Apply Now! Franklin Cultural Council grant applications available, due Nov 16

Apply now!

The Franklin Cultural Council (FCC) has set a November 16th deadline for organizations, schools, and individuals to apply for grants that support cultural activities in the community. This funding encourages individuals, groups and not-for-profit organizations to bring to the community unique programming that centers around the arts, humanities, history or interpretive sciences for children, adults or intergenerational groups.

While the focus of the proposals should remain similar to past years—community-oriented arts, humanities, and science programs—this year the FCC is encouraging new applicants to apply. All grant applications are due by Monday, November 16th.  Proposals that are past the deadline will not be considered. Log on to https://www.mass-culture.org/Franklin for grant guidelines and to apply.

The Franklin Cultural Council is part of a network of 329 Local Cultural Councils serving all 351 cities and towns in the Commonwealth. The LCC Program is the largest grassroots cultural funding network in the nation, supporting thousands of community-based projects in the arts, sciences and humanities every year. The state legislature provides an annual appropriation to the Massachusetts Cultural Council, a state agency, which then allocates funds to each community.

In the News: fraudulent unemployment claims identified; funding required for ballot application mailing

From the Milford Daily News, articles of interest for Franklin:
"Massachusetts has recovered more than $158 million from fraudulent unemployment claims after identifying tens of thousands of incidents of fraud since the start of the COVID-19 crisis, officials announced Tuesday.
Because of the rampant fraud, which officials said is part of a nationwide scheme, new identity verification efforts are being implemented by the Massachusetts Department of Unemployment Assistance.
DUA officials said the additional measures may “temporarily delay the payment timeframe” for some claims. The agency is working on the verification effort with the Massachusetts State Police, the Department of Corrections, and the National Guard.
Officials said that personal data stolen in earlier commercial data breaches is being used in the fraud."

"The state’s top election official said Tuesday he can’t mail ballot applications to voters, as required under a time-sensitive new law, until the Legislature approves funding for the bill that Gov. Charlie Baker signed on Monday.
The law requires Secretary of State William Galvin to send mail-in voting applications by July 15 in order to give voters time to request a ballot for the Sept. 1 primary elections, fill it out, and mail it back in.
“We had hoped to do it by that date. The legislation calls for it. But the Legislature has not sent the money. We can’t pay for the postage. We can’t pay for the printing until we have the postal permit. We can’t buy the permit until we get the money,” he told reporters outside the State House.
Galvin said a $5 million appropriation included in a more than $1 billion Senate spending bill that largely deals with COVID-19 appropriations “would probably get us going.” The House and Senate spending bills differ, and it’s unclear when legislative leaders will agree on a single bill."

In the News: possible change to housing zoning removing 2/3 majority; BFCCPS applications open

From the Milford Daily News, articles of interest for Franklin:
"Gov. Charlie Baker’s proposal to make zoning changes easier at the local level is one step closer to passage after the Housing Committee voted to advance it alongside 20 other bills aimed at generating new housing production.

The Housing Committee voted 16-1 in a poll that concluded Thursday afternoon to favorably report out Baker’s bill, according to a copy of the results acquired by the News Service. The Boston Globe first reported Wednesday that the poll was underway.

All 20 other bills, which range from a proposal to establish a housing production task force to one that would set a statewide housing production goal, also advanced with only one dissenting vote. State Rep. David DeCoste, R-Norwell, voted against each bill, while state Sen. Patrick O’Connor, R-Weymouth, reserved his rights on some votes.

...

The legislation would lower the local voting threshold needed for zoning changes from a two-thirds majority to a simple majority, a difference that Baker and supporters argue would allow more projects to get approved rather than fail on a 3-2 City Council vote or with only 55% backing."

Franklin Cultural Council Seeks Funding Proposals

Grant Applications Accepted September 1 - October 15

The Franklin Cultural Council (FCC) has set an October 15 deadline for organizations, schools, and individuals to apply for grants that support cultural activities in the community. This funding encourages individuals, groups and not-for-profit organizations to bring to the community unique programming that centers around the arts, humanities, history or interpretive sciences for children, adults or intergenerational groups.

Previously funded projects include: programs/field trips for five of Franklin's schools (public and charter), Franklin Downtown Partnership Strawberry Stroll, LiveArts, Franklin Performing Arts Company Whatever Theatre Festival, Southeastern MA Community Concert Band, and the Franklin Art Association, to name a few. These grants can support a variety of artistic projects and activities in Franklin, including exhibitions, festivals, field trips, short-term artist residencies or workshops, lectures, and performances in schools, the library, the senior center, or for the community at large.

While the focus of the proposals should remain similar to past years — community-oriented arts, humanities, and science programs — this year the FCC is encouraging new applicants to apply. All grant applications are due by Tuesday, October 15. Proposals that are past the deadline will not be considered.

Library of Congress Launches New Set of Educational Apps

The Library of Congress, in collaboration with educational organizations, today announced the launch of two new web- and mobile-based applications related to Congress and civics for use in K-12 classrooms.

The two new civics interactives are:
  • DBQuest, developed by iCivics. DBQuest teaches history and civics through the use of primary source documents and evidence-based learning. It offers a platform, accessible on mobile devices, that reinforces evidence-based reasoning and document-based questioning by teaching students to identify and evaluate evidence, contextualize information and write sound supporting arguments.
  • Case Maker, developed by Bean Creative. Case Maker is a customizable system for inquiry-based learning for K-12 students using primary sources from the Library of Congress. Modeled after the “observe, reflect, question” framework, developed under the Teaching with Primary Sources program, Case Maker guides students to challenge a question, collect evidence and make a case.

Friendly Reminder: School Start Times Advisory Committee applications due Jan 17

Franklin has started out on the right foot by inviting you, the stakeholders, to participate in the discussion and study to "study the feasibility of adjusting school start times in Franklin based on current research related to children and sleep."

You have likely heard that the Boston Public Schools attempted to take a systematic, yes, using a mathematical algorithm to develop school start times. The team was highly qualified but as the news has been touting left out conversations with all the stakeholders until after the new start times were developed. The Boston school start times implementation has now been canceled.

It will be different in Franklin. The stakeholders will be at the table first to study, review, discuss, and ultimately "present their findings and possible recommendations for the School Committee to consider."

What does the timeline for the Advisory Committee look like?
  • Applications accepted through Jan 17, 2018
  • Committee appointments approved by School Committee at Jan 23, 2018 meeting
  • Advisory Committee starts work in Feb 2018
  • Meet approximately twice a month (one full group meeting, one subcommittee meeting), exact times and schedules TBD
  • Present recommendation to School Committee January 2019

You have several options:
  1. Sign up to take part as a member of the Advisory Committee (sign up info below)
  2. Participate in as many of the public meetings there will be to observe and have your say (meeting schedule TBD)
  3. Follow along as Franklin Matters reports on the meetings and progress of the Advisory Committee (subscribe via email to ensure you get all the info  http://www.franklinmatters.org/p/welcome.html)

I would encourage you to consider the first and second options. You can then also help to craft and add to the reporting on the third option.

The conversation about to begin will help Franklin prepare for what it will look like in 2028. What is 2028? The 250th anniversary of its founding.

------------

Hello

The purpose of the School Start Times Advisory Committee will be to study the feasibility of adjusting school start times in Franklin based on current research related to children and sleep. The Advisory Committee will be considering any proposed changes within the local context. Representatives from the Advisory Committee will present their findings and possible recommendations for the School Committee to consider. Changes to school start times, if any, are to be decided by the Franklin School Committee.

The commitment for this committee is expected to be two meetings per month, most likely in the evenings. The committee is planned for the 2018 calendar year, with a presentation to School Committee planned for January, 2019. All activities of this committee will be subject to the Open Meeting Law.

If you would like to apply to be a member of the Advisory Committee, please fill out this form. The deadline to complete this form is Wednesday January 17, 2018 at 5 PM. Appointment of committee members by School Committee is scheduled to be made at the January 23, 2018 School Committee meeting.
