FM #377 School Committee Mtg - 10/27/20 P3 of 3 (audio)

FM #377 = This is the Franklin Matters radio show, number 377 in the series. 

This session shares one of three segments for the Franklin, MA School Committee meeting held on Tuesday, Oct 27, 2020.

Franklin Art Association meeting on Nov 4 features Nan Hass Feldman

The Franklin Art Association’s monthly Zoom meeting is scheduled to take place next Wednesday, Nov. 4, at 6:30 PM.  It will feature a demonstration by acclaimed artist Nan Hass Feldman.  A bio is below this, along with her photo and some photos of her work. 

"Nan Hass Feldman has been painting for more than 40 years. In that time she has had 49 solo exhibitions and has been included in over 50 group shows, and 28 museum exhibitions. She has work in private collections in five countries; in corporate collections such as Fidelity Investments, Meditech, and Veryfine Products; and in hospital collections, including Boston Children’s, Brigham and Womens, and the Mayo Clinic.

For many years she has taught in the Boston area, including at the Museum of Fine Arts, Worcester Art Museum, the DeCordova Museum, Danforth/Art, and Framingham State University, and, since 1999, she has also been leading painting retreats in France, Greece, Italy, and Mexico, and, recently, in the Mediterranean, Baltic, and Caribbean, forOceania Cruises. At present, Nan is part of a community of artists who live and work at Boston’s historic Fenway Studios.

Her awards include two Frances A. Kinnicutt traveling fellowships from the Worcester Art Museum to paint in Oaxaca, Mexico, and in the Dordogne Region in France; the Basil H. Alkazzi National Acquisition Award; the Liquitex Fine Art Achievement Award; and a Massachusetts Arts and Humanities Foundation Commission from the Museum Without Walls.

As Nan briefly describes her work, she says: “For me, art is really about enhancing and interpreting reality to create a more positive and joyous world.”

School Committee meeting Oct 27, 2020 - Recap

Quick Recap:
  • An extended discussion on the re-opening update from Superintendent Ahern as the schools transition from remote to hybrid. Issues acknowledged around communications (i.e. notifications), technology, developmental appropriateness for K-1-2 students, among items discussed.
  • SchComm member (Keenan) spoke in citizens comments (as a parent) to raise issues with the COVID-19 communications protocol around who gets notified about what.
  • Presentation on the Davis Thayer facility analysis touted as '20 minutes with time for Q&A' goes for 1 hour and twenty minutes and initially leaves out parent/community Q&A. 
  • The report is more than what was asked for as Davis Thayer was the initial question but once started, other questions arose to be addressed. Multiple options were laid out. Many questions remain to be addressed by the School District and the DT subcommittee. It is likely the study could result in a short term proposal from the DT subcommittee and a longer term plan with another committee formed to address the long term issues raised by the report (excess under utilization of facilities).
  • Next set of MASC resolutions addressed. Update on the Oct 1 enrollment provided. Further update coming from McKibben on the demographic study he prepared for the DT analysis (time TBD).
  • SchComm entered executive session and did not return to open meeting.

In accordance with the Town of Franklin Zoning By-Laws, the Franklin Planning Board will hold a Remote Public Hearing on Monday, November 16, 2020 at 7:10 PM, for a Special Permit and Site Plan application titled “Proposed Drive Thru at 52 East Central Street” Franklin, MA prepared by Choubah Engineering, N. Dartmouth, MA, and submitted to the Department of Planning & Community Development on October 20, 2020, by 52 East Central St, LLC, 1 Iron Gate Dr, Franklin, MA.

The property is located in the Downtown Commercial Zoning District (Assessors Map 286 Lot 037) at 52 East Central Street. The applicant is proposing to construct a drive thru window at the existing building. The purpose of the Special Permit and Site Plan Modification is to allow a drive thru facility under 185 Attachment 3, Part II Section 2.16 of Franklin’s Zoning By-Law regulations.

“The clock has run out on us"

From CommonWealth Magazine we share an article of interest for Franklin:

"THE TOWN OF WEYMOUTH will drop its ongoing legal fight against a controversial natural gas project, and energy giant Enbridge will pay the municipality $10 million as part of a newly reached host community agreement that immediately drew condemnation from opponents of the compressor station.

With the compressor station already built and awaiting permission to advance after recent emergency shutdowns, municipal and company officials announced a joint agreement Friday, ending years of courtroom battles.

Enbridge will pay Weymouth $10 million within 30 days. Town officials said in a press release that the money will go toward a range of public safety, infrastructure, and environmental uses.

The company will also help the town seek changes to the state tax structure in an attempt to avoid a “less favorable property tax structure from being applied to the compressor station upon operation,” the town wrote in a press release. If successful, Weymouth could collect up to $28 million more in property taxes over the next 35 years. "
