School Committee approves Pledge agreement to focus on getting override passed (audio)

FM #1222 = This is the Franklin Matters radio show, number 1222 in the series. 


This session shares the Franklin (MA) School Committee meeting held on Tuesday, May 28, 2024. All seven members of the Committee were present in the Council Chambers


Quick recap:

  • Multiple Parmenter students led the pledge of allegiance

  • FHS "Seal of Biliteracy" students were recognized

  • School retirees were recognized for their years of service

  • The Franklin Education Foundation is going to close out as an organization and turn over their remaining funds to a new "revolving account" for the School District to continue the grant program. Details remain to be worked out on the final amount of the contribution and within the District on how the grant process will work

  • District Improvement Plan updated 

  • Superintendent evaluation data provided to the Committee in preparation for their formal review scheduled for June 18

  • Discussion and vote on the override pledge document. Questions remain on exactly how much the schools will get in years 2 and beyond as the pledge doc is inconsistent in providing the info. As the successful override is the primary matter of focus, the Committee did vote to approve the pledge (5 for, 1 no, 1 abstain). The funding for FY 2026 and future can be addressed after the override is determined

  • Preview of the proposed fee schedule to be implemented if the override fails. Staffing cuts were also provided in a summary format, as there are multiple scenarios where a position cut could trigger a chain reaction where the person fulfilling that position ends up bumping someone else to remain employed per seniority and certification as set within the contracts

  • Committee entered executive session not to return to open meeting just before 11 PM

Franklin Public Schools: Seal of Biliteracy Awards

The Franklin Public School District has shared a profile for the 12 individuals who achieved the Seal of Biliteracy from the Commonwealth of Massachusetts. The Google doc provides details on each of the 12 and the languages with which they achieved this status.

Seal of Biliteracy achieved by 12 FHS students in second year of program

Seal of Biliteracy introduced to School Committee in Sep 2019 with a planned implementation for 2020-2021 school year. 5 students were announced in June 2021. Per the photo, 11 students have reached this achievement this year. (Being verified if total is 11 or ??).(Confirmed as 11.) (updated 5/25/22 to 12 as another student was confirmed)

FPS participates in MA State Seal of Biliteracy Program

Dear Franklin Families,

We are pleased to inform you of Franklin Public School District’s participation in the Massachusetts State Seal of Biliteracy for the 2021-2022 School Year. The Seal of Biliteracy is for any student who demonstrates proficiency in English and any other language, whether they speak the non-English language at home or learned it at school or in the community. 

The State Seal of Biliteracy aims to:
(a) Encourage students to study and master languages;
(b) Certify attainment of biliteracy skills;
(c) Recognize the value of language diversity;
(d) Provide employers with a method of identifying people with language and biliteracy skills;
(e) Provide universities with a method to recognize and give credit to applicants for attainment of high-level skills in languages;
(f) Prepare students with skills that will benefit them in the labor market and the global society; and
(g) Strengthen intergroup communication and honor the multiple cultures and languages in a community.*

In order to earn the Seal of Biliteracy, students must:

(a) Demonstrate a high level of proficiency in English by satisfying one of the following:
● Earn a score of 472 or higher on Next-Gen MCAS or
● Earn a score of 455 or higher on Next-Gen MCAS and complete an Educational Proficiency Plan 

(b) Demonstrate a high level of proficiency in a foreign language through one of the following:
● Attaining a minimum score equivalent to Intermediate-High on a state approved assessment or
● For languages that do not have readily available assessments, completing a portfolio demonstrating Intermediate-High proficiency in speaking, writing, reading, and listening

We will be administering the ELA MCAS for 12th graders who have not taken the MCAS yet on March 9 and 10 and for 10th graders on March 22 and 23. We will be administering a proficiency assessment in a language other than English on a date to be determined. Students seeking to earn the Seal through portfolio assessment must have portfolio scores submitted to the district prior to their graduation date.
