The Lancet: "immune evasion, a virological game changer"

"Populations have so far been relatively complacent, but their doubts and distrust are visible in protest movements in several countries. The impact of general confinement on entire economies has been devastating, with worse still to come in levels of unemployment and national debt. Social and health (including mental health) consequences are also colossal, in particular for the younger generations, despite them being at low risk in terms of morbidity and mortality from SARS-CoV-2 infection.

To best ensure the success of mass vaccination—whatever its hoped-for impact on transmission—and to slow the emergence of new variants, while avoiding general confinement, governments need to integrate and apply available measures in a way that is much more targeted to different generational groups. Different age groups are not affected similarly by the virus; from March to June, 2020, 96% of additional deaths related to COVID-19 in Europe occurred in patients aged older than 70 years.

Crucially, the new approach should be based on a social contract that is clear and transparent, rooted in available data, and applied with precision to its range of generational targets. Under this social contract, younger generations could accept the constraint of prevention measures (e.g., masks, physical distancing) on the condition that the older and more vulnerable groups adopt not only these measures, but also more specific steps (eg, voluntary self-isolation according to vulnerability criteria) to reduce their risk of infection. Measures to encourage adherence of vulnerable groups to specific measures must be promoted consistently and enforced fairly. Implementation of such an approach must be done sensitively and in conjunction with the deployment of vaccination across the various population targets, including all generations of society."

Reopening Process
NEW UPDATES ON FEBRUARY 25, 2021: 

Thursday at 1:00 PM, Governor Baker, Lt. Governor Polito, and Secretary Kennealy made several announcements pertaining to the state's reopening process and sector-specific guidance. These include:

Phase 3, Step 2: 

Effective March 1st, the Commonwealth will move forward into Phase 3, Step 2. This will reopen:
  • Indoor performance venues such as concert halls, theaters, and other indoor performance spaces
  • Open at 50% capacity with 500 person max
  • Indoor recreational activities with greater potential for contact: laser tag, roller skating, trampolines, obstacle courses
  • Open at 50% capacity

Updated Capacity Limits: 
Effective March 1st the following industries will increase to 50% capacity. Employees will be exempt from capacity restrictions in all of these industries:
  • Arcades & Other Indoor and Outdoor Recreation Businesses
  • Close Contact Personal Services
  • Driving and Flight Schools
  • Fitness Centers and Health Clubs
  • Golf Facilities (indoor)
  • Libraries
  • Operators of Lodging (common spaces)
  • Museums, Cultural & Historic Facilities, Guided Tours
  • Office Spaces
  • Places of Worship
  • Sectors not Otherwise Addressed
  • Theaters and Performance Venues
  • Relevant EEA Industries – Youth sports spectators etc.

The following industries remain unaffected by capacity limits:
  •  Drive-in movie theaters
  •  Construction
  •  Laboratories
  •  Manufacturing

Additional Guidance Changes:

Effective March 1st, Restaurants will no longer be subject to a % seated capacity limit and their capacity is limited only by the requirement of 6 feet between tables
  •  Musical performances allowed in restaurants (with appropriate distancing)
  •  90-minute time limit on tables stays in place
  •  Limit of no more than 6 per table stays in place
  •  Food courts remain closed

Effective March 1st, Fitting rooms may open in all retail businesses

Gatherings Limit: 
Effective March 22nd, subject to public health data, the gatherings limit will increase for event venues and public settings, but will stay the same in private settings:
  • Event Venues and Public Settings:
  • 100 indoor
  • 150 outdoor
  • Private Settings (such as private residences):
  • 10 indoors
  • 25 outdoors

Phase 4, Step 1: 

Effective March 22nd, subject to public health data, the Commonwealth will move into Phase 4, Step 1:
  • Indoor and outdoor stadiums, arenas, and ballparks will reopen with a 12% capacity limit
  •  A large venue is defined as having a capacity of 5,000 or more
  •  Venues with capacity under 5,000 are subject to the Indoor and Outdoor Performance Venue guidance
  • Large venues will be required to submit a safety plan to the Department of Public Health
  • Overnight Camps will be allowed to open for Summer 2021
  • Exhibition and Convention Halls may reopen, subject to gathering limits and event rules
  • Dance floors may open at weddings and events only

All other Phase 4 industries will not be able to open until a future reopening step. Those include:
  • Road races, street festivals, and parades, and fairs
  • Amusement parks, theme parks, outdoor water parks
  • Indoor water parks and indoor/outdoor ball pits
  • Saunas, hot-tubs, steam rooms at fitness centers, health clubs, and other facilities
  • Beer gardens/ breweries/ wineries/ distilleries
  • Bars, dance clubs, and nightclubs—venues offering entertainment, beverages, or dancing and not providing seated food service

CommonWealth Magazine: "Distancing debate key to school reopenings"

 

"WITH TUESDAY’S ANNOUNCEMENT by state officials that they want to see all elementary grade students back in classrooms five days a week by April, now comes the hard part of the details of how to do it.

Looming large in the challenge of getting students back into classrooms is a term that’s become part of the daily lexicon of pandemic policy debates: social distancing. Call it the elephant in the classroom.

Most public health recommendations have urged people to maintain at least six feet of separation from those not in their household. The federal Centers for Disease Control says six feet should also apply in school settings. But the state Department of Elementary and Secondary Education, in guidelines for the school year released last June, said three feet is adequate.

The state guidelines encourage districts to “aim for six feet of distance between individuals where feasible,” but say maintaining a distance of three feet, in combination with other mitigation efforts, “is informed by evidence and balances the lower risk of COVID-19 transmission and the overarching benefits of in-person school.” The state guidelines note that this approach aligns with recommendations of the World Health Organization, which says one meter (three feet, three inches) of social distancing is adequate to reduce risk of transmitting coronavirus. "

Note: Actually while the social distancing is a key component of the debate, the other more important point is ignored by this article: prioritizing teachers for vaccines. Get them vaccinated, and the discussion will change significantly. There should still be some choice for individual families within districts to choose to be remote.

CDC: "Essential Elements of Safe K-12 School In-person Instruction"

From the Executive Summary of the CDC guidance on reopening schools released recently: (RED text for my emphasis)

"As communities plan safe delivery of in-person instruction in K-12 schools, it is essential to decide when and under what conditions to help protect students, teachers, and staff and slow the spread of SARS-CoV-2, the virus that causes COVID-19. It is critical for schools to open as safely and as soon as possible, and remain open, to achieve the benefits of in-person learning and key support services. To enable schools to open safely and remain open, it is important to adopt and consistently implement actions to slow the spread of SARS-CoV-2 both in schools and in the community. This means that all community members, students, families, teachers, and school staff should take actions to protect themselves and others where they live, work, learn, and play. In short, success in preventing the introduction and subsequent transmission of SARS-CoV-2 in schools is connected to and facilitated by preventing transmission in the broader community."


There is no easy short list, the essential elements to reopen safely are complex. Take time to read through them to understand them.

Franklin Public Schools, MA: Return to School Plan Update and Survey Request

Dear Franklin Families,

I am writing today to share some information with you about where the District stands with respect to more in-person learning for students.

We are so proud of all that our educators have accomplished to teach our students whether in person, in a remote setting, or in the hybrid model.Each day, they are making meaningful connections with students, supporting social-emotional learning, and academic growth. All of us, however, are looking forward to a time when we can all be in person in our schools.

The Franklin Public Schools is in the process of developing a return to school plan for full and in-person instruction. It is premature to discuss a timeline, as we are just in the beginning phases of the pool testing pilot; however, we are exploring options that return students to school this spring.

As previously communicated, being full and in person is not feasible at 6 feet of social distancing. In order to bring more students into the school setting, we will need to explore utilizing social distancing with students at less than 6 feet of distance. While specific distances have not yet been determined and will depend on various factors, including student density, building and classroom availability, and specific program and school activities, distances of 3-6 feet have been supported by scientific data and are being applied at schools both locally and internationally in combination with other mitigation measures, including surveillance testing, masking, and hand hygiene. 
 
We are optimistic that the advent of pool testing, which we anticipate will begin in FPS after February vacation, along with the mitigation measures already in place will assist us in assuring that COVID-19 is contained within the school environment and will facilitate more students returning to school. Vaccination of staff will provide added reassurances. An initial overview is being shared with you and more specific information will be available soon.

The Franklin Public Schools is in the process of developing a return to school plan for full and in-person instruction. As with our initial reopening plan, we would seek to prioritize certain grade levels.

The district’s Reopening Monitoring Team, which includes administrators, faculty/staff, and parents, will involve not only monitoring of our current learning model but will also be contributing to planning for further school reopening. It is anticipated that discussions of further school reopening will also include a discussion about all appropriate mitigation measures.

DESE Updates Transportation Guidance

The Department of Elementary and Secondary Education (DESE) has just updated their transportation guidance, which can be found online here: https://t.co/9LeGeMqRGj
Quoting the key operational change (red text):
 
•    Distance
As of February 2021, physical distancing guidelines and resulting bus capacities have been updated per the below. Districts may adopt these updated standards only when the required mitigation measures outlined in the rest of this guidance document (wearing masks, opening windows, etc.) are followed.

In all cases, maximum distance between students should be maintained during boarding and transportation.

o    Elementary schools:
o    Capacity limitations and physical distancing requirements for students on buses are lifted.

o    Middle and high schools:
o    Capacity limitations and physical distancing requirements for students on buses are lifted, except for middle and high schools in districts with high community prevalence.
o    For middle and high schools in districts with high community prevalence, capacity limitations and physical distancing requirements on buses are amended to allow 2 students per bus bench.

"asymptomatic and infectious before developing their symptoms"

Via The Hill comes a CDC study showing focus should include asymptomatic individuals as they contribute to more than 50% of the cases.

Question  
What proportion of coronavirus disease 2019 (COVID-19) spread is associated with transmission of severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2) from persons with no symptoms? 
Findings  
In this decision analytical model assessing multiple scenarios for the infectious period and the proportion of transmission from individuals who never have COVID-19 symptoms, transmission from asymptomatic individuals was estimated to account for more than half of all transmission. 
Meaning  
The findings of this study suggest that the identification and isolation of persons with symptomatic COVID-19 alone will not control the ongoing spread of SARS-CoV-2.

Boston Globe: "Baker extending capacity restrictions on businesses for two weeks due to pandemic"

From the Boston Globe:
"Governor Charlie Baker said Thursday that the state is extending by two weeks the capacity restrictions on various industries to combat the spread of COVID-19, as Connecticut announced that two cases of the new, highly contagious coronavirus variant have been identified in that state.

Baker, speaking during a State House news conference, said the restrictions will now be extended until at least Jan. 24 as part of efforts to tap down the virus and help hospitals deal with growing concerns about patient capacity. Acute care beds in Massachusetts hospitals have gone from about 67 percent occupied before Thanksgiving to 83 percent occupied by Dec. 15.

For most businesses, he said, capacity limits will remain at 25 percent. Indoor and outdoor gathering limits will remain 25 people outside and 10 people inside, including for events. “And over the next two weeks we’ll continue to look at and evaluate the data to make further decisions,” he added."

  • First draft of school calendar for 2020-2021 shared
  • Superintendent's goals were approved. The sharing pre-meeting had caused some kerfuffle among community members who misinterpreted what they were lacking the full context. (A solution to this would be a 'cover note/memo' to better frame the doc when shared pre-meeting next time. Not sharing the doc before hand is not an acceptable solution. Although it is an 'easy way' out, it does nothing to build the trusting relationship with the community that is very much a work in progress)
  • Re-opening status - lengthy discussion with SchComm Q&A and only a few community comments this time around. Plan to bring K-1 back in person still being developed. Finally a question on ESP's use as subs and what happens to that learning time? (it doesn't always get made up - and this has been gong on for some time, well before the pandemic) Staffing in the pandemic continues to be working a tightrope. If the numbers change (in the wrong direction) expect more remote learning days.

  • Community relations, trying to get date for meeting; date being worked for legislative forum. Policy met on 12/17 with plans for moving; facilities update lengthy errors in presentation were after analysis and did not effect results. Population trends similar #schcom1222
