"Jim Dacey served as the elected Town Treasurer-Collector for 18 years, as well as a member of the Finance Committee for 10 years.
Upon his retirement, Deputy Town Administrator Jamie Hellen sat down with Jim to discuss some old memories, how he became Treasurer-Collector and some of his fondest accomplishments over the past three decades being involved in town finance.
Jamie and Jim also sat down with his successor, Kerri Bertone, about how she got involved in public service and come of the challenges moving forward.

"An hour before his official retirement began Tuesday afternoon, long-time treasurer-collector, Jim Dacey, reflected on his 18-year career in municipal government.
He spent his day doing the usual work, but with cohorts of citizens and co-workers alike coming to wish him a happy retirement, it was hard for Dacey to see things being business as usual.
Dacey’s successor and previous assistant treasurer-collector, Kerri Bertone, has officially started in the position full-time."
"With a large turnout expected, the town election is set for Tuesday, Nov. 7. Franklin High School. Polls for all precincts at Franklin High School are open from 6 a.m. to 8 p.m.
There are nine seats open on the Town council with 12 candidates. For the School Committee, there are seven open seats with eight candidates. In the race for the Board of Health, two candidates are running for one slot.
The race for a seat on the Board of Assessors is uncontested, as well as three available seats on the Planning Board."

"The Greater Franklin Community can contribute to the recovery of areas affected by hurricane flooding now and at the church booth of Franklin’s Harvest Festival on Oct. 14. A donation box is located at the Franklin United Methodist Church, 82 W. Central St.
Relief supplies will be sent to affected areas through the international aid group the United Methodist Committee on Relief.
The church will be collecting items for cleaning buckets and health kits until Oct. 14 each Sunday from 8:45 a.m. until noon. The office is open Tuesday, Wednesday and Thursday mornings as well. "Treasurer-Collector, Jim Dacey is retiring in November after 18 years on the job. Franklin resident and current assistant treasurer-collector, Kerri Bertone is due to take his place.
Bertone has lived in Franklin for 30 years, and has had a long career in private-sector finance. She was officially hired at the Town Council meeting earlier this week.
Describe your career background.
“I started as an administrative assistant with EMC corporation. Then I went to Putnam Investments when it was here in Franklin. ... I was with them for 21 years. They had a lot of work-life balance shifts, so I was able to work in the evening when my children were small."

The Ginley Funeral Home in Franklin published an obituary for the two siblings Thursday, three days after they died in what authorities Tuesday called a tragic accident at their Chestnut Street home.
According to the funeral home, Lexi and Sean’s funeral service will be held at 10 a.m. Monday, Jan. 20 at St. Mary’s Church, 1 Church Square. The brother and sister will be laid to rest at Union Street Cemetery, 150 West Central St.
James Dacey Jr., a longtime resident, will continue to serve as treasurer/collector after the Town Council ratified his appointment Wednesday.
Dacey is the first treasurer/collector to be named by the council since voters last year approved changes to the charter, making the job an appointed position. Dacey was one of the major proponents of the change.
Three men, including one from Franklin, were arraigned Monday on charges that they collected a combined total of more than $106,000 in unemployment benefits while continuing to work, according to Attorney General Martha Coakley’s office.

Shall the city known as the Town of Franklin approve the charter amendment proposed by the Franklin Town Council in Resolution 13-30 summarized below?
The proposed amendment eliminates the provision for election of the Town Treasurer-Collector and adds a provision for appointment of the Town Treasurer-Collector by the Town Administrator, with input from a selection committee and ratification by the Town Council; the amendment takes effect if and when approved by the voters, except that the incumbent Treasurer-Collector shall serve the remainder of his current term.
"Would you be in favor of further amending the Franklin Home Rule Charter to provide for the election of a mayor to govern the city known as the town of Franklin?"
Friends and ColleaguesTomorrow is election day, and I respectfully ask you to VOTE YES on Question 1 to make the Treasurer/Collector position in Franklin an appointed position, not an elected position as it currently stands.Moving the position to an appointed position does not indicate a loss of faith or trust in the voters. The move recognizes that Franklin has grown to a $100 million+ business, with complex debt management and cash flows, and that an election does not necessarily allow one to properly vet candidates for such a critical position. The process for hiring our next Treasurer/Collector should include interviews, references, requirements for certifications, prior experience, assessment of ability to work with other Franklin departments, at a minimum. Indeed, the likes of General Motors or IBM or Pepsi do not choose their CFO based on a poll of their staff because although their staff may be well-informed and well-intentioned, the dynamics of an election do not automatically mean that a rigorous full review of the candidates takes place.Please note that our current Treasurer/Collector, Jim Dacey, has lobbied for a change to an Appointed position for years. He has done a phenomenal job for the Town and is the one most qualified to comment on the rigors of the position. Please read his editorial below for his reasoning, and note that last week Milford approved by Town Meeting this same change.Please support the Treasurer/Collector position as Appointed for the long-term financial health and stability of Franklin.Thank you.

On Tuesday, Nov. 5, voters in Franklin will have an opportunity to change the Treasurer-Collector position from elected to appointed. The Town of Franklin can join surrounding towns who appoint their Treasurers and Collectors with Milford and Plainville being the lone exceptions; Milford is looking to make their positions appointed.This is the binding question on the ballot next Tuesday. The second or non-binding question is whether Franklin should consider a mayoral form of government. Technically we already do. In any case, it would take years to bring about the change if the decision were to go forward.
