Franklin Public Schools: Welcome back - Update

A message from FRANKLIN PUBLIC SCHOOL DISTRICT 
Hello, 
I hope that you have had a restful and enjoyable February vacation week.  Although the snowy weather persisted, at least we did not have to worry about missing any more school days! 
Throughout the week, the DPW and facilities departments have been working hard to keep our roads and schools clear and well-treated.  I spent the week conducting building inspections at all of our schools with the town Building Inspector and the Fire Safety Officer, which we do annually at this time of year.  Additionally, the Building Commissioner and the Town Facilities Director have been assessing all of our school roofs and conducted snow removal at several of our schools last week, which they had actually begun the previous week when students were in school.  They have assured us that all of our schools are safe. 
With this most recent snow/rain event yesterday, the DPW has been plowing, treating and scraping town roads and school lots and entrances.  Early tomorrow morning they will check all schools for slippery spots which may occur as a result of temperatures falling below freezing tonight. 
We anticipate opening school as scheduled tomorrow, so please plan accordingly.  Should anything change, I will send out a message by 5:30 AM.
Because of the continued snowfall, the snowbanks have not gotten any smaller and it has been difficult to clear all sidewalks.  Emergency busing will continue to be available to students who typically walk to school for the week. I would ask that parents please communicate with your child's school if he/she will be using emergency busing and provide written permission. 
 
I urge both adult and student drivers to continue to exercise extreme caution due to the high snow banks and slippery conditions. And as always, please be mindful of pedestrians and other drivers. 
With March just around the corner, hopefully we will turn the corner for this unprecedented winter!

Franklin Public Schools: Update


A message from FRANKLIN PUBLIC SCHOOL DISTRICT
Hello 
Well I have become another victim of this horrible winter. I took a serious fall yesterday and will be having surgery on Monday to repair my ankle. I anticipate being out for about two weeks. I will be in contact with our Building and District Administrators. 
Assistant Superintendent Sally Winslow will be leading the district while I am recovering. She is a talented and skilled educator who can effectively lead the district. 
We are all wondering about the latest storm and with respect to weather all we can be assured of is that we do not know a lot. 
Sally will be watching  the news, getting updates from our weather service and collaborating with our Public Safety officials. They will make the best decision for the safety of all our students and faculty. 
We hope to be able to schedule school even if it warrants a delay. But all will depend on road conditions. Our Town team is capable and professional in all of their decision making.

Franklin Public Schools: Schools Open Thursday


A message from FRANKLIN PUBLIC SCHOOL DISTRICT

Hello 
Classes will resume on Thursday as scheduled. 
Emergency transportation will be available for students that typically walk to school (not students who are typically driven to school). As sidewalks are not plowed this service will be in place for the remainder of the week. 
School parking lots and walkways are plowed however, due to cold temperatures the surface is slippery so please take appropriate precautions. 
For FHS students who drive to school please make sure to allow for extra time as roads are narrow and speed should be reduced. There are massive snow piles at intersections so when making a turn use caution and reduce speed. Parking at FHS will be limited as the snow piles have reduced the parking spaces in all schools. Carpooling is recommended. 
We will ask the police department have an extra presence at FHS/HMMS/Oak tomorrow to help manage the traffic. 
Thank you to the staff and administration of DPW, Police, Fire and Facilities- these individuals worked 24/7 to maintain the roads and make sure the community was safe. Often their dedication and commitment goes unnoticed but their efforts are appreciated. 
For your information:
With these two snow days the last day of school is now June 23 (ASMS June 24) - this leaves 5 days for additional snow closures before looking at reducing vacation periods. 
With additional snow predicted for Friday and next Monday please pay close attention to weather forecasts.

Franklin Public Schools: Update

Good Morning, 
I hope you are all weathering the storm. As DPW is using resources and efforts to keep our roads open so we  affirm the decision to close school on Wednesday. 
School parking lots and walkways will be plowed on Wednesday. Also Facilities will assess the roof tops on each school. Although the snow is not heavy there is a lot of it. We are taking every safety precaution.  
We anticipate school will reopen on Thursday morning as planned. 
Please be aware that sidewalks will not be plowed until the end of the week. We will implement emergency transportation for those student who do not take a bus or who are  normally driven to school. 
Students who walk to school daily will be picked up at regular bus stops. Bus routes are posted on the web site in Transportation folder. Scroll to Departments, scroll down to Transportation and click on bus routes. 
No school activities or community programs until Thursday. 
Municipal Building Closed until Thursday. 
All school offices closed.

Attention: Trash and Recycling pick up for Tuesday and Wednesday canceled

Due to the winter storm curbside trash and recycling will not be picked up Tuesday or Wednesday 1/27 and 1/28. 
Instead, both trash and recycling will be picked up next week on the regular day. 
If your pickup is Tuesday or Wednesday you can get a free orange overflow trash bag, please visit the DPW office at 257 Fisher Street to pick it up. 
Crush recycling and cut down boxes to fit what you can in the recycling cart for pickup next week. 
No other delays are planned for Thursday and Friday of this week.

Based on current weather conditions and the concern for student safety school will open 90 minutes later on Thursday. 
FYI Bus drivers are prepared to pick up student walkers. Also any parent/guardian may choose to not send child(children)- please call  the school and let personnel know. 
Absence will be excused. 
All morning preschool programs  are canceled.

Hello and Happy 2015 
We have had a few inquiries about canceling school tomorrow so I wanted to offer an update.  We anticipate school being open at the regular time. 
We have consulted with facilities personnel and our transportation provider and we do not anticipate any concerns with the heat in schools or our busses. However, if we experience an HVAC problem or our busses are running late it may necessitate a delay.  
I will be in communication with our transportation vendor at 5:00 a.m. If the busses will be running late due to the cold we will delay school- we want to avoid having any child standing at a bus stop awaiting a bus that may not arrive in a timely manner. 
In the interest of safety we have directed principals to open school doors early. We do not want any students waiting outside of a school in these temperatures. 
Also our bus drivers have been directed to pick up any students who may be walking. If the parent of a walker cannot drive a child to school please feel free to use the bus that runs near your home. If the situation changes we will communicate and respond as quickly as possible.

Franklin Public Schools: Inclement Weather Update

The Franklin Public Schools have issued this seasonal reminder on how they handle inclement weather. The notification also went out to parents via the ConnectEd service and is posted to the Schools webpage.

WHO IS WATCHING THE WEATHER?

The Superintendent, school administrators and public safety personnel, carefully monitor the weather conditions during the snow season. Our intention is to open schools, however the timing of snow is unpredictable and weather is changeable.

WHERE DO THEY GET THEIR INFORMATION?

School-district staff monitor state and local weather forecasts. The Town Department of Public Works (DPW) and Police Department officials test the road conditions and report that information to facilities staff. We must give careful consideration to the most dangerous bus routes in the district. So, even if it looks clear on your street, dangerous conditions may exist in other parts of our town or on highways. We are also using AccuWeather, a service tailored to give us real-time data on conditions in Franklin.

WHAT FACTORS ARE CONSIDERED WHEN MAKING THE DECISION TO CLOSE SCHOOL?

The safety of all district children is our primary concern in making our decision. In deciding whether children will be safe, we look at the following factors:

  • Information on road conditions from the town’s superintendent of roads and from the police
  • Time snow starts to accumulate, and the amount of snow expected
  • Weather predictions as to what is expected later in the day
  • Building conditions (e.g. whether we have power and heat)
  • Parking lot conditions
  • Temperature and wind-chill
  • The Department of Public Works prediction as to when roads, walkways and parking lots will be cleared

Parents retain the right to not send a child to school if they feel road conditions are not safe.

WHO MAKES THE DECISION?

The Superintendent of Schools, in consultation with DPW, the Highway Department, police and the Director of Facilities will make the decision.

WHEN IS THE DECISION MADE?

The Superintendent must make the decision at the earliest possible time so that radio and TV stations can be notified. Many times the most important information is given at the 5:30 A.M. newscasts, since conditions could have changed overnight. The Superintendent will start the notification process of parents and staff as soon as possible with a target time of 5:30 A.M.

HOW IS THE PUBLIC NOTIFIED?

We use Blackboard Connect as our inclement weather notification system. Parents and school district staff will receive messages via phones and/or email about the status of school opening/closing during inclement weather situations. Phone calls will be made beginning at 5:30 A.M. If you do not wish to receive a phone call early in the morning, please contact your child’s school to remove your number from our Blackboard Connect system. Tune to the following stations for up-to-date information on school closings. Do not call the school unless it is an emergency.

  • Television: Channels 25(Fox), 4 (WBZ), 5 (WCVB), 7(WHDH) and 10 (WJAR NBC)-RI
  • Radio Stations: WBZ (1030 AM), WMRC (1490 AM)
  • Blackboard Connect: Please keep your contact information current at your child’s school


WHAT IS THE PARENTS’ RESPONSIBILITY?

The safety of your child is first and foremost! The Franklin Public Schools cover a large amount of geography with terrain variations. Conditions can change suddenly. On days when the weather is questionable but the schools are open, please feel free to exercise your parental discretion to keep your child home.

Teachers will be flexible in accepting late work under such conditions. Parents of young drivers please reinforce inclement weather driving skills with your child:

  • Leave earlier
  • Reduce speed
  • Leave extra car lengths
  • Do not worry about being late

Parents of drivers can choose to drive their child or they may take a school bus. (Bus routes are on the district web site under “I Want” “Transportation Info”)

Also, please be advised that emails to our office are public records. We want feedback, but in a respectful manner. We realize that our decisions will disappoint some of our community members and please understand that our concern is safety.

WHAT ABOUT THE CONDITION OF THE SIDEWALKS?

During and after any snowstorm, clearing the roads and parking lots are the town’s first priority. Second in priority is the clearing of the sidewalks. Ideally, both roads and sidewalks will be sufficiently clear of snow before we will open. However, please be aware that schools may be open before sidewalks are clear. There may, however, be some days when sidewalks will have snow cover that students will have to walk through on their way to school. Sidewalk maintenance is the responsibility of the DPW and due to the large number of sidewalks; it may take up to a week to clear them. Parents must exercise their discretion on how students will arrive/depart from school.

THE CANCELATION DILEMMA

The decision to hold or cancel school on a day of inclement weather is always a difficult one. When we cancel school on a winter snow day, it means our students rejoice but parents may have childcare issues and ultimately, we have to add another day of school onto our June calendar. If we hold school on a difficult weather day, that may cause some students to miss school or to slip on snow and ice and get hurt on their way
to or from school.

Weather prediction is an uncertain science when you live in New England. However, getting snow in winter is almost guaranteed. Since we will let the safety of our children guide our decision-making with regard to snow days, we ask all parents to make emergency alternative childcare arrangements should the day come when the children have no school or school is delayed.

MAKE-UP DAYS


As per school attendance regulations, students must attend school for a minimum of 180 days and the school year must end by June 30th. If snow days exceed these days, we will adjust the school calendar to use school vacation time to make up days.

POWER OUTAGES DUE TO INCLEMENT WEATHER

Snowstorms, Nor’easters and Hurricanes may negatively impact the ability of utility companies to restore power in a timely manner. If all schools have power, we endeavor to open school. However, other factors also influence the decision. Debris (trees, downed lines and safe routes to school) are impacted by road conditions.

Also, a number of homes without power may influence the decision to open or close schools. As with all our decision making, school officials consult with Public Safety leaders to make the best decision within the framework of the information available.

Franklin Schools: Weather Update

We have been following weather forecasts and here is the latest report for your review.  Based on current predictions we will be having school. DPW will be treating roads so that should mitigate some of the icy conditions.  We advise parents of HS students who drive to consider dropping students off at school. Please be mindful that roads/ parking lots will be slick.

School Opening Delayed 2 hours

Good Morning- 
Due to  icy roads and the anticipation of more precipitation until 7 a.m. school opening is delayed by 2 hours. 
Morning preschool programs are canceled. 
Emergency busing is in place for students who are walkers and for HS drivers - students may access a bus without a bus pass and bus drivers will pick up any student seen walking to school. For a list a bus stops please access district web site. 
School administration and clerical staff have a 1 hour delay. 
Central Office administration and clerical staff have a 1 hour delay.

Franklin Schools: Weather Update and Friday Status

Good Evening 
It is my hope that you all managed in this the terrible weather.  School department our offices were open  so I did experience the impact of  the snow/ice/sleet on our roads. I am thankful for my Jeep !!

We anticipate that all schools will be open in the morning. As the forecast continues to be unpredictable we are hopeful that by morning there will be significant improvement in the conditions. DPW has been plowing and treating roads and will continue  to treat roads/parking lots through tomorrow morning. In the event that snow/ice accumulations are more than anticipated we may need to delay the start of school, however this is not our goal.  An additional concern is the possibility of a power outage. Any loss of power in a school may  impact our ability to open a specific school. 
Due to the volume of snow, DPW will not be able to plow sidewalks by the start of the school day.  As a safety measure we will implement emergency transportation for our students who walk to school and for HS drivers whose parents feel  road conditions are not appropriate for new drivers. Buses have been directed to pick up any student walking. Buses will also pick up students at bus stops  and students will be able to access a bus without a bus pass. For a list of bus stops please refer to the district web site and look for the drop down menu for transportation. As always if a parent feels the weather conditions are not safe for a child to attend school please feel free to exercise your right to keep your child home without impunity.

As this is our fourth ( hopefully final) snow day, our last day of school is now a half- day on June 20. For those traveling during the winter vacation, safe travels and hopefully you are going to a far warmer place. To all of our families and faculty- enjoy the vacation.

Franklin Schools: Weather Update - decision Thursday morning

Dear Parent/Guardians /Faculty/Students:

Current weather forecasts suggest that Franklin will experience another winter storm beginning on Thursday, February 13th during the morning hours and may continue until Friday, February 14th. We have been monitoring the changing forecast and all we can be sure of is there will be snow, ice, rain and wind. We are also concerned about the potential loss of power. Due to a variety of safety factors we do not plan to bring students in and then dismiss early. AS a community with a number of working parents and the changeable conditions across the state we feel this option is not advisable for students, staff or parents. Additionally, keeping school parking lots clear of cars and traffic will facilitate a more efficient cleanup for DPW.

Based on the current forecast we will make our decision by 5:30 a.m. on Thursday. We will monitor the weather reports, confer with public safety officials and make the best decision with the available information. We will initiate our Connect Ed message at 5:30 a.m. and post messages on all major television stations. We will also post a message on our website. If school is not canceled, parents as always maintain the right to keep children home. If you make this decision please contact the school and let them know.

As we look to Friday, February 14th the timing of the storm may impact our opening. If we need to implement a delayed opening we will use Connect Ed messaging and place the message on all major television networks.

Several parents have inquired as to the last day of school and as of today it is June 19 (this reflects 3 snow days. As per MA General Law we are required to complete 180 school days and the school year must end on June 30. We have seven days left to use for inclement weather.

Our goal is always to open school but our priority is safety for all students and staff.

Franklin Public Schools: "decision will be made in the morning"

Hello

We have had several in inquiries from students and parents as to the decision  to open school tomorrow. The impact of weather on this region is changing. At this time we are not in a position to have accurate information and much will depend on overnight temperatures and when the precipitation begins. The decision will be made in the morning after consultation with public safety officials.

Winter storm warning

National Grid crews are prepared for a winter storm bearing down on the Northeast region tonight and Wednesday, with the most severe weather predicted to occur Wednesday morning. Forecasts are calling for high winds, heavy, wet snowfall and possible ice accumulations along the New England coast that could damage trees and result in power outages. Flooding along coastal areas is also a concern and can cause interruptions in natural gas service.

While we have additional crews and equipment resources to restore outages as swiftly as possible, we still advise customers to be prepared for service interruptions. It's a good idea to have a number of working flashlights, at least one battery-operated radio and an extra supply of batteries in your home. A radio is a good way to stay in touch, as National Grid provides news media with timely information regarding service restoration efforts.

If you experience a power outage, you can report it in the Outage Central section of our website or by calling 1-800-465-1212. For more information on how you can stay safe, please visit our Storm Safety and Hypothermia pages.

How you can stay informed before, during and after the storm

In addition to radio reports, National Grid has a number of ways for you to stay connected and informed about service issues and interruptions during storms. You can receive text message alerts and updates by texting the word STORM to NGRID (64743) or follow the storm on your mobile devices by downloading the National Grid mobile app from GooglePlay or iTunes stores. And we also provide storm and restoration updates through Facebook and Twitter.

Tips to weather the storm

  • National Grid customers who experience outages should call National Grid's outage line at 1-800-465-1212 immediately to expedite restoration.
  • People who depend on electric-powered life support equipment, such as a respirator, should let National Grid know. To register as a life support customer, call the company's Customer Service Center at 1-800-322-3223.
  • Never touch downed power lines, and always assume that any fallen lines are live electric wires. If you see one, report it immediately to National Grid or your local emergency response organization.
  • Power problems can sometimes interrupt public water supply systems or disable well pumps, so it's an especially good idea to keep a supply of bottled drinking water handy, as well as some canned food.
  • If you lose power, turn off any appliances that were on when the power went off, but leave one light on so you will know when power is restored.
  • If you use a generator to supply power during an outage, be sure to operate it outdoors. Before operating generators, disconnect from National Grid's system by shutting off the main breaker located in the electric service panel. Failure to do this could jeopardize the safety of line crews and the public.
  • NEVER burn wood or coal in an indoor area without proper venting. Portable gas and charcoal grills intended for outside use should never be used indoors, or even inside an open garage.
  • NEVER use your gas range to heat your apartment or house. Your range's oven and top burners are designed to cook your food, NOT to heat your home. Prolonged use can reduce oxygen levels in the home and contribute to unusually excessive levels of carbon monoxide.

Winter Storm Warning

National Grid is preparing for yet another winter storm that is expected to bring freezing temperatures to our regions. Our crews and personnel are ready to respond should there be any outages. If you experience a power outage, you can report it by visiting our website or by calling 1-800-465-1212.

While storm preparations are important, so too is the safety of our customers and employees. We would like to advise customers to be prepared as high winds, heavy snow and ice can pose a serious safety risk. With driving conditions expected to be potentially treacherous, we also urge particular caution when driving around crew work locations, especially where visibility might be limited by blowing snow.

To ensure your safety, please make note of the following tips:

  • Never touch downed power lines, and always assume that any fallen lines are live electric wires. If you see one, report it immediately to National Grid or your local emergency response organization.
  • People who depend on electric-powered life support equipment, such as a respirator, should let National Grid know. To register as a life support customer, call the company's Customer Service Center at 1-800-322-3223.

  • Check on elderly family members, neighbors and others who may need assistance during an outage period.

We expect the extreme cold to linger over the next several days and want our customers to be aware of the dangers of cold stress or hypothermia. Cold stress, or hypothermia, occurs when exposure to extreme cold temperatures causes the body's temperature to fall below 95 degrees. Seek medical attention if you are experiencing any of the following symptoms:

  • Skin that is cool to the touch
  • Violent shivering
  • Difficulty in speaking or moving
  • Slowed breathing
  • Drowsiness
  • Sudden change in appearance or behavior
    • Puffy or swollen face
  • Trembling in arm, leg or one side of body
  • Cold and stiff muscles
  • Difficulty with coordination and balance

The following tips help to minimize potential cold stress:

  • Dress properly
    • Layer loose-fitting clothing
    • Wear mittens instead of gloves
    • Wear a hat and a scarf
    • Avoid alcohol — it can increase your body's heat loss
    • Remember that certain drugs can increase risk by affecting the body's ability to regulate its temperature
