Franklin Election 2021: What does the Board of Health do?

From the Annual Report of 2020 is this brief section on the Board of Health:

"The three-member elected Board of Health is the policy making arm for the Health Department. The board members assist in the drafting of public health bylaws and regulations. The board also presides over administrative hearings concerning health department licensed and permitted activities. The board members are utilized for consultation on issues relative to public health as well."
One position is up for election on November 2 for a 4 year term. The other positions will be up for election in 2 years. This staggers the membership to maintain institutional knowledge. The Board of Health Chair, Bridget Sweet current holds the seat up for election this year.

What does the Health Department do?
"The Franklin Health Department is charged with protecting the public health and well-being of the community, in accordance with federal, state and local public health laws and regulations. 
The Franklin Health Department's responsibilities include inspecting and permitting new and repaired/upgraded individual septic systems, witnessing percolation testing, biannual inspections of all food service and retail food establishments, investigating complaints of public health nuisances, enforcement of the state sanitary code relative to housing, licensing of children's recreational camps, inspection of semi-public swimming pools and spas, tanning salon and manicure/pedicure establishment inspections. The Health Department also issues permits for individual private drinking water and irrigation wells."

Franklin Annual Report - 2020: Building Inspection Department

ANNUAL REPORT OF THE BUILDING INSPECTION DEPARTMENT

The Building Inspection Department is a multi-functional office responsible for the construction, demolition, alteration, repair and occupancy of all residential, commercial, business and industrial uses for both existing and new construction in accordance with the Massachusetts Building Code. 

The department is responsible for the administration, interpretation and enforcement of the following codes:
  • Massachusetts State Building Code - 780CMR 
  • Town of Franklin Code - Zoning – CH 185 
  • Mass. Electrical Code – 527 CMR
  • Mass. Plumbing & Gas Code – 248 CMR 
  • National Fuel Gas Code – NFPA 54-2002

The Building Inspection Department’s hours are Monday, Tuesday, and Thursday 8:00a.m.-4:00p.m., Wednesday 8:00a.m.-6:00p.m. and Friday 8:00a.m.- 1:00p.m.

Lloyd Brown, Commissioner of Buildings, is responsible for all construction trade inspectors, municipal maintenance and supervision of all construction, zoning interpretation and determination, pre-planning and review of all subdivisions and proposed construction and improvements and general input for all other municipal departments and construction-related inquiries.
 
FY 2020 started off with the promise of moving into online permitting and it didn’t disappoint. In short, our permit module Viewpoint was as smooth a transition as you could ask for. Our ZBA clerk Leeanne Kerwin worked with Chrissy Welton and IT to bring a much anticipated tool to the table. Leeanne moved onto a Job in the Town of Dighton and is sorely missed, as she was an outstanding employee.

Barbara Curran also a long time ZBA clerk for us retired at the beginning of the year. Barbara was as good as they get with over 20 years of service to the town. Melissa Kiriacopoulos was hired in January as ZBA clerk and has excelled as permit clerk as has Tyler Paslaski our latest hire.

The meeting was conducted in a hybrid format: members of the Finance Committee, selected guests, and Town Administration personnel were in the Council Chambers, the remainder were remote along with the public via the Zoom conference bridge, all to adhere to the ‘social distancing’ requirements of this pandemic period.

Recap - FinComm Budget Hearing #2 - 04/28/21 - Public safety

Quick Recap:

  • Public safety up for review this evening; Police, Fire, Inspection, and Regional Dispatch
  • Police still understaffed vs. FBI stats but at larger staff than in recent years. Takes a newbie a year to get trained and on the street. One reason transfers are preferred if available
  • Fire awaiting grant status possible award in Jun/Jul. If awarded, those individuals would be in addition to staff. Only hire paramedic qualified individuals.
  • MECC expanding by two more communities (Millis, Mendon) with room for one more (maybe after that).

Police
  • P 52 and following covers the Police budget currently at 53 FTE would like to get more to be aligned with similar Community size #fincom0427 1 sargent aligned with 15 patrol personnel; span of control and additional administration would be desirable. Facing retirements
  • Possible 2 this year, 4 in mid 2022, senior patrol person always badge #1; incentive to get 9 months notice of retirement, to avoid gap of hiring, training and actually getting to the streets to work #fincom0428 Q on jail diversion program covered by grant joint with Medway
  • FBI stats say 1.9 patrol per 1000/population, would run out to about 70. Don't need to be that high just that 53 is light and with increase in population and buildings, the call volume is going up. #fincom0427 It takes a person about a year to get training to hit the streets
  • The training and salary package has been an incentive to get transfers in which allows them to get to the streets quicker #fincom0428 chief advocated for parity in the salary package and it has worked well. Cost of body cameras and particularly the storage of the video
  • He would prefer to have the body first, also with police reform there are 16 Committees looking at this so why start something now and have to change it out later. #fincom0428 we are not in civil service and happy not to be, able to recruit without it.
  • #fincom0428 we are an attractive Community to work for, recent hires are good examples of what we can do. A job posting generates more applications than needed to fulfill a spot. A test is done every 3 years. I love self sponsors. That shows initiative for a job.
  • Self sponsors wait for seats, dept sponsors get priority. #fincom0428 
Fire
  • Now onto the Fire Dept, refer to pages 57-61. Ambulance billing rates now looked at annually, grant group being very productive. 180 days notice and 90 days actual date notice req'd for retirement
  • Refresh the listing of hierarchy every two years, training and reorganization attractive to new hires. We do hire paramedics and prefer to not drop to EMT level #fincom0428 results of SAFER grant due around Jun/Jul. Likely would be additional staff, would have some time
  • To start building a budget to support the hires after the grant ran out. The sun, moon and stars may align on this. #fincom0428 looking to stock the 3rd ambulance to be ready if needed. We are ready to go back for a look at ISO 1, not so much a staffing thing, equipment key
  • All fee revenue goes into the general fund except for that supporting the enterprise funds #fincom0428 applied again for grant, setting aside approx $600k in case grant doesn't renew. Assume it does, the these funds go to the MECC stabilization fund. There is still room for 1

  • Community to add to the regional dispatch, Millville and Medway Mendon coming on as planned this summer Moving to inspection, pages 64-65  #fincom0428 
  • Moving to animal control, a regional agreement with Bellingham, we provide space, they run the program without complaints

MA Vehicle inspection extended again

"Massachusetts drivers with expired inspection stickers from March and April will now have until the end of May to get a new one, as the state’s inspection system remains down due to a malware attack on its software contractor.

The Tuesday announcement marks both an expansion and an extension of the grace period that officials instituted due to the ongoing technical issues, which previously allowed motorists whose annual inspections expired in March an extra month to renew. Now, drivers with expired March or April stickers will get until May 31.

The state has said it expects the system, provided by Wisconsin-based Applus Technologies, to be back online by this weekend. But the extension would still likely be a help to motorists, as there is sure to be huge backlog of vehicles in need of new stickers. Thousands of inspections happen across the state on a typical day, and the system has now been down for more than two weeks."

MA State News: vehicle inspection outage continues; vaccine certificates; school funding by Legislature

"After a more than weeklong outage in the state’s vehicle inspection system, service stations on Wednesday finally started receiving a software fix that is expected to solve the malware attack that hamstrung the testing program in Massachusetts and seven other states.

The contractor targeted by the attack, Applus Technologies, sent the software updates on flash drives to more than 1,700 shops in Massachusetts and walked operators through a reboot intended to protect the machines.

The inspection system has been offline since the attack on Applus on March 30, and is unlikely to be back online this week, according to the Massachusetts Registry of Motor Vehicles."

"Baker unwilling to talk vaccine passports"

"GOV. CHARLIE BAKER is uninterested in talking about vaccination passports.

Asked whether Massachusetts might consider creating vaccine passports – which would impose restrictions on unvaccinated individuals – Baker did not explicitly say no, but said his focus is on getting people vaccinated. “Having a conversation about creating a barrier before people had an opportunity to be eligible to be vaccinated, let’s focus on getting people vaccinated,” Baker said, speaking after visiting a vaccination site in Revere."

"Legislature will increase school funding next year"

THE LEGISLATURE HAS agreed to take a more generous approach to funding public schools next year than Gov. Charlie Baker did, responding to concerns from education advocates that Baker’s proposal was inadequate.  

The legislative approach reflects a different time frame for phasing in an updated school funding formula, and the creation of a new fund to help districts that saw pandemic-related enrollment drops. But some advocates are still unhappy with lawmakers’ compromise approach, saying it does not fully address districts’ needs.

The chairs of the House and Senate ways and means committees announced in a joint statement Tuesday that they plan to put $5.503 billion into Chapter 70, the K-12 school funding formula, in their fiscal 2022 budget, which represents an increase of $219.6 million over the current year. That is $21.9 million more than what Baker had proposed.

MA State News: vehicle inspections next week; Gov Bakers gets first vaccine shot

 

"Vehicle inspections will not be performed until at least next week because of an ongoing problem with Applus Technologies, a vendor with the Registry of Motor Vehicles, officials said Tuesday.

The RMV is granting a grace period for some motor vehicle inspections, the RMV said. Vehicles with expired inspection stickers from March and vehicles bought or registered after March 23 should be given until April 30 to get an inspection, the RMV said.

Customers who recently had an inspection and are in the 60-day free retest window will be afforded an extra day for each day Applus’s system remains unavailable, but should plan to get an inspection as soon as possible once the system is restored."

"GOV. CHARLIE BAKER appeared to have no problem on Tuesday with Northeastern University requiring students to be vaccinated by the first day of the fall semester, even though he has balked at mandating vaccinations for other populations.

The governor said many colleges and universities are considering vaccine requirements for students similar to what Northeastern announced. “It’s going to be an issue they’re all going to talk about,” he said, adding that students should get vaccinated."

RMV may resume inspections Wednesday, Apr 7

"Businesses that provide vehicle inspections in Massachusetts are “anxious” to resume offering the service, amid an ongoing problem with a Registry vendor that has shut down inspections for the past week in the Commonwealth and several other states, a trade group leader said Monday.

“Well, I think everybody is anxious to get it back online, so we’re all waiting,” said John Howell, co-executive director of the New England Service Station & Automotive Repair Association, in a phone interview.

He said service stations often see a spike in revenue toward the end of every month from drivers who need new inspection stickers. "

Town Council Recap: Sep 2, 2020 - Building Dept update, plot line changes approved, gifts accepted

Recap: The Town Council heard from the Building Commissioner, Gus Brown as he provided an update on the work of the department and coordination with Planning, Planning Board, ZBA, Inspections, etc. The presentation included photos of the variety of projects worked on recently.

This is one of a series of department updates to the Town Council to increase awareness of the work being done by some of the 'less known' departments. Board of Health coming up next.

The 4th set in the series of plot line zoning changes was covered in a public hearing and then ultimately moved to a second reading. Over time a particular plot of land may have ended up straddling 2 or in some cases 3 or more zoning categories. This clean up moves the plot into a single zone. 

The Town Council approved a series of donations. They also accepted a sewer line extension for a single property off Daniels St not currently served by sewer and where the ground can not handle a septic system.

RMV will be closed March 23-25 for a system upgrade

From the Milford Daily News, articles of interest for Franklin:
"Signs along the Mass Pike announced this weekend that the Registry of Motor Vehicles will close temporarily March 23-25 while it switches to a new computer system. 
Services, other than law enforcement, will be unavailable from 7 p.m. Thursday, March 22, until 8 a.m. Monday, March 26, including motor vehicle inspections, registry online services and in-person services at registry and AAA locations. On its website, the RMV said it will not process any transactions during this time. 
This means all Massachusetts inspection stations, including auto dealerships, cannot perform vehicle inspections on March 23, 24 and 25. 
The new computer system will replace the current one, which is more 30 years old. It will also allow the registry to issue federally mandated REAL ID credentials, which allow some members of the public to use a driver’s license as federal identification."

Lloyd Brown, Commissioner of Buildings, is responsible for all construction trade inspectors,municipal maintenance and supervision of all construction, zoning interpretation and determination,pre-planning and review of all subdivisions and proposed construction and improvements and general input for all other municipal departments and construction-related inquiries.

I would like to thank Nancy Danello our ZBA and Permit Clerk. Nancy accepted the position of Assistant Town Clerk in January of this year. Nancy will shine in this new position, be assured of that. Casey Thayer was hired to fill that vacant position. Casey has shown that she has what it takes to run all aspects of the Building and ZBA Clerk duties.

Building Permits
This year the Building Department issued a total of 1670 building permits and the revenues collected totaled $699,133.00

Certificates of Inspection
Inspection and certification of specified use groups shall be inspected annually in accordance with Table 110 of the Massachusetts State Building Code. This year the staff issued 137 certificates of inspection and the fees collected for the certifications amounted to $25,880.00. Certificates are issued for all public and private schools, churches, day care centers, nursing homes, funeral homes, bleachers, restaurants, alcoholic beverage establishments, multifamily dwellings (3or more units), movie theaters and other places of assembly. The Fire Department has assisted our department in assuring compliance with the Fire Prevention Code. The purpose of these inspections is to ensure the public safety and well being of the general public.

Certificates of Occupancy
The Building Inspection Department issues a certificate of occupancy in accordance with the Massachusetts State Building Code. All buildings/structures shall not be used or occupied in whole or part until a certificate of occupancy is issued. This department has issued a total of 86 certificates of occupancy and the total fees collected amounted to $5,850.00

Electrical Permits
The total number of electrical permits issued was 1276, the total fees collected and deposited amounted to $124,635.00.

Plumbing Permits
The total number of plumbing permits issued was 661, the total fees collected and deposited amounted to $65,986.00.

Gas Permits
The total number of gas permits issued was 830 and the total fees collected and deposited amounted to $47,171.00

Vacant Property Registration
The State of Massachusetts has created the Abandoned Housing Initiative, this program has helped by using measures to appoint receivers to repair and then auction the vacant properties. The Town of Franklin still requires the registration of vacant properties. The total number of permits issued was 38 and the total fees collected and deposited amounted to $1520.00

Division of Weights and Standards
The Commonwealth of Massachusetts Office of Consumer Affairs and Business Regulations, Division of Standards provides this service on behalf of the Town of Franklin. The Department of Weights and Measures is responsible for providing the services of testing, adjusting, sealing and handling all complaints regarding commercial weighing and measuring devices within the Town of Franklin. The department investigates consumer complaints regarding unit pricing laws; spot-checking prepackaged items for compliance with all weights and measures laws. Inspections were conducted by the State and the total fees collected and deposited amounted to $9,433.00
