3rd budget hearing covers Public Works & Public Safety (audio)

FM #1727 = This is the Franklin Matters radio show, number 1727 in the series. 


This session of the radio show shares the Finance Committee Budget Hearing on Public Works & Public Safety, the 3rd of 4 sessions to go over the FY 2027 budget. The meeting was held in Council Chambers with 8 of 9 members present.

  • Also skipped Tri-County and Norfolk Aggie last night with no explanation given for it. Tri-County and Norfolk Aggie, both assessments based upon enrollment, not much of a change year to year

  • So Thursday night, the Finance Committee will use the 3rd Floor Training room for their discussion to be more “around a table” rather than spread out to help their discussion. Potential revisions coming to the budget, what they are we'll watch and see.

Franklin Fire Dept conducts "training in rope rescue operations"


"Over the past two weeks, members of have been training in rope rescue operations, focusing on a variety of high-hazard scenarios.

Crews worked through complex evolutions including high and low angle rescues, elevator emergencies, and the use of aerial apparatus for access and patient removal.

Every scenario reinforces the skills, teamwork, and decision-making required to operate safely and effectively.
We would like to thank Spec Rescue International, Inc. for the excellent training opportunity"

Town Council hears from NatinalGrid, Fire Dept, and Police Dept and completes session within 4 hours (video)

The Franklin Town Council met on Wednesday, April 15 as scheduled at 7 PM. Yes, they did return to a 7 PM time slot and also finished within their 4 hour limit. All 9 councilors participated with one remote causing all votes to be recorded via roll call.

Quick recap 
  • NationalGrid presented on their infrastructure improvement efforts. They did not share details on outages, frequency or location although ultimately conceded that the northern section of Town did pose problems with how their grid is laid out as it doesn't have the same redundancy built in that is available in other section of town.
  • Fire Chief Allen supported by his 2 Deputy Chiefs presented an overview of the department, its operations and ability to meet service needs. The presentation doc was shared before the meeting and linked below
  • Police Chief Lynch and Deputy Chief West presented an overview with some history of the department, leading up to the shift to the 4x4 schedule and need to maintain a minimum of 34 patrol officers. 
    • When questioned about the possible police station chief Lynch repeated what he has said before, the police station is needed but he'll always advocate for his people and make due with the inadequate station.
    • Likewise when questioned on a parking control officer (PCO), he said, sure give me the extra funding but don't take a patrol office away. The PCO can only write tickets, the patrol officer can do so much more. The presentation doc was shared before the meeting and linked below

Franklin Fire Department Awarded $21,649 Through State Firefighter Safety Equipment Grant

FRANKLIN, Mass.The Franklin Fire Department is pleased to announce it has been awarded $21,649.08 through the Massachusetts Firefighter Safety Equipment Grant Program, administered by the Executive Office of Public Safety and Security (EOPSS) and the Department of Fire Services (DFS).


This funding is part of a statewide initiative by the Healey-Driscoll Administration, which awarded a total of $5 million to 307 fire departments across Massachusetts to support the purchase of critical safety equipment.


The Franklin Fire Department will use the funds to purchase gas- or battery-powered scene lighting and structural firefighting gear to enhance on-scene visibility, improve safety and strengthen operational readiness.


"We're grateful to EOPSS and DFS for their continued support," said Fire Chief Chuck Allen. "This funding helps ensure our personnel have the equipment they need to operate safely and effectively."

Stop the Bleed - Free Training  (April 22)

The Franklin Fire Department and Health Department will host a free Stop the Bleed® training for community members on Wednesday, April 22, 2026, from 3:00 PM to 4:30 PM at the Franklin Fire Headquarters (EOC Classroom), 40 West Central Street.

This hands-on training is designed to teach participants how to recognize life-threatening bleeding and respond quickly and effectively in an emergency. Attendees will learn three simple, life-saving techniques that can help control bleeding and potentially save a life before first responders arrive.

Community members of all experience levels are encouraged to attend.

NBC 10 Boston: "Franklin woman accused of setting her own home on fire"


"A Franklin, Massachusetts, woman is charged with arson, accused of setting her own home on fire late last year.

Melissa Brown, 48, was arrested by the Massachusetts State Police fire investigators and the Violent Fugitive Apprehension Section on Monday, the State Fire Marshal's Office said.

She faces charges of arson of a dwelling for the Nov. 1, 2025, fire at the single-family home at 338 Maple St."

At 3:48 PM the Metacomet Emergency Communications Center received a call reporting a possible structure fire at 9 Willow St.

Franklin Fire units arrived and found a fire that extended beyond the kitchen. Two pets were rescued and brought to tufts veterinary hospital by bystanders.

The Franklin Fire Department was assisted by the Bellingham, Medway, Norfolk, Plainville, and Wrentham Fire Departments.

The cause of the fire remains under investigation by the Franklin Fire Department. 

The Foxboro Fire Department provided station coverage during the incident.
