FM #202 - Economic Development Subcommittee - Feb 5, 2020 (audio)

This is the Franklin Matters radio show, number 202 in the series, that we are now producing in collaboration with Franklin.TV and Franklin Public Radio (wfpr.fm).

The Economic Development Subcommittee chaired by Councilor Melanie Hamblen met on Wednesday, Feb 5, 2020 at 5:30 PM. 

Town Administrator Jamie Hellen, Councilor Andy Bissanti (member), Councilor Glenn Jones (member), Community Development and Planning Director Bryan Taberner and Councilor Eamon Earls (member - arrived late) spoke during the meeting. Assistant to Town Administrator Chrissy Whelton, Admin Assistant Alicia Alleyne, and Joseph Halligan (Vice-Chair Planning Board) participated but did not speak.

Town Council Chair Tom Mercer was also present for part of the meeting but did not actively participate to avoid the Open Meeting Law requirements (can’t have more than 4 Councilors in a meeting without having a Town Council agenda posted).

Discussion items
1. EDC Goals Prioritization Review
an extended discussion around the items on the Town Council goals listing that were aligned for the EDC and a few others added to it which you'll hear during the discussion
2. Lot Line Clean up #3: Areas near Pleasant, Chestnut & Brook Streets
a continuation of the plot line clean up effort so each plot would be contained within a single zone as opposed to being split over a couple of them

In the News: Town Council goal setting workshop

From the Milford Daily News, articles of interest for Franklin:

"The Town Council held its 2018-2019 goal-setting session on Wednesday night, discussing budget shortfalls, and new infrastructure. 
Some important points made during the meeting: 
Funds 
Free cash is down about $1 million over last year’s numbers. Some of the funds will be used toward the snow/ice stabilization fund, while about $1.5 million have yet to be allocated. Financial committee meetings have yet to be scheduled. 
Information is being gathered on the $3 million budget shortfall, and how to resolve it. The council is working with town departments on the issue, and how to have it planned out soon."

Franklin, MA: Town Council - Goals Workshop - Jan 10, 2018

The Town Council meeting scheduled for Wednesday, Jan 10, 2018 is to be a workshop on goals for 2018/2019.

The meeting will be held in the 3rd floor training room. In this location, it is not usually broadcast by Franklin TV. I will have my recording device and assuming all works well technically, I'll share the audio after the meeting.

Here are a couple of entries in the current survey on "What should the #1 goal for Franklin be?"

  • Extra Parking for Downtown Franklin and a 100 seat movie theater
Reason: Norwood, Dedham, Newburyport, Lexington and many more have theaters and they are not college towns nor do they have as high a population as we do


  • End risky fluoridation

Reason: It has been nearly two years since Franklin officials were notified by concerned residents about the federal government's fluorosis warnings regarding sodium fluoridation. Officials have known for more than a year that hundreds of Franklin residents, upon learning of these federal warnings, stopped consenting to uncontrolled dosages of sodium fluoride. Officials have known for five months about the Harvard University study suggesting a link between fluoridation and impaired brain development in children. Health justice delayed is health justice denied. Anyone who needs fluoride can easily get it; there is no need to force it everyone, particularly in uncontrolled dosages. If surrounding towns like Milford, Bellingham and Blackstone allow their parents and medical professionals to control their kids' fluoride dosages, then why not Franklin parents? The health and safety of children is the #1 priority of any town. The right of parents to make informed dosage decisions based on doctors' recommendations is too important to ignore any longer. The time is now for the health board members to lift their risky and reckless sodium fluoridation order.
