This shares my conversation with Town of Franklin Finance Director/Comptroller Chris Sandini and Treasurer/Collector Kerri Bertone. We had this conversation in the Franklin studio on Thursday, April 14, 2022.

Note: the one change since we recorded this, the Town did achieve the AAA bond rating we talked of some day getting in this session. The Town was notified one month later.

Capital Budget Subcommittee approved Round 2 of capital requests to send to Town Council (audio)

FM #804 = This is the Franklin Matters radio show, number 804 in the series. 

This session of the radio show is the audio recording of the Franklin, MA Capital Budget Subcommittee meeting conducted on Wednesday, May 25, 2022. All four members of the subcommittee were present. 

This was the second round of capital budgeting. Three items were up for approval

  • Snow and Ice - $229,169
  • Roads, Infrastructure & Sidewalk maintenance & SNETT Trail - $510,237
  • Technology (Desktops, Docking Stations & Computers) - $90,000

After some clarifications on each item, they were each approved in turn by 4-0 votes to recommend to the Town Council.

Finance Committee opens the FY 2023 budget hearing week with first session on general government (audio)

FM #791 = This is the Franklin Matters radio show, number 791 in the series. 


This session of the radio show shares the Finance Committee budget hearing #1 for the FY 2023 Town of Franklin budget held on Monday, May 9, 2022. 

The meeting was conducted in a hybrid format: 8 members of the Finance Committee were in the Council Chambers along with some of the public, 1 member was remote along with some members the public via conference bridge, all to adhere to the ‘social distancing’ requirements of this pandemic period. 

  • Chair Bill Dowd opens the Finance Committee, 9 members participating (1 remote, hence roll call votes req'd). This is the first of three sessions on the FY 2023 budget

  • The FinCom heard the proposal for the second pass on the FY 22 capital plan, and moved to approve as put forward to recommend to the Town Council. Vote was 9-0 via roll call

  • Town Administrator Jamie Hellen provides a brief overview of the revenue summary, referring to the budget narrative to be read for additional details.

  • Each department item for the General Government was reviewed, some were straight forward, some had minor increases or adjustments. For example, three of the permitting staff were previously in one budget and now allocated out to the individual departments so those adjustments appeared.

Now the former Edwin's will take on a new life, this time providing the staples -- and more -- to residents who find themselves struggling to put food on the table and pay the bills.

After sitting vacant for about four years, Edwin's will become the new home of the rapidly expanding Franklin Food Pantry. The 4,992-square-foot building at 341 W. Central St. was recently sold to the pantry by SVN Parsons Commercial Group, Boston for $950,000. "

Town Council hears about the storm water utility fee and give first approval (audio & transcript)

This session shares part of the Franklin, MA Town Council meeting held on Wednesday, March 16, 2022. 

The meeting was conducted in a hybrid format: members of the Town Council and Town Administration personnel were in the Council Chambers, some members of the public participated in person, some via the Zoom conference bridge, all to adhere to the ‘social distancing’ requirements of this pandemic period.
