Town of Franklin Receives ‘AAA’ Bond Rating from S&P Global Ratings

The Town of Franklin is proud to announce that S&P Global Ratings, the leading provider of independent credit ratings, has assigned its prestigious ‘AAA’ long-term rating to the Town. 

This marks the third consecutive year the Town of Franklin has received a ‘AAA’ rating — the highest possible from S&P Global Ratings — recognizing the Town’s consistent strong financial practices, sound fiscal stewardship, and commitment to long-term financial stability.  

"This ‘AAA’ rating reflects the Town’s strong commitment to responsible fiscal management and long-term planning,” stated Town Administrator Jamie Hellen. “This is a true team victory and the result of hard work and collaboration across our finance team, elected leadership, department heads, and the entire municipal and town staff”.

The S&P report highlights the Town’s stable financial profile supported by strong financial management policies and indicates the ‘AAA’ rating reflects Franklin’s “affluent and diverse tax base and strong financial management, both of which have helped fuel a track record of strong financial performance and the maintenance of steady reserves.” In the report, the Town is also recognized for continued cautious budgeting practices and making expenditure adjustments as necessary to maintain positive operations despite revenue-raising limitations and ongoing cost pressures.

Kerri Bertone, Chief Financial Officer, adds that “This rating highlights our shared commitment to financial stability, accountability, and transparency. It’s a reflection of the diligence of our finance team, the guidance of our elected officials, and the support of our entire community." 

The ‘AAA’ rating will enable the Town to borrow at the most favorable interest rates, directly benefiting Franklin taxpayers by reducing the cost of capital for infrastructure and community investments.

Dean College Held 159th Commencement Exercises on Saturday, May 10, 2025

Dean College held its 159th Commencement Exercises recognizing the Class of 2025 on Saturday, May 10, 2025 on Dean’s picturesque Franklin, MA campus.

 

The 246 graduates, representing 22 states and three countries, received their degrees, with many family members and friends in attendance. The ceremony was held outside on the front lawn of Dean Hall, along Awpie Way, with a livestream option available for those who could not attend.

 

Jay R. Leiendecker, Dean’s board of trustees’ chairman, welcomed guests, graduates, and alumni to the ceremony. He reminded the Class of 2025 of all they had accomplished, saying, “Graduates, your time here has been marked by discovery and determination. You’ve faced challenges, embraced opportunities, and grown in ways that can’t always be measured by credits or grades. You’ve learned how to collaborate, how to lead, and how to persevere. And as the world continues to evolve, so too will your role in it. You’re not just college graduates—you’re changemakers, innovators, contributors. You are real-life ready.”

 

Amanda Shields represented the Class of 2025 as the inspiring student speaker. She earned her Bachelor of Arts in Communication, with a minor in Dance, as well as an Associate's degree in Early Childhood Education.  While at Dean, Shields was involved in several campus organizations, including the step dance team, WGAO 88.3 FM radio station, and the men’s baseball team, where she managed their social media accounts. Additionally, she served as a new student orientation leader at Dean. 

 

Shields spoke about the Class of 2025’s experience at Dean, saying, “As graduates sitting here today, we can reflect on all the highs and the lows we’ve encountered throughout our time here. We all should leave knowing we made a difference at Dean.” She continued by telling her peers, “Our future is a blank canvas, and we are the artists. We each get to choose how to paint it, whether that be with bold strokes of courage and creativity or abstract art to symbolize the beautiful chaos of uncertainty. Either way, we are all well on our way to creating a path that will lead us to success.”

Dean’s interim president, Mark D. Boyce, shared sage advice for graduates to take with them as citizens of the world. “As the ancient proverb says, the journey of a thousand miles starts with a single step. Today, you take that first step. Remember, along life’s journey, everyone can make a difference,” Boyce said. “Bulldogs, your world, your life’s journey awaits, and I can’t wait to see what a fantastic world you will create.”

 

During the ceremony, two Dean professors were recognized with the College’s Excellence in Teaching Award. The recipients were Ronald Brown, Ph.D., Associate Professor of Psychology and Stephanie O’Neil, Ed.S., ’90, Adjunct Instructor in Business and Mathematics.

 

Also recognized were the Class of 1975, with members joining the processional robed in gold academic regalia. After the commencement ceremony, this enthusiastic group was formally inducted into Dean College’s 50th Society, a community of esteemed alumni who graduated from Dean more than 50 years ago. 

 

Reverend Dr. Jacob W. Juncker, pastor of the Franklin United Methodist Church, delivered the invocation and benediction during the ceremony.



Franklin Housing Authority renamed the Community Center to honor the late Peter L Brunelli

Beginning September 8, 1995, when Peter L Brunelli attended his first Franklin Housing Authority (FHA) Board meeting, Peter's commitment to the FHA was visible everyday doing what was best for each resident in our community, particularly for the elderly, disabled, veterans, and single mothers. He was an integral part of the FHA organization that helped thousands of people over 29 years.

Master of Ceremonies and current Board Chair George Danello, said during his remarks:
"He was passionately committed to that mission. His determination to help the FHA community provided a fantastic blue print to any board member new or old on the right way to perform our duties as commissioners of the FHA.

When Peter passed last Sept, we wanted to recognize Peter's passion, commitment and drive for the FHA community, what better way than to name our community center in his honor. The community center is a meeting place, where residents come to socialize with each other; watch TV, play cards, tell stories, laugh, and bond with each other. So much positive spirit.  The center has hosted 100's of events over the years, various parties and holiday gatherings.

Our community center is a warm and inviting place for all to enjoy. By dedicating the community center in Peter's name we feel that his spirit and passion for the residents and the FHA community will live on forever within this building. What better way to solidify Peter's legacy than having the community center in his name."

Baseball = Taunton, 11 @ Franklin, 3 – Final 
– Taunton turned 11 hits into 11 runs to return home from Franklin with a convincing 11-3 victory. The Tigers had the offense going early, scoring once in the first inning, three times in the second, and four times in the third inning to stake an early 8-0 lead. Franklin got on the board with a run in the fourth and two in the fifth but the Tigers put the game away for good with a three-spot in the seventh inning. Joseph Benoit set the tone for the Tigers, going 4-for-5 from the leadoff spot with three RBI and a run scored, and senior Cam Dorr had a big night by going 4-for-4 with two doubles and two RBI. Johnny Escobalez chipped in with two hits, including a double, an RBI and two runs. Cam Tomaszycki earned the win for the Tigers, striking out four without giving up a hit in 3.1 innings, issuing two walks. Escobalez tossed two scoreless innings in relief with two walks and two strikeouts. Zach Winer went 1-for-3 with a two-run home run and Ryan Connelly was 1-for-2 with an RBI.



Softball = Franklin, 2 @ Taunton, 6 – Final
– Franklin plated a pair in the top of the fifth to take a late lead but Taunton answered with three in the bottom half and two more in the sixth to get a win over the Panthers. Sophomore Bella Bourque had a two-out triple and scored on an error to give the Tigers a 1-0 lead in the bottom of the third. Brooke Gatewood reached on an error in the top of the fifth that saw both Marley Allen (leadoff double) and Ella Weston (fielder’s choice) come home as the Panthers took a 2-1 lead. A two-out bunt single from Mia Torres plated Kaylee Lopes (courtesy runner for Ashlyn Hebert, who walked) tied the game at 2-2. After Bourque reached on an error, sophomore Aniyah Bailey had a single and took second on an error, which saw both Torres and Bourque come home to make it 4-2. Sophomore Maddie Crowley came through with a one-out, two-run double in the next inning to pad the lead. Cate Larson earned the win in the circle, giving up two unearned runs on one hit and no walks, striking out 14.

Boys Lacrosse = Franklin, 10 @ Attleboro, 3 – Final
– Sophomore Nate Walsh scored a hat trick and seven other Panthers tallied once as Franklin pitched a second half shutout to leave Attleboro with a 10-3 win. Jack O’Connor, Charlie Ballarino, Joey Tarentino, Ryder Hanchett, Thomas Quinn, Seamus Conlan, and Ethan Barnes also scored for Franklin, which led 5-3 at half. Senior Michael Sawyer scored twice for the Bombardiers, Brody Shaw tallied once, and Nate Conroy dished out two assists.

Girls Lacrosse = Attleboro, 5 @ Franklin, 17 – Final
– Freshman Clara Blongastainer scored five goals to lead Franklin to a big win at home over Attleboro. Junior Erin Peterson added a goal and a trio of assists, Kendall Mone stepped up to help the Panthers on the draw, grabbing six draw controls, and Maisie Streeseman made seven saves in the cage to secure the win. Amelia Collins scored a hat trick to pace the Bombardiers while Isabella Cavallini and Makenah Stokes each chipped in with one goal apiece.




Boys Tennis = Franklin, 5 @ Taunton, 0 – Final 
– Franklin went on the road and returned home from Taunton with a clean sweep, taking all five matches in straight sets. Seniors Danny Reis (first singles, 6-1, 6-1), Aaron Ramaswamy (second singles, 6-0, 6-0), and Gabe Terry (6-0, 6-1) swept singles action for the Panthers. The team of freshmen Deklan Morin and Anish Bokil dropped just three games in a 6-1, 6-2 win at first doubles while the Panthers’ second doubles team of sophomore Rick Yuan and junior Romane Celestin did the same at second doubles with a 6-3, 6-0 victory.

Franklin High School Students Attend DECA International Career Development Conference in Florida

Superintendent Lucas Giguere and Franklin High School (FHS) DECA advisor Emily Rosborough are proud to announce that nine chapter members attended the annual DECA International Career Development Conference (ICDC) that took place in Orlando, Florida, from April 26-29.

 

The ICDC spotlights DECA’s top student performers from nearly all 50 United States, Canada, China, Germany, Puerto Rico, the Dominican Republic and Spain. It also highlights innovative business partnerships that empower these emerging leaders and entrepreneurs to tackle the challenges of an ever-evolving and increasingly complex economic landscape.

 

Students from the FHS DECA chapter attended ICDC to participate in Business Operations Research Events and Project Management Events.

 

Gavin Abdel-Aziz, Maya Abiramia, Kavya Dave, Ella DeStefano, Samantha Eagerman, Julia McVeigh, Tuhina Pal, Callie Verhaegen and Stephen Miller Wasik qualified for and successfully competed in this year's DECA ICDC, an impressive achievement that highlights their dedication, hard work and excellence in business and leadership skills.

“Representing their school on such a prestigious international stage is no small feat, and the fact that all nine students not only qualified but also completed the competition is a testament to their preparation and determination,” said FHS DECA advisor Emily Rosborough. “This accomplishment brings pride to the entire Franklin High community. It's truly amazing to see these young leaders rise to the challenge and shine among the best from around the world.”

 

This year’s DECA ICDC featured over 23,000 members and advisors in attendance. In addition to career-based competition, DECA members engaged in leadership academies and networking opportunities with over 80 internationally recognized businesses.

 

"I’m incredibly proud of our students representing Franklin Public Schools at the DECA competition in Florida," said Superintendent Giguere. "Their dedication, leadership, and entrepreneurial spirit reflect the very best of our schools. I know these students will continue to work hard and I look forward to seeing what they accomplish next."

 

During the school year, approximately 120,000 of DECA’s 222,000 student members take part in the organization’s competitive events program, allowing them to compete for local and regional titles. The competitions are designed to simulate real-life business scenarios and test students’ academic understanding and skills development. The top state and provincial winners put their talents to the test during the program’s final round of competition in Orlando.

New Memorial Day Parade Route
We have a NEW PARADE ROUTE!
As the Commander of the Franklin VFW Post I have the honor as serving as Co-Chair of the Parade Committee with my friend Dick Hynes, Commander of the Franklin American Legion.
The whole group has been working hard the last couple of months to plan the parade and one of the things we're doing is a new parade route.
The parade will kick off from Horace Mann Middle School at 11am on Monday, May 26th. It will head up Oak St (which turns into Daniel McCahill St) and then proceed down Union St to the old Davis Thayer school. The Parade will then turn left onto 140. The parade will again turn left onto Emmons St and then a left onto Main where it will head back to the Town Common.
This is a shorter route at 1.33 miles.
The parade will be continuous, there are no stops at the cemeteries or Dean College anymore (we are still doing those ceremonies, just moving them to before the parade).
We feel this new route will make it easier for our older veterans to march and smoother for the PD to accomodate.
