Recap - FinComm Budget Hearing #2 - 04/28/21 - Public safety

Quick Recap:

  • Public safety up for review this evening; Police, Fire, Inspection, and Regional Dispatch
  • Police still understaffed vs. FBI stats but at larger staff than in recent years. Takes a newbie a year to get trained and on the street. One reason transfers are preferred if available
  • Fire awaiting grant status possible award in Jun/Jul. If awarded, those individuals would be in addition to staff. Only hire paramedic qualified individuals.
  • MECC expanding by two more communities (Millis, Mendon) with room for one more (maybe after that).

As with most meetings in this pandemic period, I took my notes via Twitter during the meeting reporting in real-time via the virtual session.

The agenda for this meeting can be found

Police
  • P 52 and following covers the Police budget currently at 53 FTE would like to get more to be aligned with similar Community size #fincom0427 1 sargent aligned with 15 patrol personnel; span of control and additional administration would be desirable. Facing retirements
  • Possible 2 this year, 4 in mid 2022, senior patrol person always badge #1; incentive to get 9 months notice of retirement, to avoid gap of hiring, training and actually getting to the streets to work #fincom0428 Q on jail diversion program covered by grant joint with Medway
  • FBI stats say 1.9 patrol per 1000/population, would run out to about 70. Don't need to be that high just that 53 is light and with increase in population and buildings, the call volume is going up. #fincom0427 It takes a person about a year to get training to hit the streets
  • The training and salary package has been an incentive to get transfers in which allows them to get to the streets quicker #fincom0428 chief advocated for parity in the salary package and it has worked well. Cost of body cameras and particularly the storage of the video
  • He would prefer to have the body first, also with police reform there are 16 Committees looking at this so why start something now and have to change it out later. #fincom0428 we are not in civil service and happy not to be, able to recruit without it.
  • #fincom0428 we are an attractive Community to work for, recent hires are good examples of what we can do. A job posting generates more applications than needed to fulfill a spot. A test is done every 3 years. I love self sponsors. That shows initiative for a job.
  • Self sponsors wait for seats, dept sponsors get priority. #fincom0428
Fire
  • Now onto the Fire Dept, refer to pages 57-61. Ambulance billing rates now looked at annually, grant group being very productive. 180 days notice and 90 days actual date notice req'd for retirement
  • Refresh the listing of hierarchy every two years, training and reorganization attractive to new hires. We do hire paramedics and prefer to not drop to EMT level #fincom0428 results of SAFER grant due around Jun/Jul. Likely would be additional staff, would have some time
  • To start building a budget to support the hires after the grant ran out. The sun, moon and stars may align on this. #fincom0428 looking to stock the 3rd ambulance to be ready if needed. We are ready to go back for a look at ISO 1, not so much a staffing thing, equipment key
  • All fee revenue goes into the general fund except for that supporting the enterprise funds #fincom0428 applied again for grant, setting aside approx $600k in case grant doesn't renew. Assume it does, the these funds go to the MECC stabilization fund. There is still room for 1
MECC
  • Community to add to the regional dispatch, Millville and Medway Mendon coming on as planned this summer Moving to inspection, pages 64-65  #fincom0428
  • Moving to animal control, a regional agreement with Bellingham, we provide space, they run the program without complaints
  • Motion to adjourn, seconded,  passes 9-0
  • Back again Thursday for DPW and stormwater among other items! #fincom0428

FM #497 - Town Council Quarterbacking - 03/18/21 (audio)

FM #497 = This is the Franklin Matters radio show, number 497 in the series.

This shares my conversation with Town Council Chair Tom Mercer. This is one of a series of conversations meant to provide a recap of the prior Council meeting. Akin to one of the many sports post-game analysis broadcasts we are familiar with in New England,  this would be a discussion focused on the Franklin Town Council meeting:

  • ok, what just happened?

  • What does it mean for Franklin residents and taxpayers?

The show notes include links to the meeting agenda and associated documents.

Our conversation runs about 25 minutes, so let’s listen in to my quarterbacking session with Tom Mercer.

Hurricane Preparedness Week is Here

1 - Hurricane Risk
  • Peak of hurricane season is August and September
  • NOAA predicts above normal hurricane season; but regardless of seasonal forecast, it only takes one storm to severely impact an area
  • Entire state is at risk; storm surge threat in coastal areas and high winds, heavy rainfall, and inland flooding possible across entire state, as we saw in Irene in 2011
  • While the last hurricane in Massachusetts was Bob in 1991, the Commonwealth has a history of destructive hurricanes
  • Threat of tropical cyclones and other natural hazards continue during COVID-19 pandemic
2 - How Residents Can Prepare
  • Know Your Evacuation Zone
  • Learn if you live or work in a hurricane evacuation zone: www.mass.gov/knowyourzone
  • Make an Emergency Plan
  • Develop a plan with the members of your household to prepare for what to do in a tropical cyclone including making an evacuation plan, planning for individuals with access and functional needs, and any extra considerations during COVID-19 pandemic including how you might evacuate and where you might evacuate to. If you are in a high risk population, the safest option may be to evacuate to a location without the general public such as a hotel, relatives' home or other destination. https://www.mass.gov/info-details/make-a-family-emergency-plan
  • Build an Emergency Kit
  • Build an emergency kit containing items that will sustain you and your family in the event you are isolated for three to five days without power or unable to go to a store and customize for your family's needs. During the COVID-19 pandemic, include face coverings, masks, hand sanitizer and other cleaning supplies that you may need. https://www.mass.gov/info-details/build-an-emergency-kit.
3 - Stay Informed

Every family should have multiple methods for receiving emergency alerts. Learn more about different types of alerting and information tools including the Emergency Alert System, Wireless Emergency Alerts, NOAA Weather Radio, Social Media & Traditional Media, 2-1-1 Hotline, Local Notification Systems: https://www.mass.gov/info-details/be-informed-and-receive-emergency-alerts

“Funds donated will help this family get back on their feet,” the fundraising page reads. “As of right now, they have no permanent address, but (are) staying with family.”

Live reporting: FY 2021 Budget Update

B. FY21 Budget Update
https://www.franklinma.gov/sites/franklinma/files/mai/files/8b._fy21_budget_update.pdf

The town can not afford to fund the level of service requested
review the details in the doc linked to above
it includes a schedule for Finance Committee budget hearings
School Committee budget hearings are provided as well

approx $500K over last year allocation
additional funding from a dedicated revenue source (municipal agreement on cannabis)

this is the start of the budget process

Kelly - Budget Subcommittee met this evening
no fluff in this, to be truthful
we came last year knowing we were going to be short
Police, Fire re-did contracts and came up with a plan
need School Committee to do something similar

~$71M for Schools, ~$51M for all other town services in total budget
recording of meeting to be available via Franklin Matters

Mercer - comments on past experience in SchComm to get what they can advocate for. As Council, they need to be fiduciary responsible to the town
salary and benefits are 85% of the school budget

Michael Doherty, Bridle Path
I agree with Kelly that there is no fluff in the budget
the memo is illuminating
you must be masocists
you have sued Bellingham, that money is gone
the town has been aggressive in doing more with less
we are going to solve it tonight
if filling the existing gap with existing funding, God willing
it is not just what we might not have, we have lost programs
my three children all benefited from programs that don't exist today
you are not alone, we are all in this together
make the case for us, and we will raise the revenues we need
we are here to help you, when the case is made, you will find support if you ask

Donna Grady, union leader
people move here for the schools
we are at a point where lack of funding will change things
we can't keep good people
hourly employees need second or third jobs to make ends meet
many of these folks are your friends and neighbors
why not ask the community to consider paying a living wage?
if we do not pull together, we will not be known for what we did
the children are the future, aren't they worth the money

Anne Bergen, Peters Lane, Chair of School Committee
not the oldest person
funding for schools, not just for schools, we have to come together
what is the vision for what we should be
we need to address the scurge of mental illness
how can we keep our schools competitive
we need to retain good people of all services within Franklin
we have to fund the gaps
informing the public with one voice of the needs
Portrait of a Graduate developed, what resources do we need to support that vision
to suggest that the schools have plenty of money
Franklin last on list of surrounding communities that spend less per pupil
we need to conversations to create vision, we can't wait any longer

Susan Dewsnap, Garden St, Fiance Committee for 8 years
spent a lot of time on budget
very compitent admin
we need some metrics and history for going forward
what is the history of Chapter 70 funding
how have we been getting through with the Stabilization accounts
let's look at the last 10 years, look at the health expense
call volume history
OPEB and pension history, district retirement history

Jones -reiterate a point in the memo
one of the largest audiences we have had in years
not the dates and inject yourself in the process, it is early in the process
it is a fluid process, no alarm needed at this time
4-8 weeks to spend working on finalizing numbers, coordinating with the State info

Dellorco - kudos to the teachers, we have to stay together, divided we will fall

3 minute recess
