FM #455 Town Council Mtg - 02/03/21 - P2 of 3 (audio)

FM #455 = This is the Franklin Matters radio show, number 455 in the series.

This session shares the Franklin, MA Town Council meeting held on Wednesday, Feb 3, 2021.

The meeting was conducted in a hybrid format: most members of the Town Council, selected guests, and Town Administration personnel were in the Council Chambers, one member of the Council was remote along with the public via Zoom conference bridge, all to adhere to the ‘social distancing’ requirements of this pandemic period.

I’ve split the full two hour forty five minutes meeting into three logical segments segments:

First - covers the opening through Finance and borrowing update (53 minutes)
Second - covers the stormwater utility fee (1 hour and 12 minutes)

FM #453 Town Council 'Quarterbacking' - 02/03/21 (audio)

"recommendation that the DT facility be closed for FY22"

"After completing a comprehensive closing study for the Davis Thayer School, the Ad Hoc Facilities Analysis subcommittee has voted to present this final report to the Franklin School Committee with our recommendation that the DT facility be closed for FY22.

Additionally, we also recommend that the Franklin School Committee establish a standing subcommittee focused on creating a Master Facilities Plan to address other facility needs in the district."

This year, we're welcoming walkers, runners and bicyclists from near and far to join us in our social distancing 3K. “There will be disagreements there, but I liked the new theme”

"GOV. CHARLIE BAKER sent the Legislature’s twice-passed climate change bill back on Sunday with new, compromise language that strikes a more conciliatory tone and dials back some of his earlier objections.

When the Legislature first passed the bill in early January at the end of the last legislative session, the governor could only approve or reject it. He rejected it, raising concerns about its costly emissions target for 2030, its separate emission targets for six industry subsectors, its offshore wind procurements, its support for community energy codes that could deter the production of affordable housing, and the narrowness of its environmental justice provisions.

Lawmakers, irked by the administration’s attitude, responded by passing the same bill again and sending it back to Baker. But administration officials and legislative leaders over the last three weeks also began talking, trying to sort out their differences. “We did try to find areas of common ground,” said Kathleen Theoharides, the governor’s secretary of energy and environmental affairs."

FlyPacks! It’s a TeeVee Station-in-a-Box

"What’s a flypack? It’s a highly portable, multi-camera video production system.

The design goal: As small, light, power stingy, yet capable and flexible as possible. There are ready-to-air video production systems available, but they are very limited in form and function. We wanted a true control room housed in a single go–case. That meant the custom connection of several components into a custom casing. The video switcher, video recorder, audio mixer, computers, and supporting devices are all permanently connected to each other via a wiring harness.

The flypack can be deployed on a compact 2x4 foot table – or in the back of an SUV. It requires only 160 watts (a cigarette lighter) and weighs only 40 pounds. Packed up, it’s a box – 18x16x12 inches as a custom case, cut and assembled from Coroplast. It easily flops open in under a minute, and can accept 4 cameras, the 2 computers for graphics and Zoom sources, and up to 6 microphones. The only connections are the cameras, microphones and ethernet. There are also optional video Program and Zoom-screen feeds to external displays for hosts and guests on camera. Program audio is also available for a P.A. system. As a remote production system, our flypack is totally ‘out there’. The typical setup time in a meeting room is 30 to 45 minutes. Laying out the longer cable runs required at a playing field takes a bit more time.

When a thing works well, do it again. So we did. We assembled two more flypacks.

Battle tested through a season of successful sports events, we’ve made some minor improvements. We are now assembling two more systems to address the rising need to cover more simultaneous events on the road – as we work to build back better."
