MBTA: Fare and Service Proposals, Public Outreach

MBTA ReviewMassDOT today released proposed fare increase and service reduction plans for the MBTA aimed at closing a projected $161 million budget gap for fiscal year 2013.

Earlier estimates projected the gap would total approximately $185 million for FY13.  The MBTA has taken aggressive steps to reduce that deficit: reducing energy purchase costs, planned introduction of single person train operation on the Red Line, encouraging MBTA employees to enroll in more affordable health insurance plans and other operating and administrative efficiencies.  However, growing debt service costs associated with capital projects, significant increases in maintenance costs for an aging fleet and higher costs for the RIDE mean additional solutions are necessary.

The proposed fare increases and service reductions released today are aimed at closing the FY13 deficit.

"While the MBTA continues to identify and adopt strict measures to close the budget gap, less costly ways of doing business and additional revenue-generating measures are necessary," said MassDOT Transportation Secretary and CEO Richard Davey. "I am confident with the public's involvement in this process we can review the study, propose recommendations, and together generate new revenue to continue the progress the MBTA has made in serving its customers."

In order to fully engage transit users in the process, the MBTA will host more than 20 public hearings over the next several months. A final fare increase and service reduction recommendation will be made to the MBTA's Board of Directors this Spring and changes will be implemented on July 1, 2012.

In addition to rising operating costs, annual revenues continue to be insufficient to fund the system.  Sales tax revenue allocated to the MBTA has increased by only 0.08% annually since fiscal year 2001, resulting in growing budget gaps since the orginal projections were made with the expectation of forward funding. While the MBTA was a beneficiary of the 2009 sales tax increase, the annual growth in sales tax revenues is not enough to address continuing increases in the cost of service on all modes.

"With MBTA ridership at record levels, the demand for the services we deliver is unquestionable,"   said Acting MBTA General Manager Jonathan Davis.  "I look forward to an open and transparent public process that will lead to recommendations on how we can continue to satisfy demand while addressing the T's financial crisis."

As only one of two transit properties in North America that has not raised fares over the last five years, the MBTA has worked hard to identify ways to save money and reduce costs, while improving customer service.  From investments in accessibility improvements to use of modern technology to improved transparency, the MBTA is committed to responding to the needs of its customers.

The Fare Increase and Service Reductions Study will be available on Wednesday, January 4 at www.mbta.com.

Franklin commuter line will be delayed Sept. 25, Oct. 2

On Sunday, Sept. 25 and Sunday, Oct. 2, the Massachusetts Bay Commuter Railroad Company will perform necessary track work on the Franklin commuter rail line between the Norwood Central and Walpole stations. This essential work, which is necessary for safe, reliable service, is scheduled from 6:00am to 8:00pm on Sundays to minimize interruptions to customer service.

MBTA - Franklin Line - expect delays Sunday, Aug 14


On Sunday, Aug. 14, all outbound trains will terminate at the Norwood Central Station with substitute bus service shuttling passengers to Walpole Station. All inbound trains will terminate at Walpole Station with substitute bus service shuttling passengers to Norwood Central Station. 
Delays of up to 30 minutes are expected

Franklin/Dean Station looks better now!

Local Eagle Scouts from Franklin organized a beautification project with the help of the Massachusetts Bay Commuter Railroad Company for the Franklin/Dean College commuter rail station. Scouts and MBCR staff planted shrubs and flowers as part of the project. 
MBCR operates the commuter rail system under a contract with the MBTA.

MBTA: New Locomotives, New Look

The MBTA has unveiled the new look for the new generation of Commuter Rail locomotives.  Nearly 14,000 people responded to three design choices in a two-week online survey.  The design chosen above got 50% of the vote.   The chosen design has the largest T logo on the side- three times the size of the current logo.
You'll begin seeing the new locomotives with the new look in the winter of 2012-2013, when the first of 20 new locomotives purchased are delivered from the manufacturer, Motive Power Inc. of Boise.
The $114 million investment represents the MBTA's first major locomotive procurement in more than 20 years.

New Look Locomotives

MBTA Locomotive Design option1 As the manufacturing and production of 20 new locomotives gets underway, the MBTA is asking the public to help choose a design scheme that reflects a new era in the delivery of MBTA Locomotive Design option2
Commuter Rail service.  Beginning Tuesday, visitors to www.mbta.com will be presented with three options from which to choose, seen at left.  The on-line preference poll will be available for two weeks.  The design options will also be on display at North and South Stations.

The MBTA is purchasing a new fleet of twenty diesel-electric passenger locomotives from Motive-Power Incorporated of Boise, Idaho.  The $114 million investment represents the MBTA's first major locomotive procurement in more than 20 years. Employing the industry's newest technological advances, the locomotives are being designed and built to operate more efficiently, reducing fuel use and emissions while significantly improving performance and reliability.  The new locomotives will be in service by 2013.

MBTA readies crackdown on parking delinquents

Wow - if you park at either of the Franklin MBTA lots, please take care. $21 is pretty steep for missing to pay!

The state is about to drop the hammer on parking scofflaws at its 95 parking facilities throughout the commonwealth. Starting July 1, the Massachusetts Bay Transportation Authority will assess a $21 fine for delinquent payments made by commuters at its network of parking lots and garages. The current penalty for nonpayment of daily parking charges at MBTA lots is $1. Jonathan Davis, the MBTA's chief financial officer since the mid 1990s, said the move was endorsed by the authority's board to enhance collection rates and incentivize commuters to pay parking fees in a timely...

FYI - Boston Subway users

In order to collect data on the behavior of airborne contaminants, the study involves releasing non-toxic, inert, odorless gas and particle tracers into the subway system. Particle and gas concentrations will be sampled in more than 20 stations and in subway cars across the MBTA subway system.  The deliberate release of chemical or biological agents is of primary concern, but the study also helps researchers understand airflow for smoke or unintentional spills of chemicals or fuels.  This research can be used by the MBTA in developing evacuation, ventilation, and other incident response plans.

MBTA Parking Made Simple

MBTA GM Davey, West Natick, July 22, 2010 MBTA General Manager Richard Davey visited the West Natick Commuter Rail Station today to demonstrate the new and easy way to pay for parking at T lots.  The visit is also the latest stop on his "Join the GM" series of sessions along with his senior staff to listen to customers' questions and concerns.  

Beginning Friday, July 23, a simpler system for parking lot payments will allow daily commuters and visitors to use their mobile phones and an online account to pay for parking at MBTA lots.

Customers parking in MBTA-owned and operated lots with existing cash honor boxes will be able to pay for parking online or via phone while in their cars or once they board a train, bus, or commuter boat. 

As part of a new partnership with Parkmobile USA, customers can visit www.parkmobile.com and enroll in the new program for free, and have access to their on-line accounts 24 hours a day/7 days a week. T riders can also download a mobile app.

Once registered, customers can use the mobile app, the internet, a text message or a phone call to pay for parking. TTY service is also available. The phone number will be displayed on signs at MBTA parking facilities.

The new service will be available for 23,733 parking spaces at nearly 70 MBTA-owned lots with existing cash honor boxes. In the weeks ahead the T will work to expand the new system to lots that are not operated by the MBTA.  Only two U.S. transit systems offer more parking spaces than the MBTA.

MBTA Commuter Train The MBTA Board of Directors has approved the purchase of 20 new diesel electric locomotives for commuter rail service.  The $114.6 million contract with Motive Power Inc. of Boise, Idaho will deliver the new locomotives beginning in 2013.

The acquisition of new locomotives is a high priority for the MBTA and is a critical element in improving commuter rail performance and service. 

The MBTA operates a fleet of 80 revenue service locomotives, the oldest of which were manufactured between 1978 and 1980.  Overhauled in 1989, these locomotives were programmed for retirement in 2005.  The purchase will allow the MBTA to remove the 20 oldest and least reliable locomotives from service, eliminating associated armature and traction motor failures. 
In addition to realizing increased reliability, the MBTA will significantly reduce locomotive emissions.  The new units will be required to meet "Tier 3" emission standards as regulated by the EPA.  Advancing the delivery of this cleaner technology will reduce fuel consumption by approximately 730,000 gallons per year and will reduce the following in emissions per year; particulate Matter – 26 tons, Hydrocarbons – 38 tons, and Oxides of Nitrogen – by 924 tons.  The reduction in fuel consumption will save an estimated $1.5 million annually.  Visit MBTA on the web to learn more and purchase commuter rail tickets.

Control Coach Changes
Monday, January 11, 2010!
Effective January 11, 2010, except in the case of emergency, customers will no longer be allowed to enter or exit from the "operating end" of the control coach. The engineer operates the train from this location on inbound trips. Upon arrival into Boston, there are mandatory safety duties for engineers to perform which do not allow for foot traffic through the operating end of these coaches.
Signs will be placed on the coach door on that end of all control cars to remind customers of this rule.

Commuter rail seeks customer feedback

In an effort to be more responsive to customers, the Massachusetts Bay Commuter Railroad today introduced a program to solicit feedback from customers and to better inform management on all areas of performance including fare collection, cleanliness and on-time performance.

In a press release, Richard A. Davey, general manager of the commuter railroad, said, "It is critical that we hear from customers about our performance and that we remain accountable through providing accessible performance statistics are to riders.

"By putting our on-time performance on the internet and in stations, we will ensure riders have every opportunity to know about our efforts to provide safe and reliable commuter rail service."

The commuter rail company is asking customers to grade performance, by signing up to take part in a week-long electronic survey about the service they have experienced on their train. Customers completing this survey will be entered into a drawing to win a free monthly pass. As part of its customer information efforts, the company will post monthly on-time performance numbers online at www.mbcr.net and at South, Back Bay and North stations.

This is the latest MBCR effort to better understand the service their customers receive and to provide customers with easily accessible performance records for all commuter rail trains operated by MBCR on behalf of the Massachusetts Bay Transportation Authority (MBTA), Davey said.

The program is part of MBCR's ongoing effort to raise awareness of the company's goal to achieve at least 95 percent on-time average performance throughout the system and to improve the traveling experience.

MBCR operates and maintains the fifth largest commuter rail network in the United States under a contract with the MBTA. MBCR provides service to 40 million passengers a year in nearly 80 cities and towns in Massachusetts, as well as Providence, R.I.

My 2 cents: If the MBCR/MBTA really wants to listen to the riders, all they need to do is pay attention to what the riders are already saying on their blogs or in Facebook, Twitter, etc. about the performance. Even Clever Commute is a better peer-based information delivery system on what is hapening with the schedule than the current T-Alerts.

Hello Everyone!

I hope you had a good weekend and enjoyed that extra hour of sleep! Here’s a brief update on recent school issues in Franklin…

New Superintendent: The Franklin School Committee moved closer to appointing a new Superintendent last week, unanimously endorsing the candidacy of Deputy Supt. Maureen Sabolinski. Ms. Sabolinski has been a resident of the Franklin for 16 years, and has worked for the Franklin schools for most of that time, starting in special education and eventually working her way up to become second in command. Her children went through our schools, and Maureen has experienced just about every issue one can imagine as both a parent and as an administrator – budget challenges, redistricting, the opening of new schools, personnel evaluations, etc. The next step for the Committee is to work out a smooth transition for Ms. Sabolinski to officially take over for outgoing Supt. Wayne Ogden.

School Calendar Survey: So many parents have expressed strong feelings about the fact that classes in Franklin begin before Labor Day that the Superintendent’s office has launched an online survey on the topic. Parents are strongly encouraged to make their views known at: http://tinyurl.com/576yjn. With only eight questions, completing the survey should be quick and easy. Please feel free to pass along the link to others in the school community. The survey will remain open until November 24.

Field House Advertising: Last week, after months of study, the School Committee voted unanimously to authorize a pilot program allowing advertising within the Field House at Franklin High School. Ads in the style of 4’ x 6’ vinyl banners (navy blue with white lettering) will be available for sale at $40/month with a minimum three-month advertising commitment. The banner ads will be hung along area where the curved roof meets the building’s long walls. By conservative estimates, some 45,000 adults attend or participate in events at the Field House each year, and potential advertisers began coming forward within hours of the Committee vote. The success of the pilot will be evaluated in six months. School Enrollment: The total number of students enrolled in the Franklin Public Schools declined by 26 to 6,232 as of September, compared to the 6,260 students on the books when the 2007-08 school year ended in June. Elementary enrollment declined by 63 students during the period, and the number of middle school students decreased by eight. Franklin High began the 2008-09 school year with 43 more students than last year, bringing the student body at FHS to 1,617. In case you are wondering, total Franklin Public School enrollment has increased from 5,962 in May 2005 to 6,232 as of September 2008. That's an increase of 270 students (4.5 percent) during the course of the last four school years.

FEF Casino Night: The Franklin Education Foundation is holding its Third Annual Casino Night on Friday, November 21 at 7 p.m. the Elks Hall in Franklin. This has become a much-anticipated fun, adult event. As with the popular FEF Trivia Bee, proceeds from Casino Night go directly into grants for teacher initiatives at all levels of the Franklin Public Schools. This year’s event will feature Blackjack tables, Roulette, a Money Spinning Wheel, and a Silent Auction. A limited number of tickets are available at $25 each, or six tickets for the price of five. Commuter Rail Parking Rate Hike: As many of you know, parking fees at MBTA commuter rail stations are scheduled to double as of November 15. If you’re a daily commuter rail user like me, the proposed hike is maddening. It’s insensitive to the needs of working families during the worst economy since the Great Depression; it sends the wrong environmental message at a time when we all want to use less fossil fuels; and, it targets just one class of MBTA customers, the commuter rail riders who have already absorbed recent fares hikes and who play a big role in the capital city’s workforce.

Unless the cost of painting yellow lines on tar has dramatically skyrocketed, I feel certain the T is already making a sizable profit on commuter rail riders.
