IRS continues with Dirty Dozen this week

The Internal Revenue Service today kicked off the week with the 5th item on its 2022 annual Dirty Dozen scams warning list, with a sad reminder that criminals still use the COVID-19 pandemic to steal people's money and identity with bogus emails, social media posts and unexpected phone calls, among other things.

These scams can take a variety of forms, including using unemployment information and fake job offers to steal money and information from people. All of these efforts can lead to sensitive personal information being stolen, with scammers using this to try filing a fraudulent tax return as well as harming victims in other ways.

"Scammers continue using the pandemic as a device to scare or confuse potential victims into handing over their hard-earned money or personal information," said IRS Commissioner Chuck Rettig. "I urge everyone to be leery of suspicious calls, texts and emails promising benefits that don't exist."

The IRS has compiled the annual Dirty Dozen list for more than 20 years as a way of alerting taxpayers and the tax professional community about scams and schemes. The list is not a legal document or a literal listing of agency enforcement priorities. It is designed to raise awareness among a variety of audiences that may not always be aware of developments involving tax administration.

"Caution and awareness are our best lines of defense against these criminals," Rettig added. "Everyone should verify information on a trusted government website, such as IRS.gov."

A common scam the IRS continues to see during this period involves using crises that affect all or most people in the nation, such as the COVID-19 pandemic. Some of the scams for which people should continue to be on the lookout include:

Economic Impact Payment and tax refund scams: Identity thieves who try to use Economic Impact Payments (EIPs), also known as stimulus payments, are a continuing threat to individuals. Similar to tax refund scams, taxpayers should watch out for these tell-tale signs of a scam:

Any text messages, random incoming phone calls or emails inquiring about bank account information, requesting recipients to click a link or verify data should be considered suspicious and deleted without opening. This includes not just stimulus payments, but tax refunds and other common issues.

Remember, the IRS won't initiate contact by phone, email, text or social media asking for Social Security numbers or other personal or financial information related to Economic Impact Payments. Also be alert to mailbox theft. Routinely check your mail and report suspected mail losses to postal inspectors.

Reminder: The IRS has issued all Economic Impact Payments. Most eligible people already received their stimulus payments. People who are missing a stimulus payment or got less than the full amount may be eligible to claim a Recovery Rebate Credit on their 2020 or 2021 federal tax return. Taxpayers should remember that the IRS website, IRS.gov, is the agency's official website for information on payments, refunds and other tax information.

Unemployment fraud leading to inaccurate taxpayer 1099-Gs: Because of the pandemic, many taxpayers lost their jobs and received unemployment compensation from their state. However, scammers also took advantage of the pandemic by filing fraudulent claims for unemployment compensation using stolen personal information of individuals who had not filed claims. Payments made on these fraudulent claims went to the identity thieves.

Taxpayers should also be on the lookout for a Form 1099-G reporting unemployment compensation they didn't receive. For people in this situation, the IRS urges them to contact their appropriate state agency for a corrected form. If a corrected form cannot be obtained so that a taxpayer can file a timely tax return, taxpayers should complete their return claiming only the unemployment compensation and other income they actually received. Fake employment offers posted on social media: There have been many reports of fake job postings on social media. The pandemic created many newly unemployed people eager to seek new employment. These fake posts entice their victims to provide their personal financial information. This creates added tax risk for people because this information in turn can be used to file a fraudulent tax return for a fraudulent refund or used in some other criminal endeavor.

Fake charities that steal your money: Bogus charities are always a problem. They tend to be a bigger threat when there is a national crisis like the pandemic.

Taxpayers who give money or goods to a charity may be able to claim a deduction on their federal tax return. Taxpayers must donate to a qualified charity to get a deduction. To check the status of a charity, use the IRS Tax Exempt Organization Search tool.

Here are some tips to remember about fake charity scams:

• Individuals should never let any caller pressure them. A legitimate charity will be happy to get a donation at any time, so there's no rush. Donors are encouraged to take time to do the research.

• Potential donors should ask the fundraiser for the charity's exact name, web address and mailing address, so it can be confirmed later. Some dishonest telemarketers use names that sound like large well-known charities to confuse people.

• Be careful how a donation is paid. Donors should not work with charities that ask them to pay by giving numbers from a gift card or by wiring money. That's how scammers ask people to pay. It's safest to pay by credit card or check — and only after having done some research on the charity.

Phil Edmonds (originally from County Clare), is an (alleged) leprechaun who plays the tin whistle and button accordion with great warmth and spirit. Kevin Fallon (by way of county Roscommon and Mayo) is a soulful guitarist, fiddler and singer. Mary King (Up Donegal & Cavan) joins in with the fiddle, Celtic Harp and voice. Before  Brooklyn: The Unsung Heroes Who Helped Break Baseball's Color Barrier with Author Ted Reinstein, Tuesday, March 15, 7:00 p.m.

In April of 1945, exactly two years before Jackie Robinson broke the color barrier in major league baseball, liberal Boston City Councilman Izzy Muchnick persuaded the Red Sox to try out three black players in return for a favorable vote to allow the team to play on Sundays. The Red Sox got the councilman's much-needed vote, but the tryout was a sham; the three players would get no closer to the major leagues. It was a lost battle in a war that was ultimately won by Robinson in 1947. This book tells the story of the little-known heroes who fought segregation in baseball, from communist newspaper reporters to the Pullman car porters who saw to it that black newspapers espousing integration in professional sports reached the homes of blacks throughout the country. It also reminds us that the first black player in professional baseball was not Jackie Robinson but Moses Fleetwood Walker in 1884, and that for a time integrated teams were not that unusual. And then, as segregation throughout the country hardened, the exclusion of blacks in baseball quietly became the norm, and the battle for integration began anew.

Families! Spend an imaginative morning at the library! Bring along a small toy vehicle (or borrow one of ours) and cruise along our "roads" made of tape all through our big meeting room, and enjoy a series of interactive pretend play stations all through the town!

Baby Sensory! Saturday March 19th @9:30AM

Join us for a 45 minute baby sensory program! Watch your little one interact and engage with a variety of sensory items! Sensory play is a fantastic way to help babies explore their worlds, stimulate the senses, and create little inquisitive explorers! Babies under 2 are welcome and encouraged! (Got older siblings? They can bring along a stuffed toy or baby and play along!)

Python Problem, Saturday, March 5, 2:00 p.m.

A Python challenge to: Learn some new expressions, Code new applications, or Fix broken code.

Each session starts with an explanation of a concept or code piece followed by a challenge using that code or concept!

Crime Time Mysteries! Saturday March 12th @2:00PM

AGES 13+ Join us for an immersive murder mystery game from "Hunt a Killer" that is told over the course of six "episodes." Each episode contains different clues that you'll use to solve the ongoing investigation! Examine the evidence to uncover critical clues, corroborate alibis, create timelines, and identify each suspect's means, motive, and opportunity! It is not required that you attend all 6 meetings, but since the episodes build on themselves, it is highly encouraged!

Celebrating Ireland in Story & Song, Saturday, March 5, 3:00 p.m.

Celtic music with 'Celebrating Ireland in Story & Song'. Come join us for an afternoon celebrating the music, hilarity and dance of Ireland. Phil Edmonds (originally from County Clare), is an (alleged) leprechaun who plays the tin whistle and button accordion with great warmth and spirit. Kevin Fallon (by way of county Roscommon and Mayo) is a soulful guitarist, fiddler and singer. Mary King (Up Donegal & Cavan) joins in with the fiddle, Celtic Harp and voice. She also teaches a beginning Irish step 1/2 hour before the program. Get your green on, warm up your voices and sit back and enjoy. This program is in-person, free, and open to the public. Before  Brooklyn: The Unsung Heroes Who Helped Break Baseball's Color Barrier with Author Ted Reinstein, Tuesday, March 15, 7:00 p.m.

In April of 1945, exactly two years before Jackie Robinson broke the color barrier in major league baseball, liberal Boston City Councilman Izzy Muchnick persuaded the Red Sox to try out three black players in return for a favorable vote to allow the team to play on Sundays. The Red Sox got the councilman's much-needed vote, but the tryout was a sham; the three players would get no closer to the major leagues. It was a lost battle in a war that was ultimately won by Robinson in 1947. This book tells the story of the little-known heroes who fought segregation in baseball, from communist newspaper reporters to the Pullman car porters who saw to it that black newspapers espousing integration in professional sports reached the homes of blacks throughout the country. It also reminds us that the first black player in professional baseball was not Jackie Robinson but Moses Fleetwood Walker in 1884, and that for a time integrated teams were not that unusual. And then, as segregation throughout the country hardened, the exclusion of blacks in baseball quietly became the norm, and the battle for integration began anew.

About the Author: Ted Reinstein has been a reporter for "Chronicle," WCVB-TV/Boston's award-winning—and America's longest-running, locally-produced—nightly news magazine since 1997. In addition, he has been a contributor for the station's political roundtable show and sits on WCVB's editorial board. He lives just west of Boston with his wife and two daughters. Franklin Public Library Book Club, Tuesday, March 22, 7:00 p.m.

The book for discussion is the library's Winter 2022 One Book, One Community title The 71/2 Deaths of Evelyn Hardcastle by Stuart Turton.  Turton's book is a mixture of "Locked room mystery" (a la Agatha Christie), psychological thriller, romance, and...maybe...time travel? That's for you to find out!

Print copies of the book are available at the library, and it is also available through interlibrary loan.  If you'd prefer a digital copy, it's available as both and ebook and audiobook through the Hoopla and Libby apps. Subscribe for News January 2022 Edition Community Preservation Act Funding & Public Hearings Applications to receive Community Preservation Act (CPA) funds for the 2023 fiscal year are now open. Applications are due on Monday, Feb. 28th, 2022 at 4pm. The Community Preservation Committee (CPC) is required by law to have one public hearing per year to hear input on how to allocate CPA funds. The Franklin CPC has decided on two public sessions. The first will be held on Jan 4th at 7pm and the second public forum will be on Jan. 18th at 4pm. A study with the Metropolitan Area Planning Council aimed at rezoning Franklin center for economic growth and diverse housing opportunities. Mark your calendars! Veterans' Services Veterans' Memorial Walkway Thank you to Richard Douglas, Bob Gardner, John Hefele, Dick Hynes, Jim Lane, Bob Markunis and Rose Turco for helping us hang holiday wreaths on the Veterans Memorial Walkway. Jan 11th –Tune It Out guitar classes will resume. Classes are held every Tuesday from 5:30 – 6:30 pm at the Senior Center. This program is led by music instructor Jamie Barrett with the help of three other guitar instructors. Thank you to Jamie, Mike Allard, Charlie Brewer and Heath Nisbett for volunteering their time for this program! All vets are invited to the classes. Guitar experience is not required. Equipment is provided! Jan. 20 – Veterans' Council Meeting – 7pm at the Senior Center. All are invited. Jan. 27 – Vietnam Peace Day – On this day in 1973, the Paris Peace Accords arranged a ceasefire which officially ended America's involvement in the 20-year Vietnam War. Important Notice: The Senior Center will be closed to the public from Jan. 1st - Jan.10th. Unfortunately, this means the Jan 5th monthly coffee social has been cancelled. However, next social is Feb 2nd at 10am! The Cafe will be closed until further notice. Proof of full COVID-19 vaccination or mask will be required at all Veterans' events and activities. Franklin Fire Department Open Burning Notice The Franklin Fire Department would like to remind you that Open Burning Season runs from January 15th through May 1st. A permit is required and they will be available on our website starting January 15th. You must call the Burning Permit Hotline at 508-553-5574 in between 9am and noon each day to see if burning is allowed.  Additional information can be found here. Franklin Public Library Library Event Highlights Jan 8th. - The Saturday Binge Animation Nation is a meeting for the anime, cartoon, manga and graphic and novel obsessed. Join them for an afternoon anime watch party from 1pm-4pm. Jan. 11th - Girls Who Code Want to learn more about the Girls Who Code program? Come to the parent open house from 7pm-8pm to ask questions, see the curriculum and sign up early if you're interested! Jan. 22nd - "Drive In" Movie Families! Join us for a "Drive-In" movie (indoors of course) in our big program room at 10:30pm! First we'll decorate our "cars" (aka boxes we've been saving up for the event) then we'll relax and enjoy a movie and some popcorn in our spiffy new rides! You're welcome to bring your own box to decorate, or use one of ours! Jan. 22nd - Author Visit with Chris Woolf Author of Bumbling Through the Hindu Kush: A Memoir of Fear and Kindness in Afghanistan, Chris Woolf will be visiting the library at 3pm to discuss his memoir documents his personal experience of war and resilience, stuck behind rebel lines on the wrong side of the mountains, in 1991. In addition to writing, Woolf runs a voiceover company he co-founded here in Franklin in 2018, called The Voice Depot. This program is free and open to the public. Jan. 25th - Book Club Join the FPL Book Club as they discuss The Unlikely Pilgrimage of Harold Fry by Rachel Joyce at 7pm. Library Hours The Franklin Public Library will be closed on Monday, Jan.17th for Martin Luther King Day. The Library's regular hours are Monday through Thursday, 9am to 8pm, Friday and Saturday, 9am to 5pm, and Sunday 1:30-5pm. Library Calendar of Events - January 2022 Franklin Public School District FPS Return from Winter Break It was delightful to have students and staff in school on Monday, January 3 as we welcomed everyone back to the district this morning following our winter break. As a result of the recent spike in COVID cases due to the Omicron variant, we distributed DESE-supplied rapid antigen tests to faculty/staff, distributed DESE-supplied KN-95 masks to faculty/staff, and have shored up our effective mitigation strategies including fully stocking PPE and creating distance, where possible, among student desks. Managing case counts continues to be important as the health of our students and faculty/staff is paramount. Students needing to isolate or quarantine lose out on valuable, in-person learning time. Faculty and staff who need to isolate or quarantine for either themselves or as caregivers can not be in person for work limiting learning and also necessitating substitutes, which are in short supply. Having adequate staff to safely operate schools is a worry right now. COVID-19 doesn't just impact individuals and families, it affects the entire Franklin population. We have collectively learned so much as a community in managing COVID for these past 22 months. Indeed, with a collective effort, care and consideration for each other, and good communication, we will weather this spike in cases. FPS thanks you for your support and implementation of health and safety practices in the community. Assessors FY 2022 3rd Quarter Tax Bills contain new valuations based mainly on the Calendar Year 2020 real estate market. Assessments are as of Jan.1st, 2021 using each property's physical status as of June 30th, 2021. Assessment challenges are submitted by the Abatement Application process.
