Drought Status Level 1 declared, water conservation measures to begin today

DPW Notice - Water Conservation Measures Go Into Effect Today, Thursday, May 12, 2022.

Following sporadic rainfall totals during the last several months, which has resulted in below average precipitation numbers in eastern Massachusetts, Energy and Environmental Affairs Secretary Bethany Card declared a Level 1-Mild Drought in the Southeast and Islands Regions of the Commonwealth.

The declaration of a Level 1 drought has triggered the Town to enact Water Conservation restrictions as required per our Water Management Act permit through MassDEP. Therefore, the following Water Conservation Measures are now in effect as of today, May 12th, 2022.

  • One day per week outdoor watering.
  • Outdoor watering using sprinklers or automated irrigation systems is restricted to the water user's trash day. If the user does not have Town trash service, the user should water on the same day as the nearest Town trash customer. 
  • Outdoor watering is prohibited between the hours of 9:00 a.m. and 5:00 p.m.
  • Hand watering is permitted anytime.

As a requirement of our Water Management Act Permit the Town is required to enact annual summer Water Conservation Measures. The conservation measures are needed to limit the daily demand on the water system in order to ensure water levels in the Charles River Water Shed basin remain at acceptable levels and that adequate water is available to meet the public health and safety needs of the Town. This measure is necessary to maintain the water levels in the tanks for fire protection and normal consumption. During the summer months, the Town experiences excessively high demands for water due to lawn watering. There have been 24-hour periods during which water consumption has been more than twice our average daily water usage for the year. Because of the tremendous increase in the demand for water and State restrictions on the amount of water that can be pumped daily, the Town of Franklin must place water conservation measures in effect for lawn watering during the summer months.

A total of 1-inch of water once per week from rain and watering promotes the healthiest lawns. Non-compliance with these regulations could adversely affect public health and safety. Violators are subject to fines up to $200. For additional information, visit the DPW website at www.franklinma.gov/public-works. Per the map included Franklin is part of the Southeast and Islands region.

The water conservation measure will begin with this announcement on Wednesday. At the Finance Committee Budget Hearing Wednesday, it was confirmed during the discussion that instead of making the conservation measure effective after Memorial Day, with the change to Level 1, they will start now. 

Additional info will be coming from the DPW as the announcement has triggered the implementation sooner than anticipated.

"The Town of Franklin was awarded a AAA (Triple-A) Bond Rating today for the first time in the Town's history. AAA is the highest possible rating by the major credit rating agencies and depicts financial management and creditworthiness is at the most exceptional levels."

FHS baseball along with girls and boys tennis teams post wins vs. Taunton on Wednesday

Via HockomockSports.com, we share the results of the FHS spring sports action on Wednesday:
 
Baseball = Taunton, 1 @ Franklin, 7 – Final 
– Franklin junior Eisig Chin blasted a three-run home run over the fence in right field in a five-run third inning as the Panthers avenged a loss to Taunton from earlier in the season. Sophomore Henry Digiorgio and junior Jase Lyons had back-to-back RBI singles to put the hosts ahead 4-1 and then Chin sent a 2-0 pitch deep to right to make it 7-1. Franklin took the lead on a sac fly from Evan Raider in the bottom of the first before Taunton leveled things on an RBI single from Shawn Cali in the top of the second. The Panthers went back ahead in the bottom of the second with a sac fly from Ben Jarosz. James Kuczmiec, who normally comes on in relief for the Panthers, had a terrific outing on the mound with just one run allowed on five hits and two walks, striking out a pair in a complete-game effort. Evan Cali tossed three scoreless innings in relief for the Tigers, allowing four hits with two strikeouts.

Softball = Franklin, 3 @ Taunton, 15 – Final (6 inn.) 
– Taunton led 4-3 heading to the bottom of the fifth and exploded for 11 runs over the next two innings to seal the win. The Tigers jumped out to a 3-0 lead in the first and made it 4-1 in the third, but the Panthers got a pair of runs in the fourth to get back within one. Taunton got four in the fifth and then seven more in the sixth to close it out. Ava Venturelli was 4-for-4 with a pair of homers and drove in five runs to the lead the Tigers. Brooke Aldrich was 3-for-5 with a homer and three RBI, Hayley Krockta added a solo homer, and Mia Fernandes was 2-for-3 with three RBI in the nine-hole. Cate Larson went the distance, allowing no earned runs, to pick up the win.

Boys tennis = Franklin, 5 @ Taunton, 0 – Final 
– With straight-set wins in all five matches, Franklin earned a sweep on the road over Taunton. Senior Vayshnav Malhotra earned a 6-1, 6-1 win at first singles, senior Sameen Shaik added a 6-1, 6-2 victory at second singles, and senior Drew Mahoney grabbed a 6-0, 6-0 win at third singles. Seniors Tim O’Keefe and Thomas Broyles teamed up for a 6-1, 6-1 first doubles win while sophomore Ahen Shetty joined senior Ryan Rourke for a 6-0, 6-1 win at second doubles.

Girls tennis = Taunton, 0 @ Franklin, 5 – Final 
– Franklin defended home court in impressive fashion, taking all five matches in straight sets to take down Taunton. Izzy Trull notched a 6-0, 6-3 win at first singles, Chloe Essum added a 6-2, 6-3 second doubles win, and Sarah Schiavo grabbed a 6-4, 6-2 win at third singles. The team of senior Vedika Vinayak and junior Allison Bagley captured a 7-5, 6-0 win at first doubles, and senior Amulya Jayam and sophomore Ava Davies prevailed from second doubles with a 6-1, 6-4 decision.

Town of Franklin DPW wins "Water Conservation Award" for 2021 from MA DEP and US EPA

"Yesterday, your Public Works Department received the esteemed 2021 "Water Conservation Award" form the Massachusetts Department of Environmental Protection (DEP) and the United States Environmental Protection Agency (EPA).

This award is given out for successes in un-accounted for water (Town is less then 6%), average daily use by capita (we are a 46 gallons per person) and over all environmental stewardship.
This is truly a community award!
Your Franklin Public Works does run the Water Department on a Daily biases, but with out the investments of the Council in the infrastructure and all your help in water conservation measures this award would not be possible. So we all need to pat ourselves on the back for a job well done!"

On the climate front: aviation industry fails to meet climate targets; "‘carbon bombs’ set to trigger catastrophic climate breakdown"

"The international aviation industry has failed to meet all but one of 50 of its own climate targets in the past two decades, environment campaigners say.

A report commissioned by the climate charity Possible assessed every target set by the industry since 2000 and found that nearly all had been missed, revised or quietly ignored. The charity says the findings undermine a UK government plan to leave airlines to reduce their emissions through self-regulation.

Leo Murray, Possible’s director of innovation, said: “This forensic investigation shows just how implausible and credulous the government’s jet-zero strategy is shaping up to be. How can we credibly expect this industry to overdeliver on emissions reduction when they’ve never met any of their previous climate targets?

“It’s clear that we need to demand reduction via a frequent flyer levy, which would discourage the frequent flying by a small group of people which makes up the bulk of emissions from planes.

"The world’s biggest fossil fuel firms are quietly planning scores of “carbon bomb” oil and gas projects that would drive the climate past internationally agreed temperature limits with catastrophic global impacts, a Guardian investigation shows.

The exclusive data shows these firms are in effect placing multibillion-dollar bets against humanity halting global heating. Their huge investments in new fossil fuel production could pay off only if countries fail to rapidly slash carbon emissions, which scientists say is vital.

The oil and gas industry is extremely volatile but extraordinarily profitable, particularly when prices are high, as they are at present. ExxonMobil, Shell, BP and Chevron have made almost $2tn in profits in the past three decades, while recent price rises led BP’s boss to describe the company as a “cash machine”.

The lure of colossal payouts in the years to come appears to be irresistible to the oil companies, despite the world’s climate scientists stating in February that further delay in cutting fossil fuel use would mean missing our last chance “to secure a liveable and sustainable future for all”. As the UN secretary general, António Guterres, warned world leaders in April: “Our addiction to fossil fuels is killing us.”
