12 Days of Donating: Day 6

On Day 6 of the "12 Days of Donating", let's continue to look back through the events of the year and see how much we can be thankful for in Franklin.

In June, the Town Council approved the budget for FY 2013, the Downtown Partnership held their Annual Strawberry Stroll, and MassDOT held a public hearing on the Downtown Project among many events during the month.

The Franklin Community Garden operating in its second year was the setting for a good bit of sharing on healthy alternatives to the use of pesticides. If you have not been to the Community Garden at the King St Memorial Field, please make a date to do so sometime. It is a great example of the collaboration among organizations within Franklin. The benefits are enormous. Every time I go there, I come away with another good story to share. While good food is grown in the raised garden beds, the conversations among the gardeners, and with those who pass by, is building the kind of community where we can all be proud to say we live here!

For those shopping at Stop & Shop, using the points for gas purchases meant going to the Shell Station on RT 140. There are plans in the process of gaining approval for a Stop & Shop gas station to be located at the empty lot on the corner of Grove St and RT 140. The Planning Board will continue their hearing on Dec 17th with Zoning Board and Conservation Commission approval required as well before they can begin.

Stop & Shop has proposed a gas station with five fueling islands that can service 10 vehicles at a time. Near the pumping stations, the company has said it wants to build an attendant’s kiosk with an attached restroom. Underneath the facility will be two gasoline tanks (diesel won’t be available): one holding 30,000 gallons of fuel the other 8,000 gallons. 
The gas station would be located about a quarter mile from the Stop & Shop supermarket at 40 Franklin Village Drive. 
Should the Planning Board — which met on Monday to discuss the proposal during a public hearing — approve the design plan and issue the company a special permit, Stop & Shop has indicated that it would look to begin construction sometime in the spring.

"having money left over is always a good thing"

In the Franklin budget process, the Finance Committee gets the preview of the budget before it goes to the Town Council. In their meeting Tuesday, they were shown the plan to cover the capital budget in two phases for this time around. The first phase is underway and is scheduled for Council vote in Jan 2014. The second phase is scheduled to complete in Apr/May 2014. The Milford Daily News reports on the meeting in part by writing:
The Finance Committee reviewed most of the plan, including spending requests from the fire, police, technology, library and school departments — during its meeting Tuesday night. 
The committee will examine the remaining requests, from the Department of Public Works and water and sewer departments, at its Jan. 8 meeting, before spending the rest of that month reviewing the plan in its entirety and then making a recommendation to Town Council. 
Calling his strategy fiscally conservative, Nutting wants to prepare the town for strains on the budget resulting from a potentially harsh, snowy winter and a possible decline in local aid prompted by shortfalls in state revenue.

Mid-Year Budget Cuts
Because tax receipts for FY 2013 have been lower than expected, the Governor today announced a series of mid-year spending cuts--along with plans to use money from existing reserves. Our new factsheet, Mid-Year Budget Cuts for FY 2013, describes these proposals and the broader fiscal context.

Among the cuts announced today are the following:

  • Lower reimbursements for districts with high-needs special education students (via $11.5 milllion in cuts to the SPED Circuit Breaker)

  • $7.4 million in cuts to mental health programs, including some services for children and some for adults

  • A 1% cut to Local Aid, which funds municipal services including police and fire protection, parks, and public works. (This cut would have to be approved by the legislature.)

  • $200 million drawn from the state stabilization fund (the "rainy day" fund)

There are two basic reasons that Massachusetts continues to find itself in a fiscal crisis. First, because of the lingering effects of the Great Recession. And second, because of tax cuts and other declines in tax receipts over the last fifteen years that cost the state over $3 billion in annual revenue.

12 Days of Donating: Day 5

On Day 5 of the "12 Days of Donating", let's continue to look back through the events of the year and see how much we can be thankful for in Franklin.

In May, there was a whole lot going on. candidate campaigns for Rep Jim Vallee's seat started, the Master Plan Committee held its first public forum, and the annual Memorial Day activities took place among the many events for the month. 

The one event, i'd like to focus on here is the combined Library Book Sale and DPW "Touch a Truck". This is a good example of Franklin seamlessly providing a quality event and yet it is a combined Town and non-profit sponsored event. The DPW provides the facility and the vehicles are arranged for easy access around the garage and parking areas. The food is donated by local businesses. The Library Book Sale is coordinated by the Friends of Franklin Library and is an all volunteer non-profit effort. The turnout is great, the smiles and bags of books are plentiful. The Library (and hence the Franklin residents) benefit from the funds raised. There is also a separate collection for the Franklin Food Pantry (which we appreciate!).

One could walk away from the event and think this is a wonderful thing that the town does. And they would be right. It is a result of the wonderful collaboration that can be very effective among the various Franklin organizations.

DelCarte Property (video)


While on my run Sunday morning, I stopped for a couple of minutes to take some pictures and this video. It is not always good to stop while running but I use the excuse that I am making my run twice as good by reporting along the way. The DelCarte Property is wonderful open space and when the dams are fixed, the trails upgraded, this will be a treasure for all of Franklin to enjoy!

Youth Employment In Massachusetts and Nationwide

Youth Employment - In Massachusetts and the U.S.
Here in Massachusetts, close to 1 in 7 young people is unemployed. Nationwide, 6.5 million "disconnected youth" are out of school and also out of work.


A new report from the Annie E. Casey Foundation, "Youth and Work: Restoring teen and young adult connections to opportunity," describes the many challenges today's youth face as they look to enter the job market. A separate issue brief from MassBudget, "Youth and Work in Massachusetts," provides more focused information about youth employment in Massachusetts.

At the state level, we find that:

  • The unemployment rate among young adults (16-24) has more than doubled since 2000.

  • High School dropout rates have been improving, but significant disparities remain for low-income students, students with disabilities, and students with limited English proficiency.

  • Funding for higher education--which helps provide a path towards good jobs--has declined 30% since 2001.

The national KIDS COUNT report also tracks the growing population of "disconnected youth"--meaning young adults aged 16 to 24 who are out of work and also out of school. Since 2000, the number of disconnected youth has increased by over 30% nationwide; and in Massachusetts, the numbers have grown from 92,000 to 134,000. As the report details, "youth who miss out on an early work experience are more likely to endure later unemployment and less likely to achieve higher levels of career attainment."

Sexual assault investigated at Dean College in Franklin

Local authorities are working with Dean College police to investigate a sexual assault on campus that reportedly occurred late Saturday night. The suspect is not affiliated with the school and was staying on campus as a guest, according to Gregory Chalk, a spokesman for Dean College. "Student safety is a top priority for Dean College," Chalk wrote in a statement Monday. "As of right now, we believe this to be an isolated incident with no immediate threat to our Dean community."

12 Days of Donating: Day 4

On Day 4 of the "12 Days of Donating", let's continue to look back through the events of the year and see how much we can be thankful for in Franklin.

In April, there was a whole lot going on. Construction on the Big Y, Earth Day,and candidates began lining up to  fulfill Rep Jim Vallee's seat. You can find all that happened during the month in the archives here. The major news item I'll take away from the events during April will be the annual Franklin budget discussion.

The process starts in the fall with each department putting together their capital requirements.  As they do this, the department also starts working on their operational budget. The department managers work with Jeff Nutting, Town Administrator, and Susan Gagner, Comptroller, to put together the overall budget. The budget document then is reviewed in a series of budget hearings with the Finance Committee followed by usually a two night budget hearing with the Town Council.

I find it disturbing that other than the department managers and a few key Franklin officials, generally the Franklin residents and voters do not participate in these budget hearings. This is where the priorities are set. This is how the decisions are made on what Franklin will do with the money it does have.

So what does the budget process have to do with "12 Days of Donating"? The money and food collected during this period help the Franklin Food Pantry serve our neighbors. When Franklin comes together and takes action, we can accomplish a great deal. This is one example of what makes Franklin a place that matters! When we give of ourselves, with whatever contribution we can make, to the 12 Days of Donating, we will be helping our neighbors.

The snow has already melted, but it will return!

"Parents Night Out" - Dec 7


Girl Scout troop 80637, comprised of High School aged girls, is pleased to announce “Parents Night Out”; an opportunity for parents to leave their children with the Girl Scouts on Friday, December 7 2012 from 6pm to 10pm at the Franklin VFW on Pond Street. The children will be entertained with holiday themed activities such as crafts, games and snacks. Many of the troop members are certified babysitters and CPR/first aid trained adult supervision will also be present. Boys and girls who are potty trained through elementary age are welcome. The cost per child is $20. Space is limited. To pre-register, email the ages and names of children, along with the parent contact information to troop80637@gmail.com.

Girl Scout troop 80637 is raising funds to cover expenses incurred for troop activities and for costs associated with girls who are earning their Gold Award. The Girl Scout Gold Award is the highest award Girl Scout Seniors (grades 9-10) and Ambassadors (grades 11-12) can earn. The award is designed to be completed by an individual girl who completes two Senior or Ambassador journeys or completes one Senior or Ambassador journey and has earned a Girl Scout Silver Award. Once the prerequisites are completed, the Girl Scout will plan and perform an individual take action project relating to an issue that she cares about. The completion of the project will make a lasting difference in the local community, region, or beyond.

Reminder: Franklin High School Winter Concert - Silent Auction


The Franklin High School Winter Concert will be held at 7:00 PM on Tuesday, December 4th at the Thomas D. Mercer auditorium at Horace Mann Middle School, 214 Oak Street. This highly anticipated event promises to be a warm and festive evening for music students, their families and the community. Concertgoers will enjoy performances by the Franklin High School Orchestra, Concert Band and Wind Ensemble under the direction of Leighanne Rudsit, as well as the Chorus, Select Chorus and A Cappella groups directed by Michael Sansoni. A selection of classic and contemporary pieces will be performed, and the 2012 music scholarship winners will be recognized.

The Franklin Music Boosters, Inc. will once again be hosting a silent auction and reception at the concert. Franklin Music Boosters, Inc. is a parent organization which supports the entire Franklin Public School Music Program grades 6-12. Last year many generous area businesses as well as music students, their families and faculty members donated items and refreshments for the auction which was highly successful, raising over $2,500. Through fundraising efforts such as this throughout the year, the Music Boosters sponsor concerts and special events; finance the purchase of musical equipment and uniforms; fund private lessons and scholarships, and provide transportation for performance trips, competitions and outings for music students.

Silent auction bidding will begin at 6:30 when doors open, and resume at intermission when complimentary refreshments will also be served. Donations of auction items and refreshments for this year’s event are still being accepted.
