- Bryan Taberner provided an update on moving to compliance with the MBTA requirements and per the update from MAPC, changing the commercial mixed use parking requirements would provide sufficient units to become compliant
- The initial proposal would be to remove commercial parking minimums for mixed use, keeping residential parking minimums. This would not change the other single use commercial requirement for parking minimums. The calculation would produce enough units to be compliant with MBTA community requirements. It would also require a definition of "mixed used", something already recommended from the Franklin For All project
- The ensuing discussion revolved around removing parking minimums (period). arguments put forward on both sides, ultimately agreeing to move the proposal as amended to remove all parking minimums for discussion at the Town Council and if consensus to further the process by referring to the Planning Board, etc.

Economic Development Subcmte reviews and sets priorities for remainder of year (audio)

40r was the #1 priority for MAPC, within which the specified design standards and dimensional standards (lot coverage, stories, setbacks, etc.) really need to be addressed whether we do 40r or not
Shared parking policy (maybe some incentives to entice coordination for private space)
Review sidewalk snow removal bylaw (review map put together by Brutus)
Research changes to the home occupation business bylaw (interested in but will take time to do properly)
Review the marijuana overlay district (some adjustments needed, Kenwood Circle, Amgeo on Washington St, etc.)
Review the cell phone tower overlay district and consider a 5G local permitting bylaw (maybe just research required)

A "Franklin For All" discussion on buildable & affordable - 04/12/23 (audio)

Consider this a continuation of the downtown zoning discussion from the “Franklin For All” project which is underway with review and discussion at the Economic Development Subcommittee Plus meetings that Melanie Chairs and for which Cobi is Vice-Chair.
We were joined by Joe Halligan for this session to include his insights as a former Planning Board member, Franklin developer, and recently appointed to the Master Plan Update Committee.
The conversation centered on the numbers Joe had walked through at a prior EDC Plus meeting (Nov 2022) on the costs of combining parcels to make a buildable project. We define ‘buildable’ from a developer’s perspective to help differentiate from the two definitions of affordable (Capital A - affordable as set by Federal HUD and State calculations, and lower case “a” affordable, what someone could afford which will still vary by situation).

Economic Development Subcmte Plus votes to move accessory dwelling zoning changes forward (audio & video)

Quick recap:
A revision to the posted document for discussion was handed out to the committee members (not found on Town page as we go to press)
There were effectively three proposals requiring a vote, one on the accessory dwelling unit (ADU) definition, one on the use table and one on additional language
After some discussion, motion made to move the three to the Town Council, seconded, during discussion, Frongillo provides language to amend the definition as he is getting two answers to a question and the clarification is required. Amendment get s 3-3 (Frongillo, Hamblen, Sheridan for; Hunchard, Rondeau, Wierling no) vote, meaning it does not pass
Frongillo makes a second amendment which also get a 3-3 vote (same alignment as prior 3-3 vote) and doesn't pass
The vote on all three finally comes and it passes 5-1 (Hunchard no)
Motion to adjourn, passes 6-0 via roll call
