In the News: fraudulent unemployment claims identified; funding required for ballot application mailing
"Massachusetts has recovered more than $158 million from fraudulent unemployment claims after identifying tens of thousands of incidents of fraud since the start of the COVID-19 crisis, officials announced Tuesday.
Because of the rampant fraud, which officials said is part of a nationwide scheme, new identity verification efforts are being implemented by the Massachusetts Department of Unemployment Assistance.
DUA officials said the additional measures may “temporarily delay the payment timeframe” for some claims. The agency is working on the verification effort with the Massachusetts State Police, the Department of Corrections, and the National Guard.

"The state’s top election official said Tuesday he can’t mail ballot applications to voters, as required under a time-sensitive new law, until the Legislature approves funding for the bill that Gov. Charlie Baker signed on Monday.
The law requires Secretary of State William Galvin to send mail-in voting applications by July 15 in order to give voters time to request a ballot for the Sept. 1 primary elections, fill it out, and mail it back in.
“We had hoped to do it by that date. The legislation calls for it. But the Legislature has not sent the money. We can’t pay for the postage. We can’t pay for the printing until we have the postal permit. We can’t buy the permit until we get the money,” he told reporters outside the State House.

The Southeastern Massachusetts Veterans’ Services Officers Association (SMVSOA) will grant a $500.00 scholarship to be used to help defray education expenses if the following criteria is met:
- Applicant is a Veteran, the spouse or widow of a Veteran, the child of a Veteranor the grandchild of a Veteran–DD214 required for verification
- The Veterans’ Service Officer who is sponsoring the nomination is a current member of the SMVSOA
- Application must be typed and submitted by hard copy; email not accepted
- Application to include a letter of recommendation from a teacher, guidance counselor or employer
- Official high school, trade school or college transcript

Celebrate the Library's 220th Birthday with the Library Of Congress Collections App

In addition to providing an easy, accessible way to search and explore the Library's growing digital collections, LOC Collections allows users to curate personal galleries of items in the Library's collections for their own reference and for sharing with others. Items currently featured on the app include audio recordings, books, videos, manuscripts, maps, newspapers, notated music, periodicals, photos, prints, and drawings.
"The Library of Congress collection can now fit in your pocket," said Librarian of Congress Carla Hayden. "The Library started 220 years ago with 740 books and three maps. Today, that collection has grown to make us the largest library in the world and a storehouse of our national history. It's been our goal to throw open our treasure chest and help every American connect to the Library of Congress. The LOC Collections app is a uniquely personal, easy new way to explore the nation's library."
Users can currently find the app for iPhone and iPad at the Library's website or the iTunes store. An Android version of the app is slated for release later in 2020.

Save Small Business Fund - grant application opens Monday, Apr 20
Small businesses are the foundation of our communities and our economy. Employing nearly half the American workforce, they keep our neighborhoods running and make them feel like home. The impacts of the coronavirus pandemic have wrought unprecedented financial uncertainty. These businesses need resources and relief — and they need it now.
That's why the Save Small Business Fund, a grantmaking initiative funded by contributions from corporate and philanthropic partners, is providing $5,000 in short-term relief to employers across the United States. These one-time supplemental cash grants are for businesses that have between three and 20 employees and operate in an economically vulnerable community.

The Housing Committee voted 16-1 in a poll that concluded Thursday afternoon to favorably report out Baker’s bill, according to a copy of the results acquired by the News Service. The Boston Globe first reported Wednesday that the poll was underway.
All 20 other bills, which range from a proposal to establish a housing production task force to one that would set a statewide housing production goal, also advanced with only one dissenting vote. State Rep. David DeCoste, R-Norwell, voted against each bill, while state Sen. Patrick O’Connor, R-Weymouth, reserved his rights on some votes.

The legislation would lower the local voting threshold needed for zoning changes from a two-thirds majority to a simple majority, a difference that Baker and supporters argue would allow more projects to get approved rather than fail on a 3-2 City Council vote or with only 55% backing."

BFCCPS: Join us for an Enrollment Open House!
Two sessions will be hosted at 201 Main Street in Franklin. The first is on Saturday, January 12, 2019 from 10 am to noon and the next will be held on Saturday, February 9, 2019 from 10 am to noon. Please note that attendance at these events is purely optional and no RSVP is required to attend.
You'll hear from the Board of Trustees, Members of the BFCCPS School Administration, and Faculty as well as Parents at our school. These open houses are a great way to learn more about the school's mission, and see what makes BFCCPS such a special place!
Please note that school visits are not available during school hours so these enrollment sessions are truly the best way to learn more about BFCCPS before the annual enrollment lottery.
For the 2019-2020 School year, BFCCPS will offer 302 new openings. The BFCCPS Expansion is the best chance for local applicants to secure enrollment at our school!

"Next year’s enrollment at Benjamin Franklin Classical Charter Public School will be bigger than ever.
With the anticipated opening of a new 72,000-square-foot school building for the 2019-20 school year, the enrollment lottery will be open to 302 new students ranging from K-5.
A lottery will select 92 kindergartners and 42 students in each grade from first to fifth. In the current building, said Executive Director Heather Zolnowski, the school has only been able to accept 50 kindergarten students.
“We’re really excited to have the opportunity to be able to open our school and academic program to more families,” she said."

Friendly Reminder: School Start Times Advisory Committee applications due Jan 17
You have likely heard that the Boston Public Schools attempted to take a systematic, yes, using a mathematical algorithm to develop school start times. The team was highly qualified but as the news has been touting left out conversations with all the stakeholders until after the new start times were developed. The Boston school start times implementation has now been canceled.
What does the timeline for the Advisory Committee look like?
- Applications accepted through Jan 17, 2018
- Committee appointments approved by School Committee at Jan 23, 2018 meeting
- Advisory Committee starts work in Feb 2018
- Meet approximately twice a month (one full group meeting, one subcommittee meeting), exact times and schedules TBD
- Present recommendation to School Committee January 2019
- Sign up to take part as a member of the Advisory Committee (sign up info below)
- Participate in as many of the public meetings there will be to observe and have your say (meeting schedule TBD)

The purpose of the School Start Times Advisory Committee will be to study the feasibility of adjusting school start times in Franklin based on current research related to children and sleep. The Advisory Committee will be considering any proposed changes within the local context. Representatives from the Advisory Committee will present their findings and possible recommendations for the School Committee to consider. Changes to school start times, if any, are to be decided by the Franklin School Committee.
The commitment for this committee is expected to be two meetings per month, most likely in the evenings. The committee is planned for the 2018 calendar year, with a presentation to School Committee planned for January, 2019. All activities of this committee will be subject to the Open Meeting Law.
If you would like to apply to be a member of the Advisory Committee, please fill out this form. The deadline to complete this form is Wednesday January 17, 2018 at 5 PM. Appointment of committee members by School Committee is scheduled to be made at the January 23, 2018 School Committee meeting.
