Economic Development Subcmte reviews Residential Commercial Kitchen proposal and forwards to Town Council (audio)

FM #1453 = This is the Franklin Matters radio show, number 1453 in the series. 


This session of the radio show shares the audio recording of the Economic Development Subcommittee meeting on Wednesday, May 21, 2025 in Council Chambers. All 4 members of the subcommittee participated in Chambers (Hamblen, Sheridan, Frongillo & Jones). Change in membership acknowledged as Chandler is no longer part of the subcmte and Jones returns to the group.


Quick recap

  • Discussion on the proposed zoning change to enable a commercial kitchen in residential areas if they are on septic systems

  • Health Dept Cathy Liberty and Planner Amy Love present for the discussion; Fee is the same as other permits Health covers, and also commensurate with neighboring communities

  • Clarification questions around coverage of this residential bylaw as proposed, there is a limitation on the kinds of foods prepared in this way

  • Consideration for this to be enabled for sewer system users would be problematic for monitoring and enforcement if required

  • This is a start and we'll be able to check out for potential enhancements

  • Resident M Symanski chimed in to thank the group for doing this

  • Motion to move to Town council for review, all 3 bylaws so referred with separate motions and votes each passed by 4-0

The Economic Development Subcommittee met on Wednesday May 21, 2025 as scheduled. A  four members were present in Chambers. Change in membership acknowledged as Chandler is no longer part of the subcmte and Jones returns to the group.

The monthly Board of Health meeting usually held on the first Wednesday, had been scheduled for this past Wednesday, May 14 and I missed the update changing it to this Monday, May 19. The normal agenda was also shortened to one item.

Signatures being looked for to oppose the Autumn Hill development

The Summer St residents group has a webpage and petition underway.
"We strongly oppose the proposed senior development called Autumn Hill, located at 496-498 Summer Street. This property is zoned for single family residential uses, RR1 and RR2. However, the Town of Franklin can override the zoning due to the Senior Village Overlay District. See 185-48 by-law amendment. This allows the densest development possible 
Bruce Hunchard, the chairperson of the zoning board, also the owner of the property, is calling this a senior development. It is actually condominiums, 2-3 bedroom, full basement, and 2 car garage that will sell starting at $850,000. In other words, cluster homes for the wealthy seniors, not seniors in need of affordable housing. 
This is a clear conflict of interest for Mr. Hunchard who owns the property and is Chairperson of the zoning board."

This Town Council Quarterbacking session recaps the 4 hour Council meeting in about 25 minutes (audio)

FM #1229 = This is the Franklin Matters radio show, number 1229 in the series. 


This session shares my conversation with Town Council Chair Tom Mercer. The Council met on Wednesday, June 5, 2024 for the first of their 2 normal meetings for June.  Our schedules coordinated to talk on Thursday morning to recap the long 4 hour session the night before..


We look to focus on 


  • ok, what just happened? 

  • What does it mean for Franklin residents and taxpayers?


Topics for this session:

  • Electric Youth high point of session

  • Verizon cable contract renewal

  • Farmers Market licenses for La Cantina, Blisspoint Meadery

  • Public Hearing on King St business zoning proposal

    • Moved to second reading by 5-4 vote

    • Final approval requires 6 Yes votes

  • Friendly 40b approved by 5-4 vote

    • Still needs to work through the permit process, etc.

  • Zoning bylaws referral to Planning Board

    • 3 measures regarding MBTA compliance

    • Mixed use zoning definition

    • EDC recommendation changed on parking minimums

    • Still to come back to Council for discussion & vote

  • TA Emergency shelter update

    • No town funds spent for anything

    • Schools reimbursed from State for their additional support costs
