Talking about the Master Plan Committee with Glenn Jones - 02/06/23 (audio)

This session of the radio show shares my conversation with Town Councilor Glenn Jones. We met in the Franklin TV & Radio Studio to talk about the opportunity to help develop the “Master Plan” for Franklin


The Committee was recently established by the Town Council (01/04/23 meeting). Glenn has just been appointed as Chair. Councilor Cobi Frongillo will be Vice-Chair and Councilor Melanie Hamblen will be Clerk of the committee.


Applications for the 6 resident members of the committee are open and due by March 3, 2023.

Inclusionary zoning moved to Town Council by unanimous Economic Development Steering Cmte vote (video)

The Economic Development Subcommittee "Plus" met as scheduled on Wednesday in a longer session and they accomplished in the longer session what they had not been able to do in their shorter session; have a healthy discussion and bring multiple topics to a conclusion. 

After multiple votes to narrow down the choices on a couple of items in the table, agreement was reached and the full inclusionary zoning referral was made unanimously.

Madalene Village docs from the archives

The initial application information and series of documents as Madalene Village moved through the Franklin approval cycle had been posted here and while the posts are available, the links to the docs themselves got broken over time.

The Mass EPA has scheduled hearing and input sessions for their portion of the approval required, in particular to the proposed move of the stream (at least as I understand it).

“Franklin For All” Steering Committee (or EDC Plus)

First - purely an economic development item - the next set of lot line zoning map adjustments. A continuing project and this is the next set of changes. The item after discussion was recommended to the Council for review and consideration.

 

Second - for the Plus side of the committee as it attempted to cover two zooning bylaw proposals that are an outcome of the Franklin For All study as well as part of the MBTA Community planning required. The committee got into a good discussion on one of the two changes proposed, did not get into the second and will pick up the discussion at their Nov 30 meeting.

Economic Development Subcmte hears timeline on Franklin For All projects; reviews & forwards parking changes to Council (audio)

Quick recap:

Franklin For All portion

  • Full steering committee reviewed the priority listing and time line developed by Planning and Community Development Dept after the steering committee had set the priorities for the Franklin For All recommendations during their August meeting

  • Much of the discussion was around clarification on what was included, what was not, and why

Parking bylaw proposal portion of meeting

  • Just the Council members remainder on the dias for the longer section of the meeting around the parking proposals (B Wierling did move to the audience and ended upon commenting on the proposal as a resident)

  • There was much discussion and input from community and business members on aspects of the proposal

  • The subcommittee voted to move the recommendations forward to the Council with a variety of votes. At first they attempted to move all forward, by a 4-0 vote. When they were advised it was complete, a more refined set of votes on aspects of the proposals results in 3-1 votes (Hamblen, Frongillo, Sheridan for; Jones against). Another motion for an amendment (for residential parking) by Sheridan did not get a second so it died there. One of the proposed amendments (from Frongillo) was to expand the role of the Town Administrator to set more than just the rates. This was objected to (by Jones) and the resulting discussion did not result in a vote

  • The proposals will come before the Council at one of the October meetings

What is 40b? Why is Town of Franklin proposing a "Friendly 40b" Process?

Chapter 40B, the Commonwealth's regional planning law, promotes responsible housing growth by creating a streamlined permitting process for eligible projects that utilize subsidized financing, and that meaningfully accommodate lower-income residents.

Since its passage in 1969, Chapter 40B has supported almost all affordable housing construction in Massachusetts outside of the Commonwealth's largest cities. Approximately 70,000 total units have been produced under Chapter 40B, of which over 35,000 units are restricted to households making less than 80% of the area median income (AMI).

Chapter 40B promotes regional planning solutions and new housing consistent with local and regional planning needs. The law balances the regional need for affordable housing development with local public health, public safety, design, and environmental welfare needs.

The statute allows eligible affordable housing developments to receive a comprehensive permit, even when projects require waivers of local zoning. In cities and towns that achieve certain affordable housing production goals, zoning boards of appeal may reject 40B proposals without facing an appeal from the developer, giving those communities great discretion over 40B development. Municipalities that have not achieved minimum affordable housing production thresholds have a more limited ability to reject 40B proposals.

The Town of Franklin is currently over the 10% minimum affordable housing and wants to stay that way, hence they are proposing a “friendly 40b’ process to help foster affordable housing growth.
