- Halligan recused himself
- project overview briefly recapped (slides captured below)
- a clerical problem with notice resulted in an agreement between the applicant attorney and the committee, committee not to invoke safe harbor, appplicant not to invoke a constructive grant. The constructive grant would have allowed the applicant to bypass most of the ZBA process
- The application will continue and take some number of months to do so. The next meeting is targeted for June 5, the next after that is July 17
- Due to this negotiation, the peer review process did not start. Traffic will be first up at the next meeting
- Town Administrator Jamie Hellen participating this time, and he explains why, he is participating to explain details around the process and clarify, everybody can hear the record as one
- One sore point (lack of communication from the ZBA Chair and other members after multiple email queries), it was revealed that responding to individual emails is a non-no during the time that the subject is before the Board. It could potentially violate open meeting law. All discussions, responses to questions, need to be in the open meeting.

FM #1372 = This is the Franklin Matters radio show, number 1372 the series.
This session of the radio show shares the Town of Franklin Board of Health Meeting held on Wednesday, February 5, 2024. The meeting agenda listed it being conducted via Google meet. However, the 2 members of the Board (Harris, Mu-Chow) (1 absent - Sweet) and Health Dept members apparently were present together.
Quick Recap:
Discussion on designation of Mass Health Office Association (MHOA) as the tobacco control agent for the town. Motion approved by 2-0 vote via roll call
Discussion on the new MEtacomet Advisory Board oversight board and need to appoint an alternate contact in addition to Director Liberty. Motion made to appoint Kerry McKay as advisory board alternate board member and approved 2-0
Healthy brains program for 2025. Kick off with a podcast to be scheduled. Increase awareness, provide resources, in advance of the onset of dementia and other brain afflictions. Focus initially at the Senior Center, Housing Authority, & Library. SAFE Coalition is close to getting their ‘mega brain’ display which can be walked through. Simulation dementia experience via hospital. Training possible for wait staff to assist with making that restaurant ordering process a less stressful experience
Health agent report, monthly training completed
COVID tests still available via the Health nurse at Senior Center, call to arrange pickup. Flu season; 80% of the cases occurred during January (folks actually getting tested, so still likely an undercount)
Steve chimed in that he had a contact for the brain program will send info to Cathleen. Also the agenda doc link for the meeting was not clickable, it could be copied but wasn’t clickable
Motion to adjourn, second, passes 2-0-1 (1 absent)
The meeting runs about 26 minutes. Let’s listen to the Board of Health meeting Feb 5, 2025. Audio link -> https://franklin-ma-matters.captivate.fm/episode/fm-1372-franklin-ma-board-of-health-mtg-02-05-25/

What I am listening to? Adam Grant & Vivek Murthy's conversation is a worthy one (audio)
One of many "take-away" moments from the conversation between Adam Grant & Vivek Murthy:
Vivek Murthy: "When we serve other people, we not only feel connected to them in the moment, but we actually remind ourselves that we have value to bring to the world.
And that is something that we lose. When we struggle with chronic loneliness. We start to believe over time that we're lonely because we deserve it. 'cause we're not likable. We're not lovable. And that can be a downward spiral for people. 'cause the more you feel that, the harder it is to reach out. To other people and service can help break that cycle."

Insights on the forthcoming Train station mural
via https://www.instagram.com/kaylajeannisbet/
"Normally I share a project with you after it’s done and wrapped with a bow but since the exciting word is out thanks to the @franklinmatters.ma podcast, this time, I’m sharing backwards. Or rather starting from the beginning. In 1778 to be exact!I’m honored to have been asked to design a mural for the Dean College/Franklin T station. The mural will celebrate the historical charm and history of our town. I promise to put my fun + simple spin on it, and always with a touch of whimsy! On this journey with me are members from the @franklin_art_association, @franklinculturalcouncil02038, Franklin Cultural District, and Franklin High School. Here are some sneak peeks as we begin the long process of applying to the MBTA for mural permissions.A huge thank you to @beccarausch4ma for awarding Franklin an extremely generous grant for Public Art and for Cory Shea @franklinculture for asking me to lead this project. This project wouldn’t be possible without both of these amazing ladies, or without the help of Dr. Robert Lawson, Dean College History Professor and our town Archivist, Rowan Lowell who have helped me extensively research Franklin’s rich history. So proud of what has been accomplished already and I can’t wait to paint this with the team in the Spring. Listen to the Franklin Matters podcast on the link in bio for more info!"

the Dunning-Kruger effect |
Via Adam Grant & The Re: Thinking podcast:
"The Dunning-Kruger effect is a rare psychological concept that has achieved pop culture fame.
David Dunning -- the lead author and one of the world’s most-cited psychologists -- joins Adam to discuss his famous findings about the arrogance of ignorance, the challenges of knowing what you don’t know, and the dangers of “doing your own research.”
Then David and Adam uncover strategies for overcoming overconfidence among amateurs as well as experts."
