Finance Committee gets a good discussion on policies, and an update on the grant process yielding $112M over 10 years (video)

The Franklin Finance Committee met on Wednesday as scheduled March 11, 2026. 6 members were present, 2 absent (1 open position reportedly to be filled soon).


Quick recap
  • a healthy and engaging discussion on the policies, to be resumed at one of the budget hearings in April before making a recommendation on changes (if any) to the Town Council
  • Presentation on the grant process and the yield of $112M over 10 years, an average of $10M/year
  • Future Agenda Items / Next meeting Dates:
    • a. April 6, 7, 8 & 9, 2026 - Anticipated Finance Committee Budget Hearings
    • b. May 28, 2026 - FY27 Budget discussion - first look at health care numbers as open enrollment would have closed Apr 30
    • c. June 3, 2026 - FY27 Budget discussion and vote to recommend budget with changes (if any) for the Town Council to vote on at their June 10 session

Reminder: Regular curbside schedule for this week; Beaver St Recycling Ctr hours added


"Good morning!  Working with the Town Administrator and members of the Town Council, the following is planned to help folks that have been affected or will be affected by a trash and recycling missed pick-up or cancelled pick-up last week or this upcoming week caused by the Blizzard of 2026.

Free overflow bags (2) will be provided to residents who live in affected areas.  The affected areas are the Friday trash and recycling route and certain areas of the Monday route that could not be serviced.

To get these free overflow bags, come to the Franklin Public Works Administration Building at 257 Fisher Street with an ID.

Additionally, the Beaver Street Recycling Center will be open the following hours next week:
  • Monday, Tuesday, Thursday and Friday from 9AM to 2:30PM
  • Wednesday from 9AM to 6PM
This will allow the affected residents mentioned above to drop off trash or recycling if needed.  A sticker is not required, but please bring an ID."

DPW with a curbside schedule change for next week; back to normal schedule (audio)

Per the 5 PM  (2/27/2026) all-call from the Department of Public Works

"Good evening Franklin, this is Brutus Cantoreggi, your Public Works Director. 

I have important information regarding trash and recycling pickup. Working with the Town Administrator, the Town Council, resident ideas, and Waste Management, this is the plan going forward. 

We will continue with the plan for tomorrow, Saturday, to pick up Thursday trash and recycling. 

Next week, starting Monday, we will resume the regularly scheduled trash and recycling pickup plan. Monday will be on Monday, Tuesday on Tuesday, etc. 

There will be a dumpster available for those who really have a trash surplus issue.  Just go to the recycling center on Beaver St. for instructions. 

Once again we are just resuming normal trash and recycling pickup next week.

In days of yore, when someone’s stated claims just didn’t make sense we used to say, “ Wait. That just doesn’t add up.”

Today, the street says, “ Yo, that math ain’t mathin’.”

Enter the spreadsheets. I love Excel. That sounds so – nerdishly geeky. But, it’s true. Why? Because math is truth. If you can’t measure it, you can’t manage it. In a time when our cable funding is slowly shriveling up from cord-cutting, we all need to work and ‘math’ our budgets with sharper pencils. (Sharper – mouse-clicks?)

As Public Access TV folks, we strive to do more with less. Is what we do ‘enough’? The best way to answer that is, “What would our services cost – if we didn’t exist?” Although our media services are free, what’s the fair market rate for what we do?”

So, every year I recreate a standard media services ‘Line Card’. It’s a breakdown of all the gear and labor that goes into a media project – from first idea to final release. I develop a detailed reference ‘Line Card’ as a Menu of our equipment and services. (I’ll have the Two Cameras – with a side of audio, please.) It averages the market rate services from ‘for hire’ media and production companies across the country.

Then the fun begins. I combine and tally services for the types of productions we create. I model studio projects; location projects. Then I tally all the episodes we produce for each program series, school games, civic events, government meetings. It’s our report card. It’s our North Star. It’s – a lot.

In fact, it’s typically 2.3x to 2.6x our income. What does that mean in real numbers?

‘For hire’ media needs a margin of at least 1.8x just to survive. We’re healthy, so far.

Franklin has 33,000 residents. At $18 per capita (and dropping), our annual income is around $594,000. Our ‘fair market’ value total is $1,425,000; 2.4x our income. This is what a performance reality check should look like. The numbers reveal all.

Our math? It’s totally mathin’. It’s not the income that matters. It’s the outcome.

Trash Pickup Schedule 1/19/26 - 1/24/26 (Yes, there is a change due to weather !!! )

Update from Waste Management

Due to the incoming weather pattern, Trash and Recycling will NOT be collected on Monday 1/19/2025

Each day this week, trash & recycling curbside collection will be delayed by one day.

Monday's route (1/19/2025) will be collected on Tuesday (1/20/2025). 
Tuesday's route will be collected on Wednesday (1/21/2025). 

This pattern will continue, and conclude with Friday's route (1/23/2025) being collected on Saturday (1/24/2025).

Monday: Commuter Rail will operate on regular weekday schedule for MLK Day - Jan 19, 2026

On Monday, January 19th, for MLK Day, all Commuter Rail line trains will operate on a regular weekday schedule.


Affected lines:
  • ALL

Franklin/Foxboro, Providence/Stoughton and Fairmount Line passengers:
The Amtrak infrastructure repair work has been completed and effective Mon. 1/19, trains resume operating on Fall/Winter schedule available now at mbta.com/cr.
