MA State News Roundup: MLK monument; Wu leaves Twitter; cannabis pricing plummets

(1) Today "The Embrace" is scheduled to be unveiled on the Boston Common. Good timing for the Martin Luther King Jr holiday weekend. This will be a new excuse for a day trip into Boston on a good weather day.

(2) CommonWealth Magazine runs a headline "Citing increasingly toxic climate, Michelle Wu turns away from Twitter"

A sad state of affairs for anyone using social media tools these days. You can read the full article here -> https://commonwealthmagazine.org/politics/citing-increasingly-toxic-climate-michelle-wu-turns-away-from-twitter/

(3) Common Wealth Magazine also provides some insights into the cannabis market. Why does this matter to Franklin? Given the change in the host community agreements, the Town of Franklin is still schedule to get a percentage of the revenues from cannabis sales and we have both growth facilities as well as retails facilities. With the budget cycle starting, these changes will perhaps show up in a lesser amount anticipated on the revenue sheet.

"ON A RECENT DAY, a Brockton customer looking for some marijuana could have bought one-eighth of an ounce of LA Kush Cake flower for just $20 at Commonwealth Alternative Care. Nearby, Legal Greens was advertising one-eighth of an ounce of Jet Fuel flower for $25, according to the marijuana marketing website Leafly.

The prices are way down from the $50 or $60 that a decent strain of marijuana was going for just two years ago. That’s good news for consumers tired of paying some of the highest prices for marijuana in the nation, but it’s bad news for the state’s legal marijuana industry. Just four years after cannabis shops opened, the price decline is destabilizing the industry and threatening to force companies out of business. Policy makers are being urged to consider radical action, including placing a moratorium on the granting of new cultivation licenses."

Stewards of America’s First Public Lending Library Bring Era to an End

Historic Franklin Library Association Releases History Book, Organizes Seminar on the Role of the Library in American Democracy.

In 1858, a group of public-spirited citizens banded together as the Franklin Library Association (FLA) to ensure the care of the books originally received by the town as a gift from America’s founding father, Benjamin Franklin.

In a historic 1788 vote, the town selectmen had voted to make the books available for borrowing by any resident – creating the first public lending library in the nation.  An early beneficiary of this policy was a poor boy named Horace Mann, who would eventually become known as the “Father of American Public Education,” and as a Congressman and college president.

But by the 1850s, the book collection was suffering from neglect with no permanent home.

That’s when the Franklin Library Association stepped up, raising funds, hiring a librarian, and providing a place for the public to access the books. Indeed, for more than a century, the Association was a primary funding source for the library, intimately involved in managing it in the interest of the town.

With the Franklin Public Library now well supported by state and local funds and housed in a handsome, twice-expanded facility, the Association has decided to cease operations, having gradually disbursed most of its funds for library preservation and restoration projects in recent years.

One of its last projects has been the creation of a history of the organization and of the Franklin library from its inception.  The published, 160-page book is being introduced to the public at a special reception at the Franklin Public Library on Benjamin Franklin’s birthday, Jan. 17, 2023, at 6 PM. Following shortly afterward at 6:30 PM the Association, in cooperation with the Library, is holding a panel discussion, “Ben’s Donation at 245 - an Exploration of the Role of Libraries in America’s Democracy, Then, Now, and in the Future.”

The Panel will be moderated by FLA president Scott Nolan. Confirmed panelists include:
  • James C. Johnston, Author, Historian, and Former Franklin Selectman
  • Patricia Saint Aubin, a PhD candidate with expertise in the history of the Ben Franklin-inspired Providence Library Company
  • R. A. Lawson (Ph.D., Vanderbilt, 2003) is professor of history and Director of the Honors Program at Dean College
The panel is open to the public and will be broadcast by Franklin TV.  For more information on the book, the panel, or the Franklin Library Association, please contact Scott Nolan at scott39@comcast.net
About the FLA: The Franklin Library Association is a 501 (c)3 organization, Scott F. Nolan is the President, Armand Fernandez Treasurer, Ed Padden, Secretary. Other board members include Nancy J. Rappa, Maryjane Whiton, Beth A. Mucciarone, Joan McGuire, Greg Dellorco, and Shirley Borruso

School Committee previews possible student trip to Greece, hears updates on Special Ed, & approves Capital budget request (audio)

FM #914 = This is the Franklin Matters radio show, number 914 in the series.

This session shares the Franklin, MA School Committee meeting held on Tuesday, Jan 10, 2023. The meeting was conducted in the Council Chambers with six members present (M Whitmore absent).

School Committee Chair Denise Spencer opens the meeting at 7:00 PM.

Key items on the agenda

  • Possible Student Trip to Greece preview - presentation and Q&A as a preview of a possible trip being planned for spring of 2024. EF TOurs would be the tour company, used previously successfully. Concerns about cost and equitable access of the trip for students. Could come back in future for formal approval if it indeed will be planned for

  • Special Education Presentation - an increase of 36 students in the program year over year while the overall population of students continues to decline. Key stat revealed that it costs approx 32K /student for in district special ed vs. approx 80K for out of district special ed placement. Hence a savings overall of 48K per student kept in the district.

  • Capital Budget proposal - approval ultimately after much discussion about the ‘reduction’ in the allocation from the Town to allow for only $80K, $400K for capital and another $80K for school facility capital projects. It is a town issue and other departments are seeing their capital needs list grow due to lack of funding.

The rest of the period would render scoreless however not short of excitement. Patrick Daley, Zach Langevin and Mike Gates were all over the place presenting a ton of difficulties for Foxboro keeping them buried in their zone.
