What's this about a possible override for Franklin? (collection)

The first pass of the Fiscal Year 2025 (FY 2025) budget as presented to the Joint Budget Subcommittee meeting last week shows the Town of Franklin facing a $10.1 million deficit. The numbers will continue to be worked. As discussed during the meeting, breaking news that afternoon showed a reduction in the projected cost increase for health care that had just been received. That will be adjusted for future budget discussions.

The timeline for the budget development is as follows:

• School Committee budget public hearing - March 19

• School Committee votes on school budget recommendation - April 9

• Town of Franklin FY 2025 budget scheduled for release - April 12

• Joint Town Council & School Committee Mtg - Apr 24

• Town Council meeting May 1 (determine yes or no for override, if yes, sets date & amount)

• Finance Committee budget hearings - May 6, May 8, May 15 (vote)

• Town Council budget hearings - May 22, May 23 (vote)

• Override date - June 11 for $6.8M

If there were to be an override, the decision on “When?” is as critical as “How much”? Election requirements call for 35 days notification of a vote on a ballot question. Hence, a vote scheduled for June would have to be decided no later than early May

4/12/24 - Town of Franklin FY 2025 budget released. The budget was released as "balanced" by NOT including any Town 'wish list' items, nor projecting to incur any cuts. The School Shortfall was granted approx. $3M leaving the $9.3 million the Schools voted for $6.3M short, hence all the cuts would come to the schools. Town Administrator Jamie Hellen writes:

"The Perfect Storm has arrived. In anticipation of the March 6th meeting, we have prepared a preliminary Fiscal Year 2025 (FY25) budget model based on the information we have to date. The deficit, established from initial assumptions in the budget model, is $10.095 million or just a hair under $10.1 million. 

FY25 Budget Process Update
We have met with every department and received preliminary assessments from outside entities (Animal Control, MECC, CRPC District, Retirement Board, etc.) that are reflected in the town's budget.
We have included Governor Healey’s H1 budget numbers into the model which represents a $76,782 decrease in local aid, however we do not expect any substantial increases in local aid by the end of July. Although the legislative session ends July 31st, we expect the FY25 state budget will last deep into the summer, thus we should not expect an avalanche of additional state aid to arrive to solve any of these financial pressures. Furthermore, the Chapter 70 formula and how it relates to Franklin has been well documented and discussed for many years. We need to keep this in mind as we continue budget discussions. 

In the coming weeks, line items will continue to be altered as new information becomes available through mid-April when our formal budget is released, tentatively scheduled for April 12, 2024. The Finance Committee budget hearings are May 6th (General Government, Culture & Recreation, Senior Center, Benefits, Debt/Interest, etc.), May 8th (Public Safety, Public Works, Inspections) and May 15th (Education). Town Council budget hearings are May 22nd and May 23rd. 

We will present a new five year fiscal forecast with the April 12th budget submission.

Schools reduce capital budget request, Capital Budget Subcmte approves all votes (but one) by 4-0 (audio)

This session of the radio show is the audio recording of the Franklin, MA Town Council Capital Budget Subcommittee meeting conducted on Wednesday, February 21, 2024. All four members of the subcommittee were present: Chair Debbie Pellegri, Vice Chair Bob Dellorco, Ted Cormier-leger, Brian Chandler. 

Town Administrator Jamie Hellen, Deputy Administrator Amy Frigulietti, Treasurer/Collector Kerri Bertone, Superintendent Lucas Giguere, along with almost all of the Town Department leaders (at least those with capital budget requests).

This meeting covered the first round of capital budgeting. As noted during the session, there is about $1.5M remains of “Free Cash” to be allocated during round 2.

You can follow along with the agenda as each department section was covered and line item by line item, votes were conducted (with a few exceptions) on each line item. Only one vote did NOT finish 4-0. That being the vote to fund the town/school website upgrade which passed 3-1 (Cormier-Leger cast the “no” vote). 

As noted when I shared the agenda, while this proposal was reviewed by the Finance Committee on Feb 7, it has been modified since then. It was also adjusted further during the meeting with School Supt Lucas Giguere reducing their school capital request from $1.2 M to $900+K. The capital budget as adjusted now moves forward to the full Town Council for their meeting on February 28.

Annual Report Of The Finance Committee: FY 2023 Report

I hereby submit the Annual Report of the Franklin Finance Committee for FY2023.

During the year we had some turnover in the membership of the committee. We lost Mike Kasberg, Dave Weich and Tyrel Hansen. On behalf of the Town of Franklin I thank them for their service and wish them well in their next chapter. We subsequently welcomed Mike Hamilton, William Batchelor, and Lauren Nagel. We look forward to having these new inquiring minds on the committee.

Over the last few years, we have worked to change the focus of the committee from basically a very informed approval body to a more proactive approach to understanding the information at a much deeper level. My predecessor as Chairman started what has become a series of "Deep Dives" into each department. This year we reviewed the Assessing Department, the Franklin Public Schools, the compensation plan for the town and the planning and building departments. Each gave us and those watching a much better understanding of what happens every day in those important departments.

In the coming year we will again perform "Deep Dives" on the larger departments with an eye toward determining what they need to properly serve the town for the next several years. It is important that we let them articulate what they need to provide the high-quality service we have come to enjoy and expect.

Perhaps our most important function occurs each May when the annual budget is presented to the committee. Each and every line of the budget is subjected to review with the appropriate department head present to answer questions. We are the only committee to perform this level of review for the public so it is important that we ask the questions that the public may have. All of our meetings and agendas are posted on the town's website and can be viewed both in person and are available on the Zoom platform as well as viewable on Franklin TV and YouTube.

As we approach the challenges of FY25 it is very important that we fully understand what will be needed to support the services that each department provides.

It is important that I acknowledge the quality of the information we receive from the Town Administrator Jamie Hellen and the Finance Director Chris Sandini. The data is always in the most readable and understandable format that we could ever ask for. Also thank you to the department heads for putting up with some questions from "out of left field" but that's how we and the residents learn.

It is very important that I acknowledge and thank my fellow committee members for their participation and focus during our meetings.

Quick recap:

• Discussion on the scope and intent of the deep dive series. Feb 7 next meeting, Mar 6 joint budget subcmte, then really into budget season for FY 2025 with hearings in May, June for Council.

• This is the first capital budget without a holding of the 'free cash' for snow and ice removal. 4.5M is total free cash.

• Consideration for a 'land acquisition fund' possibly to be established

• Technology at the high school is now 10 years old, can't replace them all at once, chipping away at it to stagger the replacements over time.

• Survey to address on quality of life issues, scientific generated survey randomly generated, whole variety of metrics. Often folks are happy but need to divide where there are some opportunities.

• Chief Lynch providing insights on the Police requests, (forgot to add battalion chiefs for Fire had previewed the requests for Fire) Did get all their requests

• DPW, Director Cantoreggi, Water/Sewer superintendent Martin Providing updates on the details of this year's request, equipment has improved over past years, folks like to use good tools, efficiency & safety

• Funds for sewer, water, etc come from the enterprise funds

• Facility did not get all asked for, the reasonable requests were met. We don't have any money for new sidewalks, maintenance yes but not new. $2M for a single mile of sidewalk.

• Motion for approval for the capital improvements plan second, passes via roll call 8-0-1 (absent)

• Motion for transfers per policy as part of the capital plan, second, via roll call 8-0-1 (absent)
