  • Homebound individuals were provided vaccine coordinating with Fire Dept. Additional to be done on hold due to J&J 'pause'. VA Clinic to be held at Senior Center on Apr 17 for veterans and family
  • Grant application submitted for some services to be delivered regionally
  • Home on Winter St now bank owned, home on Jordan Rd now being demolished by owner (which is also creating another problem)

Recap: School Committee approved FY 2022 budget, Parmenter shares highlights, District Improvement Plan status updates

Quick Recap:

  • School Committee approved their FY 2022 budget after receiving word on the amount the Town would fund (which was not discussed in the Joint Budget meeting on Monday)
  • Parmenter Elementary presented their highlights using staff, students and children integrated in the presentation
  • Re-opening fully in person underway, 700+ students remain remote in virtual academy, items being worked here and there; pool testing now Tue/Thu and will continue through end of school year
  • Updates to the District improvement plan #2 ad #3 provided including
    "Marking the moment" of a microaggression as a teachable moment, either on the spot or to return to and address

  • Did get a 2.2m or 3.4% increase from Town since last time so the previous view of the budget can be reduced to meet the town amount by $700k  #schcom0413 Based upon Gov Baker's numbers, not the House/Senate agreement to provide more than the Governor provided

  • #schcom0413  How can we prepay from this year? Favorable amounts in budget this year; subs in particular. There are fewer positions in the budget already
  • #schcom0413 the gap has been covered in part by COVID funds helping to offset some expense amount. Chair Bergen providing historical background on budget over the years. Two key reasons: 2.5% restriction placed 40+ years ago things cost more each year than that
  • #schcom0413 1) apples to oranges comparison to compare schools to police/fire. We can only spend what we collect. 2) Special ed is too much. We need to provide for them until they are 22. 3) we are competing for teachers and not overpaying.

School Committee meeting 2/23/2021 - recap - Kennedy School, vaccine status update, ventilation updates

  • #schcom0223 Superintendent's report - back from vacation, kudos for snow removal to DPW and Facilities appreciate the communication and work. Parent survey closed yesterday on the social distancing comfort and safety. Parents would still have option for kids remote this year
  • #schcom0223 FYI up to 100 via Zoom, emails coming in from parents for remote option as well as advocating to get in person. Franklin can chart its own path. Supt Ahern acknowledges on a personal note she is concerned for the students she has a senior at home, aware of the issues

  • Core values are not just a poster on the wall, they are used and lived daily #schcom0223 (down to 98 via Zoom now, was as high as 107) staff wellness is a concern, teachers do need to get vaccinated, it will remove a level of stress. Hybrid can be isolating as so much is reqd
  • #schcom0223 had to keep the award quiet until the announcement was official in Dec 2020
  • Testing scores and closing the achievement gap were key to winning the award. #schcom0223 (video clip playing but embedded in presentation too small to see) last slide
  • #schcom0223 partner program initially funded with an earmark from Sen President Spills and now funded within budget for Franklin students within the district and served at Parmenter and Kennedy. Does also save vs what it would cost for sending out of district.
 Vaccine and pandemic updates
  • Moving to vaccine and pandemic updates on multiple topics Town Administrator Jamie Hellen leads, followed by Cathy Liberty and Fire Chief McLaughlin on virus status. "We all want it, supply is the biggest problem" less than 6% of MA has received both doses #schcom0223
  • Currently approx 30K per day, so we are far away from making real headway. #schcom0223 decentralized approach is preferred by Jamie. Will need to take a more local distribution network, esp if there are multiple updates along the way
  • #schcom0223 Health Director Cathleen Liberty updates on the clinic for first responders held at FHS, did also assist Milford Reg Hosp with their prep. Folks at Magnolia Hgts almost fell thru cracks, spun to recover. Housing authority on deck
  • #schcom0223 DPH not accepting allocations requests as of March 1. Chief McLaughlin updates on the clinic held here. Able willing and ready to deliver locally. Have 30 vaccinators certified and ready to deliver, did 200/day at clinic; can do more but need the supply
  • #schcom0223 used the same gym footprint for election so folks would be familiar with it. We are frustrated too cause we could do more but we are not enabled to. It could change, if it does, we are ready.
  • #schcom0223 we fought hard to get the FHS gym set up, it was designed for such and as a disaster site. We got everything but the vaccines themselves. Our legislative team is also working on our behalf. We have lists via Senior Center, we have worked on transportation for them
  • #schcom0223 Q still working network to obtain vaccines but supply remains the issue. Q do we know how we are doing with Franklin specific population? Pieces of numbers but not a complete picture. Q what about where the teachers are? (The math says with 1 M before ...
  • ... teachers; with vaccine supply at 100k/week it will take time like 8-10 weeks, unless supplies increase). #schcom0223 so assuming supply does increase, it may still be Apr/May
  • #schcom0223 MA vaccination sites are getting the priority (Gillette, Fenway, et al), even those other communities getting the 100 allocation they are serving anyone not just their locals.
  • #schcom0223 where is the J&J vaccine in the pipeline? Hasn't been submitted for approval yet. It will help once approved. Senior Center is reaching out and helping particularly the over 75. Legislative oversight hearing on Thursday, more info likely at the Forum March 2
Ventilation updates
  • #schcom0223 Jamie and Mike D'angelo to talk about the ventilation and updates at the facilities. UVGI is not a standard but it is quite helpful. It is an anxious time, not just in the pandemic but due to the overall uncertainty.
  • Kickoff meeting in Apr 2020 for FHS system and just completed last week. Large store of disinfectant to clean our buildings daily #schcom0223
  • UVGI is not new, used in the 40' to fight tuberculosis. #schcom0223 see the slide for the K factor
  • #schcom0223 delayed by capturing photos of the slides on the ventilation and filter work either completed or underway. Will share the folder collection of the photos as Twitter limits only a couple per tweet.

Town Council - recap of Feb 17, 2021 Meeting

Quick Recap:
  • Special alcohol license approved for Dacey's Market. Not part of the Town pool of such licenses.
  • Community Preservation Committee appointments approved. 30 candidates for the four at large residents spots. Thanks to all for stepping up. A good team to go forward
  • Complete Streets approach presented to Council, will return for a formal approval as a 'policy' not a bylaw. Will also provide some bonus points for applications to State for grants for work on roads, sidewalks and the like
  • Annual review of Town Administrator presented and report approved by 8-1 vote (Bissanti no). Will come to Council again for formal approval and there will also be a 'goals setting session' and discussion on how to better improve the overall review process
  • Fire Dept found a good deal on two pumper trucks saving a bunch of money, purchase authorized. They will arrive later this year, replace two front line units, which will then move to reserve and the two current reserve units (2000 and 2007 vintage) will be marked surplus and sold.
  • Storm water bylaw articles I, II, and III returned for their second reading. Elongated and misplaced discussion again ensued as folks were getting wrapped around these are setting up for the possible utility fee coming up later this year. They were all passed by 8-1 vote (Bissanti no on all)
  • Sad to hear that 38 Franklinites have lost their lives during this COVID-19 pandemic. 85% of them were over 75 years old

Public Hearing - Dacey's Market
  • Moving to public hearing on MADD Deli/ Dacey's Market 
  • Special home rule legislation passed by state house. This is unique to the site, can't be moved or reused without special legislation, Bissanti recuses
  • #tc0217 "feels good to be help a neighborhood business" hearing closes via roll call 8-0-1 (8 yes, 1 recused). License transaction, motion to approve. Passes via roll call same vote as above 8-0-1
Community Preservation Committee appointments

  • Nice diverse group, have work to do! 4 chosen deliberate to have Community knowledge ... All have shown support/interest
  • FYI approx 26 via Zoom, another 7 on live stream, and some unknown # via Comcast/Verizon #tc0217 all also committed to approach it is this an open mind, management of open space, willing to build a program from scratch for the community and preservation/development efforts

  • These appointments would come back in June for the annual renewal on the 1 or 2 year appointment to enable the staggering terms per the bylaw #tc0217 something for everyone, many new folks just starting to get involved, affordable housing a trend item
  • #tc0217 why only released on Tuesday? Just timing with holiday and 30 folks to contact. Many thanks for the number of volunteers to come forward. CPC in Hyde Park has a project on the Dedham line, good story, like to see something like that hear.
  • #tc0217 there will be nine individual votes, one per nominee, all will be via roll call (assuming the votes are the same, I'll be concise) if there is a difference it will be noted; first 9-0 for Livingstone, second 9-0 Malcolm, third 9-0 Feeley, fourth 9-0 Halligan …
  • #tc0217 fifth 9-0 Simarian, sixth 9-0 Giardino, seventh 9-0 Oxford, eighth 9-0 McNeill, ninth 9-0 Doyle.

Complete Streets presentation

  • #tc0217  doesn't have to be everything done on the right side of the slide, major piece is the approach of transportation as a whole not just cars first
  • #tc0217 signage and markings are an easy less expensive approach to integrate. State grant applications can be helped with this designation, also a housing Community. An opportunity loss rather than a money loss. Was part of Master Plan (but not prioritized)
  • Part of overall planning for downtown development, ease of access, sidewalks, etc. #tc0217 
  • Sidewalk on Beaver St from RT 140 to the parks already funded, had this been available it could have applied. Washington St survey of the sidewalk planning is being done
  • #tc0217 battle with impervious coverage and we are talking about adding sidewalks. It is connectivity where there are none, not like taking or reducing them in the cul-de-sac. 
  • Where are the gaps? Input from Planning dept, and Police where accidents occur.
  • General consensus thumbs up to develop a policy to bring back to Council in April for one vote (not a bylaw) #tc0217

  • There will be a goal session in future to include the evaluation process adjustments. Looking for TC to accept report as presented.
  • #tc0217 "it is easy to be critical of everybody but yourself" he works hard, settling into role, good for the community. Need to figure out a better eval process for future.
  • #tc0217 Mercer has worked closely with Jamie over the past 2 years, talking regularly, his admin team has worked well together, look at how much we have done during this challenge! The evaluation is not the TA, it is the entire staff, it is true, you are going to find this …

  • Using $300k from funds set aside, and financing $800k. Motion and second; Chief McLaughlin speaking for, good timing for purchase. Order price for 2019 but completing now, good opportunity
  • Engine 4 since 2000 has served us well, has been in reserve. Local vendor. Corroded frame rail to replace $105k for engine 3 from 2007. Could save $ now, avoid maintenance in next several years. #tc0217 Engine 1 would go into reserve at King St Station. Stars aligned
  • #tc0217 could save some free cash for a few years instead of putting aside the fire truck fund. A choice, let's continue to put it aside per Kelly. "It is a great deal" these are stock trucks, all the hose and stuff from the existing trucks will go to these.
  • Came up during a regular discussion with vendors and found these as an opportunity via one of the vendors. Cab space, length of the truck, all considerations for us and our environment, given space on the streets how used etc. 30' long #tc0217 disposition of surplus …
  • State process defined for surplus, funds do come back to general funds. #tc0217 motion and second, vote passes 9-0 via roll call. Chief thanks council for support on behalf of the department.

  • Kelly advocates for stop sign at Main St, Eamons St. Missing one there is a problem

  • #tc0217 grants applied for Museum, COVID update, cases down, status yellow again, capacity increases for business, 38 have died in Franklin from COVID-19. 85% of the deaths were over 75. 65+ can start on 2/18 for appts for vaccine. Teachers next after 65+
  • Our local clinic is not likely to be active as we are so close to Gillette. #tc0217 
  • Pre-budget what have we given for raises town and school
  • Reminder Senior Center coffee hour via Microsoft Teams in the morning (2/18).
  • How is the snow budget doing? About $900K to date, about $200K per storm so we'll be over after this weekend. Not just snow, the salting events. #tc0217 Chair Mercer apologizes for late hour, motion to adjourn, passes 9-0

This shares my conversation with Town Council Chair Tom Mercer. This is one of a series of conversations meant to provide a recap of the prior Council meeting. Akin to one of the many sports post-game analysis broadcasts we are familiar with in New England,  this would be a discussion focused on the Franklin Town Council meeting: ok, what just happened? What does it mean for Franklin residents and taxpayers?
