Town Council gets update on branding efforts, approves additional election workers, after 30 minutes of citizen comments (video)

The Franklin MA Town Council met on Wednesday, Oct 16, 2024 in the Council Chambers with all nine members present.

The Council approved the following bylaw changes all via roll call by 9-0 votes
● Bylaw Amendment 24-914 will amend the town code relative to fees. The updates reflect increases, decreases, additions, deletions or corrections to existing fees due to changes in state law or state code, changes in market conditions for municipal fees and/or calculations to the costs of service.
● Bylaw Amendment 24-915 will remove old pipe materials (i.e. asbestos-cement pipe) as acceptable as well as clean up language for the drain layers license to conform with the fee schedule and current practice.
● Bylaw Amendment 24-916 will authorize the DPW Director to waive compliance with the bylaw, as well as the associated noncompliance fine, based on a determination of undue hardship of private residential property owner(s).
While the citizen comment instructions included a slight wording change, it wasn't applicable to the 40 minutes of various comments.

Local Kids to Perform Alongside Broadway Star in School of Rock at FPAC

The Franklin Performing Arts Company (FPAC) will open their 2024-25 Season with School of Rock - The Musical starring Broadway’s Liam Fennecken October 18-27 at THE BLACK BOX in downtown Franklin, MA. Fennecken will play Dewey Finn, a role he played on the Broadway Tour of School of Rock. 

The production will be directed by FPAC Artistic Director Raye Lynn Mercer and Broadway’s Clay Rice-Thomson (Moulin Rouge, Matilda, Newsies, King Kong), with choreography by Rice-Thomson and music direction by FPAC’s Resident Music Director Hallie Wetzell. 

A cast of talented young local actor-musicians from MA and RI have been selected to play Dewey’s “band”: Scotty Kippenhan (Rockland, MA) as Zack on guitar, Colette Lelievre (Bellingham, MA) as Katie on bass, Owen Charles (Franklin, MA) as Freddy on drums, Grayson Kerrigan (Norfolk) as Lawrence on keys, and Aida DiChiara (Franklin, MA) as Summer the band manager. Portraying the other musical students of Horace Green in School of Rock are Hayley Pezza (East Greenwich, RI), Matthew McGuirl (Millis, MA), Helena Cornwell (North Attleboro, MA), Baree Frigon (Franklin, MA), Hailey Hulbig (Franklin, MA), Ani Corkran (Northridge, MA), Liam Kerrigan (Norfolk, MA), Whitney Williams (Montague, MA), Bella Pereira (Mendon, MA), and Rowan Vadenais (Woonsocket, RI).

Based on the hit movie, School of Rock follows Dewey Finn, a failed, wannabe rock star who decides to earn an extra bit of cash by posing as a substitute teacher at a prestigious prep school. There he turns a class of straight–A pupils into a guitar-shredding, bass-slapping, mind-blowing rock band. But can he get them to the Battle of the Bands without their parents and the school’s headmistress finding out? With its sensational live kids’ rock band, School of Rock - The Musical is a loving testimony to the transforming power of music. 

Liam Fennecken recently starred in Broadway’s Chicago as Amos Hart. He toured the US and South Korea in School of Rock, and has toured North America with Once, American Idiot, and Peter Pan 360. He is a member of the viral a cappella sensation “T.3” with whom he performed on America’s Got Talent. Fennecken is joined by NYC actress Ali Funkhouser as Principal Rosalie Mullins and Boston’s David Livingston and Anissa Perona as Ned and Patty. Rounding out the adult cast are NYC, Boston, and local performers as well as Musical Theater majors from Dean College: P.T. Mahoney, Melissa Baratta, Michael Baratta, Elijah Bondar, Kim Frigon, April Lisette, Connor Meehan, Nick Paone, Kylie Parsons, Kellie Stamp, and Isis Wilson. 

Franklin Performing Arts Company (FPAC) is an Actors’ Equity Association Small Professional Theater. FHS field hockey & volleyball teams both top Taunton on Tuesday

Via Twitter, Franklin TV, and our subscription to HockomockSports.com, we share the results of the Fall sports competition for Franklin High School on Tuesday, October 15, 2024


Volleyball = Franklin, 3 @ Taunton, 0 – Final 
– Franklin went on the road and returned home from Taunton with a 3-0 sweep (25-10, 25-13, 25-16). Junior Makayla Kuykendall had an impressive all-around game with 11 kills (on .526 hitting percentage), 16 digs, and four aces, junior Olivia Alberti was also strong at the service line with seven aces, and senior Brooke Daniels handed out 19 assists in the win.


Field Hockey = Franklin, 10 @ Taunton, 0 – Final 
– Franklin scored three goals in each of the first two quarters to build a big lead on the road. Raena Crandall and Ella Marzullo each recorded a hat trick in the win while Clara Blongastainer and Kiley Silvestri each scored their first career goals for the Panthers.

"The North Attleboro golf team tied for fourth at the Division 1 Central sectional tournament while King Philip junior finished inside the top five individually at the tournament, which was held on Tuesday at the Pleasant Valley Country Club in Sutton.

The Rocketeers were +36 on the day as a team, which tied Lincoln-Sudbury for fourth overall. Saint John’s ran away with the win at +24, Concord Carlisle was second at +27, and Shrewsbury was just ahead of North at +33. King Philip was sixth as a team at +38, Franklin finished ninth at +42, and Milford was 14th at +84."

Thousands of Petals Set to Brighten Wednesday, October 16 in Franklin

Blooming Artisan at Hillside will be hitting the streets of Franklin on Wednesday, October 16, handing out 70 bunches of flowers to unexpecting individuals to help brighten up their week, as part of the ‘Petal it Forward’ program, in partnership with the Society of American Florists (SAF), of which Blooming Artisan at Hillside is a member. 

Blooming Artisan at Hillside is joining dozens of florists across the country in Petal It Forward. This random-acts-of-kindness effort is in response to the release of data by SAF showing the positive emotional benefits of flowers.

University research reveals that flowers have an immediate impact on happiness and a long-term positive effect on moods. Now, a survey has found that, when it comes to flowers, it’s just as good to give as it is to receive. With this data in mind, the Petal It Forward team is not only spreading happiness to lucky Franklin residents who receive the flowers but arming these recipients with the tools they need to Petal it Forward and spread happiness to others: An extra flower bouquet to share with a loved one, coworker or even a stranger.

“We see the positive impact day in and day out when we make our flower deliveries,” said Jennifer Guerin, owner of Blooming Artisan at Hillside. “People love to get flowers ‘just because’ so we wanted to create random smiles today and give people a chance to do the same for someone else.”

A survey by SAF illustrates the impact of flowers. The results reveal the many benefits of flowers, including their positive effects on one’s emotions and happiness, and back up previous research studies on flowers conducted by Rutgers, Harvard and Texas A&M. The following are highlights from SAF’s survey results:
When it comes to happiness, it’s just as good to give flowers as it is to receive 88 percent of Americans report that giving flowers makes them feel happy, while 80 percent reported that receiving flowers makes them feel happy.
Just being around flowers improves your mood: 76 percent of Americans agree that having flowers in their home or office improves their mood.
The best reason to receive flowers is “just because”: Women (92 percent) are more likely to agree with this, but most men (three in four) also share this sentiment.
Florists to the rescue! Nearly four in 10 Americans indicate florists have helped them in a past or current relationship; most frequently to say, “I love you,” or schedule a surprise delivery.

“The impact of giving or receiving flowers is powerful and memorable,” said Guerin. “It can turn an ordinary day into an extraordinary one.”

Guerin and the Petal It Forward Team will give away 70bouquets to people on the street. After receiving their flowers, recipients are asked to spread the happiness by gifting their extra flower bouquet and sharing their happiness on social media using #petalitforward.

The Franklin Town Council will hold a Public Hearing to consider rescinding its approval dated November 15, 2023 of an application by Heeru Corporation d/b/a Devita’s Market, located at 198 East Central Street, Franklin, MA for a transfer to it of a Section 15 All Alcoholic Beverages Package Store License presently held by Devita’s, Inc. d/b/a Devita’s Market, to be exercised at the same location for noncompliance with the time requirements set out in G.L. Chapter 138, Section 16B

This hearing will be held on October 30, 2024 at 7:00 PM and will provide an open forum for discussion. Location: Municipal Building, 2nd floor Council Chambers, 355 E. Central St., Franklin and will also be available via the “ZOOM” platform.
