Framers Market closes out season with a BIG Thank You!

"Our 2021 Franklin Farmers Market Season officially came to a close this past Friday & we want to give a BIG thank you to all of the amazing vendors we were lucky enough to have!

You all are incredibly amazing & hard-working individuals and we hope to welcome all of you back next year for an even bigger and better Farmers Market season!

Thank you also to the customers and community who came out every week to support the awesome vendors. The vendors wouldn't keep coming back if it wasn't for you.

Franklin Art Association: Dianne Panarelli Miller to present at meeting Nov 3

The Franklin Art Association will hold its third in-person meeting of the fall season at 6:30 pm on Wednesday, November 3.  Our special guest demonstrator will be Dianne Panarelli Miller, a world renowned artist painting in Canada, Bermuda, and Europe. She is an award winning Boston-based "Plein Air Painter" of color and light and is a signature member of the New England Plein Air Painters, as well as a "Copley Master,” a honor conferred by the Copley Society, America’s oldest nonprofit art association, on artists who have achieved distinction for the outstanding quality of their work.  

Panarelli’s approach combines the classic atelier training of the "Boston School" with a mastery of technique of her own personal style expressed through the harmony of color and design.  Her work encompasses landscapes, cityscapes, portraits and still lifes.

Miller has been painting, full-time, year-round, for 40 years, is represented by several galleries throughout New England, and is passing on her tutelage to others with a robust teaching schedule that spans from the Cape to the South Shore. She also organizes art trips to Europe and in 2018 traveled on her own to a starkly different landscape: Wyoming. “That was one of the best things I have ever done in my life. I drove cross-country and spent a month out there painting; I did 54 paintings in a month,” she recalls. “It was a true adventure.”  

Franklin Art Association meetings are held at the Franklin Senior Center (10 Daniel McCahill Street, Franklin), and are free and open to the public.  

In accordance with public health guidelines attendees will be expected to wear facemasks.  Meetings are also live-streamed via Zoom for those unable to join us in person.

MA Open Meeting Law: items of interest on public participation and SEPAC meetings

What about public comment, public participation, and public hearings?

"The Open Meeting Law does not require that public bodies allow public comment or public participation during meetings -- to the contrary, the Open Meeting Law specifies that nobody shall address the public body without permission of the chair. However, the Attorney General encourages public bodies to allow public comment and/or public participation when feasible.    
Because the Open Meeting Law does not require that public bodies allow for public comment or public participation during meetings at all, the manner that public bodies may choose to accept comment or questions is outside the scope of the Open Meeting Law.  
Public hearings, on the other hand, are governed by separate laws that impose additional requirements, and may require opportunity for public comment or testimony.  Those requirements are outside the scope of the Open Meeting Law and therefore do not fall within the Division of Open Government’s jurisdiction.  Public bodies and members of the public should consult with legal counsel for guidance on the requirements for public hearings. "

Are Special Education Parent Advisory Council (“SEPAC”) groups public bodies subject to the Open Meeting Law?
"While a SEPAC itself is generally not a public body subject to the Open Meeting
Law, the leadership group may be a public body subject to the Open Meeting
Law. Massachusetts law requires that membership in a school’s SEPAC be
offered to all parents of children with disabilities and other interested parties. See
G.L. c. 71B, § 3. In many cases, the SEPAC establishes or elects a leadership or
governing committee. That group of elected or appointed officers will likely
constitute a public body under the Open Meeting Law, and it is therefore
advisable that such groups comply with the Open Meeting Law’s requirements. 
Now that the issue has been formally presented to this office, and after review and analysis of the applicable statutes and regulations pertaining to the establishment of SEPACs as well as the structure and function of SEPACs, we conclude that the Brockton, Brookline, and Melrose SEPACs are not public bodies subject to the Open Meeting Law. We also conclude that whether a SEPAC’s leadership group is a public body depends on the structure and role of that group.  We find that the officers of the Melrose and Brockton SEPACs do not constitute public bodies;
and that the Board of the Brookline SEPAC is a public body for limited purposes."

"Our eyes locked in disbelief and shock; our fellow World of Difference members shook their heads along with us in disgust as Mr. Hanna gestured to our advisors for their thoughts as he finished his overview about what had occurred. Our advisor, Mrs. Calcagno, then explained that “having conversations about bias is most important”. So let’s talk about it. 

As students of the Franklin High School community walked around the perimeter of their school, the last thing that they had expected to see was the homophobic message scrawled across the back door. Not only was this message unexpected, but something that these teenagers should never have had to see. They were then faced with the choice of whether or not they should report this discriminatory behavior. The students decided to step forward and report their findings to the administration, who we picture responding with long faces and disappointed shakes of their heads. "

Library Hours

The Franklin Public Library will be closed Thursday, November 11 for Veterans Day. The Library will be closing at 2:00 p.m. on Wednesday, November 24, and closed on Thursday, November 25 for Thanksgiving. The Library will be open 9:00 a.m. to 5:00 p.m. on the day after Thanksgiving. The Library's regular hours are Monday through Thursday, 9:00 a.m. to 8:00 p.m., and Friday and Saturday, 9:00 a.m. to 5:00 p.m., and Sunday 1:30-5:00 p.m.

From November 1-15, booklovers can join over a hundred thousand others around the world in borrowing and reading Natalie D. Richards's suspense thriller, Five Total Strangers, from their public library. Homework Help Program Starts Monday, November 1st

The Franklin Public Library will start its free Homework Help program for grades 1-8 Monday, November 1st. The program will take place Monday through Thursday, 3:00-5:00 p.m. Students will be assisted by either retired teachers or high school students. We are still looking for volunteers to help tutor! To sign up as a volunteer or to register for the program, please pick up a form at the Circulation Desk or call 508-520-4941.

Padula's Jazz Etc., Sunday, November 7, 3:00 p.m.

Franklin's own Padula's Jazz Etc. will perform at the Franklin Public Library on Sunday, November 7  at 3:00 p.m. Featuring Brenda Padula, Frank Padula, and their sons, the group plays a range of music including jazz, Motown, blues and pop. This performance is free and open to the public.

The Guardian: "Climate experts warn world leaders 1.5C is ‘real science’, not just talking point"

"The 1.5C temperature limit to be discussed by world leaders at critical meetings this weekend is a vital physical threshold for the planet’s climate, and not an arbitrary political construct that can be haggled over, leading climate scientists have warned.

World leaders are meeting in Rome and Glasgow over the next four days to thrash out a common approach aimed at holding global temperature rises to 1.5C above pre-industrial levels, the lower of two limits set out in the 2015 Paris climate agreement.

But some countries are unwilling to peg their emissions plans to the tougher goal, as it would require more urgent efforts. They prefer to consider long-term goals such as net zero by 2050.

Johan Rockström, the director of the Potsdam Institute for Climate Impact Research and one of the world’s foremost climate scientists, warned that the 1.5C target was not like other political negotiations, which can be haggled over or compromised on."

"Youngkin’s seeming confusion around controversial racial issues highlighted his conflicting roles. In Washington, while at Carlyle, he was the responsible corporate citizen practicing worthy philanthropy. In the Republican party, where that sort of non-partisan moderation is not only suspect but mocked as a source of evil, he has had to demonstrate that he is not tainted.

Soon enough, Youngkin waded into the murky waters of racial politics. He offered himself as the defender of schoolchildren from the menace of critical race theory, even though the abstruse legal doctrine is not taught in any Virginia public school. Yet he suggested that his opponent, former governor Terry McAuliffe, would impose its creed on innocent minds, depriving parents of control. “On day one, I will ban critical race theory in our schools,” Youngkin has pledged.

But his brandishing of critical race theory, nonexistent in the schools’ curriculum, has been apparently insufficiently frightening to finish the job. Perhaps not enough people know what the theory is at all. He needed one more push, searched for one more issue and produced one more ad."
