Register O'Donnell noted that the program will include a brief presentation, reference materials and hands-on exercises. There will also be an opportunity to ask the staff follow-up questions. Computer assisted land records are available both at the Registry's physical location and online at www.norfolkdeeds.org.

"These services have proven to be invaluable tools for our customers. Please know that the seminar is free to the public. Attendance is based on a first come, first serve basis so it is best to sign-up early for these events because they fill up quickly," noted Register of Deeds Bill O'Donnell.

With September comes the end of Summer, the first day of school and the SVdP Friends of the Poor Walk. The Walk, 1 ½ or 3 miles, is our only fund raiser. SVdP members offer help to all Franklin residents in their time of need. Your support enables us to provide this assistance. Last year we were able to help 186 families.

Registration will begin between 8:30 AM and 11:00 AM in the St. Mary’s Center parking lot on Pleasant Street and then the walk will begin there at 9:00 AM rain or shine. What is the Mobtown Massacre?

"In his book Mobtown Massacre: Alexander Hanson and the Baltimore Newspaper War of 1812, author and State Representative Josh Cutler shares the story of how one Massachusetts town came to be named for a fiery Federalist newspaper editor from Maryland whose anti-war writings provoked a bloodthirsty mob, a midnight jailbreak and a brutal massacre that stunned the nation in 1812. This fateful but little-known episode in American history helped shape the course of a war and the nation's promise of a free press. And it all started with a headline.
When was the talk?
On Sunday, September 15, 2019 Rep. Cutler joined Rep. Jeffrey Roy (D-Franklin) at the Franklin Historical Museum to talk about the book and this fascinating period in American history.

"I am honored to bring Rep. Cutler to Franklin to shine light on a little-known episode in American history that helped shape the course of war and the free press," noted Rep. Roy. "His book is a gripping story of the press under attack, a fiery young editor who put his principles above popularity, and a challenge to populist thought that brings history to life. The book also foreshadows the toxic political arena in America today, but stands as a shining example of political courage."

Revised School Budget for FY 2020

Re: Revised FY 20 Budget
Date: September 20, 2019

As you are aware, the final FY20 budget approved by the State in late July was more favorable to Franklin than the initial budget figures from which we built a FY 20 budget. As often happens, additional allocations are made across Town departments and we anticipate an opportunity to receive an additional appropriation in October. This would add to the additional appropriation that was granted in August, in the sum of $102,500, to provide for two Kindergarten ESPs and the elimination of the parking fee.

The School Committee’s Budget Subcommittee met on September 16, 2019 and discussed revisions to FY 20. I recommend that additional appropriations, which may be received, be applied towards:
  • Consultants to support an analysis of Davis Thayer Elementary School in the fields of demography/enrollment projections and adequacy of the facility.
  • Restoration of supplies and services -- namely, classroom supplies and professional development -- which was reduced during the FY 20 budget development process.

At this time, I do not advocate for the restoration of positions. As the school year has started, it would be difficult to hire and bring back positions at this time. Furthermore, the favorable funding is a result of additional Charter tuition reimbursement which is scheduled to decrease in subsequent years (60% in FY 21 and 40% in FY 22). With this scheduled decline, I do not suggest restorations in the form of positions because of the instability this provides for those staff members. 

Analysis of Davis Thayer will assist the Committee in long-term planning.
Supporting classroom materials and professional development provides necessary resources to students in the classroom and the teachers who teach them.

I look forward to further discussion at the School Committee meeting on September 24, 2019. This will proceed to the Finance Committee and then Town Council in October.

Last Call to Celebrate Registry of Deeds Building Rededication and Publication of History Booklet

Register of Deeds William P. O'Donnell today reminded members of the public to mark their calendar for the date of Wednesday, October 2, 2019. On that date, the Norfolk County Registry of Deeds will celebrate a rededication of its historic 116 year old building located at 649 High Street, Dedham, MA. The event, which will be held from 4:30 PM to 6:30 PM, will be free of charge and include light refreshments.

In addition to the building rededication, the event will celebrate the publication of the second edition of the Registry's Notable Land Records of famous and influential people who have lived in Norfolk County. "The booklet," noted O'Donnell, "will honor an individual from each of the 28 communities comprising Norfolk County. These individuals include one of the greatest American composers of modern time, another was a six-time Olympic gold medalist and another was the chief-of-staff to a United States President." "Furthermore," stated O'Donnell, "there will be an exhibit of these 28 land records and more throughout the Registry's renovated Great Hall."


Expanding on the significance of the rededication event, Register O'Donnell noted, "The Norfolk County Registry of Deeds building, built in 1903, recently underwent extensive renovations and repairs. The improvements included repairs to the granite outside edifice, a new roof, a new boiler, repaired ceilings and moldings, new wiring, more research space as well as interior painting. This building serves as a critical hub to the Norfolk County real estate market serving as a central location for the housing and recording of over 8 million land documents. The recent renovations will allow Registry of Deeds staff to better serve the public and act on its core mission of recording and maintaining Norfolk County land documents in a secure, accurate and accessible manner."

The open house rededication event, which again is scheduled for October 2nd, 4:30PM to 6:30PM, will be held at the Norfolk County Registry of Deeds building located at 649 High Street, Dedham, MA. Franklin resident Lisa Maxwell Rounds -- a teacher, drama club advisor and seamstress -- knows that better than most people. For the past 19 years she has helped drape visitors to King Richard’s Faire, Massachusetts’ annual Renaissance fair held in Carver, in that magic and has seen it at work.

She owns Seams Like A Dream, a shop that serves as King Richard’s costuming shop, and operates it with the help of her 24-year-old daughter, Emily.

“Once you put on a costume, you become someone else,” she observes. “I’ve found this with a lot of people. They sort of become a character. They come out of their shell.”

Franklin Downtown Partnership’s Largest Harvest Festival - October 5

More than 160 vendors, crafters, exhibitors and groups will participate in this celebration of the arrival of autumn! The festival will take place on Main Street, Dean Avenue, West Central Street, Depot Street, and the large parking area be- hind Rockland Bank. Dean Bank will be selling cider doughnuts and warm cider, with proceeds supporting Partnership events, in front of the bank. 

“The Harvest Festival is our opportunity to invite people to gather in downtown and have fun experiencing the local businesses throughout our community that are unique to this area,” said Scott Martin, president of the Franklin Downtown Partnership and event chairperson. “The mix of activities and entertainment we have for this year’s festival will make this community event special for all ages, while showcasing the wonderful shopping and dining opportunities in downtown.” 

There will be an abundance of entertainment at the Harvest Festival. Dean Bank will host Dancing on Dean, featuring the bands Ben Gardner’s Boat and The Noyz. Other entertainment includes fashion shows by Dynasty Models and Talent, performances by Feet in Motion Dance Studio at 1:30 PM and 2:30 PM, and live broadcasting by MyFM 101.3. 

During the Harvest Festival, the Franklin Historical Museum will be open and serving seasonal favorites. The Franklin Art Association will host “Autumn Splendor,” a fine art painting and photography exhibit in the Rockland Trust building next to the bank. Attendees may vote for a “People’s Choice” award. 

The Children’s Area, located in the parking lot behind Rockland Trust, will feature a petting zoo and Ruby’s Ice Cream Truck. Additionally, the Franklin Fire Department will host its always-popular Touch-a-Truck event, and Bobo the Clown will be creating balloon animals.
During the Harvest Festival, Main Street, and portions of Dean and Depot Streets, will be closed to vehicular traffic. 

“We fully expect this year’s event to be our largest-ever Harvest Festival. This year, we have more vendors, a wider variety of foods and an Oktoberfest celebration,” said Franklin Downtown Partnership Executive Director Lisa Piana. “As always, we have lots of live entertainment lined for this fun, family event. We thank our local sponsors who make this event possible!”

THE BLACK BOX Local Artists Series: Radio Daze featuring Paul Souza - Sep 27

THE BLACK BOX Local Artists Series will present Radio Daze featuring Paul Souza on Friday, September 27 at 8:00 PM.

Radio Daze has been playing together for about 12 years. They started out as "Naked Wednesday," then changed their name to "10k shimmer," before finally settling on "Radio Daze." The band includes Joe Rivet on guitar and lead vocals, Matt Tighe on bass and vocals, and Zac Casher on drums and vocals. Together they are able to weave tight grooves while incorporating hip changes and melodic lines. They have played in hundreds of clubs, bars, and venues in the northeast and across the country.

THE BLACK BOX Local Artists Series brings some of the area’s most beloved musicians to the stage at the region’s premier music venue.
