choose the one to submit.”

It will be fun to watch the various constituencies go for their cause.

How should MA be represented?

By a mark of the Revolution?

Those I think are fairly well plastered everywhere.

By a mark of the sailing industry?

I am leaning this way. Either Salem (for the clipper) or New Bedford (for the whaler) showed MA at the forefront of innovation in shipping and commerce. Such innovation is still required today.

Governor Patrick, cutbacks and the saga in Salem

As the city of Salem roils over layout notices, and other towns struggle with tight budgets, Gov. Deval Patrick told municipal leaders Friday that he feels their pain. Patrick said he understands that they are experiencing tight fiscal times.

Franklin is not that far away from Salem in this case. Financial mismanagement created their shortfall. The Forensic Report was presented Wednesday night to the joint Town Council and School Committee, as I re-read the report and listen to the presentation again, I am not convinced that we are out of the woods on this episode.
"The deficits in 2006 and 2007 raise concerns over the School Department's level of spending in fiscal 2008. There will be more Circuit Breaker available in 2008 than in 2007, as there is no carry over deficit to be applied to the 2008 expected receipts. However, there was a deficit in Special Education Tuitions even with the full Circuit Breaker receipts for both fiscal 2006 and 2007.
In addition, certain other accounts have been in deficit during both fiscal 2006 and 2007. We have prepared the three-year budget analysis, and provided a copy to the interim Director of Financial Operations. That analysis will assist in identification of potential budget shortfalls. However, the schedule is prepared based upon the inclusion of negative revenue items, which needs to be taken into consideration in evaluating the 2008 budget."
