'They delivered what our community needed'

The Milford Daily News has an article on the changes in the MA school building process. The prior organization providing oversight didn't do so well. The current Massachusetts School Building Authority has created a new operation and is accomplishing much.

Tom Mercer, Chair of the Franklin School Building Committee working on the high school project has experience with the prior organization and has seen changes.
Mercer said the MSBA now has a more active role in building, which initially surprised him. 
"I will say that in the very beginning, when we started the new high school project, I wasn’t sure how happy I was with the (MSBA) being right there with its thumb over us, approving everything we did," he said. "But the more we have gotten into this project with the MSBA, I can tell you it’s just wonderful."

Update: New Franklin High School

What has happened since the Franklin voters approved the debt exclusion for the new Franklin High School?
While it seems like nothing has been happening, the Building Committee has been quite busy. The paperwork was all completed so that the project could get out to bid which it did, on schedule. The bids are due this month.


What time line are we looking at now?
The construction will occur during three stages.
"Stage one begins on Oct. 12 and runs until the middle of June 2013. Phase two starts on Aug. 16, 2013, ending in the fall of 2014, as students move into their 306,543-square-foot school.
And the razing of the old building and planting of the new field gets under way shortly after, finishing up sometime in the spring of 2015."


How can I find out what is happening during these three stages?
"Since the project's earliest days, the School Building Committee has maintained an active social media campaign built around community awareness. This summer, committee member Ed Cafasso rolled out an updated website and Facebook page as part of the effort. 
"Social Media, especially Facebook, has been critical for a project like this, because so much of it is visual," Cafasso said. "It allows you to post pictures and renderings and share those easily. Based on what we saw during the early campaign, the Facebook page will be a valuable tool for keeping people in touch with all the latest developments over the next two years."

News on the New Franklin High School Project!

Hello everyone,

Hope you have had a great summer! Hard to believe it's "back-to-school" time in Franklin already.

It's been five months since the March 27 vote to overwhelmingly approve financing for the construction of the new Franklin High School. The Franklin School Building Committee and the management and design team worked throughout the summer to prepare the project to go out to bid on August 10.

In just one month, those bids will be open and, shortly after that, construction is scheduled to begin!

To keep the community up to date on the latest developments on the construction of the new FHS, the web site used during the campaign has been re-tooled to provide new information and new pictures on a regular basis. The web address is the same: www.newfhs.com, but you'll find summaries of new information right on the home page and elsewhere on the site. Please take the time to visit www.newfhs.com.

The web site will be updated weekly as developments warrant. If folks have questions about the new FHS project, visit the "Ask Us" page of the web site or send questions and comments by e-mail at the franklinhigh2014@gmail.com. Please be patient. Remember, this is a volunteer effort. Inquiries will be answered as soon as possible.

Another great way to keep in touch with the latest developments on the new FHS is through the NEW community Facebook page created for the construction phase of the project. You can "like" and follow the page at www.facebook.com/thenewfhs. Remember, this is a NEW Facebook address. The page created during the campaign is being phased out. More than 400 people have "liked" the Facebook page since it was launched on Saturday.

There are no plans at this time to send out weekly emails with project updates. The web site (www.newfhs.com) and the Facebook page (www.facebook.com/thenewfhs) will be the chief ways to stay informed, as well as through news generated by the Building Committee, the Franklin School Committee, the Town Council, the Franklin High PCC and others school PCCs in town.

Every effort will be made to secure coverage of the progress toward the new FHS in the Milford Daily News and the Country Gazette, but the best way to stay on top of important project developments – including how construction will be phased and new renderings of key interior features – will be through the new FHS web site and Facebook page.

Funding for new Franklin High School approved by state

With the funding approved by the state, the next step will occur at the Town Council meeting on Feb 1. The Town Council will hear this news officially from the School Building Committee and then discuss the amount and date for the debt exclusion vote.

High School Project - Updated pictures and November's monthly report

The news of the total cost of the high school project is now public. $104.5 million of which Franklin taxpayers would be responsible for $47 million. Assuming the MSBA approves the proposal and Franklin voters pass the debt exclusion to authorize the increase in taxes to pay for our share.

"The cost to the town is expected to be $47 million"


The School Building Committee has come up with a pricetag for the proposed new high school: $104.5 million. 
The committee submitted one of its final drafts of the school plan to the Massachusetts School Building Authority more than a week ago, and the authority is expected to accept or deny the plans by Jan. 25. 
After that date, Franklin has 120 days to pass a debt exclusion to pay for the project.

High School Project - Part 1 (audio)

This first segment covers the opening remarks by School Building Committee Chair Tom Mercer.

Tom review the origins of the planning for the school, the drafting of four plans including a couple of renovation options, and eventually the invitation by the MSBA to join the Model School program. This option provides the best reimbursement rate to the tax payers of Franklin. While some may still say that renovation is the way to go, there is no money for reimbursement of renovation costs for the field house from the state.

If Franklin insists on renovation, then the entire bill would be paid for the the taxpayers of Franklin. If the model school option is approved, then up to 58% of the costs would be paid for by the Commonwealth.

Fact:
New facility is 306,543 sq. feet.
Existing facility is 312,571 sq. feet

While the new high school would be about 6,000 sq foot smaller, it would increase the educational space by 30,000 sq feet. One factor for this increase is that the number of classrooms increases from 52 today to 58 in the proposed facility.

Jim introduces members of his team and then gets into some background information on his firm. How they have worked designing schools and how the MSBA developed the 'model school' program. There is an additional 5% reimbursement available from participation in the 'model school' program.

Whitman-Hanson was the facility they designed that serves as one of the four model schools and the one Franklin has chosen.

Facts:

  • The model proposed will include an 850 seat auditorium
  • Dec 9th due date for the project scope and budget package that will be submitted to MSBA (first real dollars associated with the total project)
  • 60% construction documents due approximately in April 2012
  • 6 cost estimates done and validated at three different times along the way
  • Construction could begin in the Fall of 2012

High School Design Photos

Three of the display boards available Thursday night at the first of a series of informational sessions on the new high school are shown here.


The first shows some views of the building being proposed.



The second shows the positioning of the new building where current ball fields are located. The existing building would be removed and replaced by the ball fields shown in this layout.



This photo shows the layout of the third floor of the new building. The area to the right is classroom space. The area to the left would be inaccessible areas for the two floors below.



"Everyone's number one thing is cost"



Franklin's proposed school is based on a state-approved model, Whitman-Hanson High School, built by architectural company Ai3. School officials expect 57.8 percent reimbursement in state funds for using the plans. 
"We really think this is education for the 21st century ... and it can be adapted down the road for who knows what happens in 40, 50 years," Superintendent Maureen Sabolinski said. 
The town has hired Ai3 to modify the Whitman-Hanson design to fit Franklin. The project requires state approval at several points, and eventually voters will have to decide whether to fund the project with a debt-exclusion override. 
The current high school does not comply with the federal Americans with Disabilities Act, which has put Franklin on the warning list to lose its accreditation.

Live broadcast - School Building Forum


The first hour and fifteen 26 minutes were recorded and simultaneously broadcast live from the Horace Mann Auditorium. The remaining portion of the event will be made available as soon as possible.

MSBA: Model School (video)

The MSBA produced this video to show some of the features of the model school program, in particular - the first one - Whitman-Hanson. This is the model that Franklin is proposing to utilize.
