Finance Committee Budget Hearing #2 gets to hear from Norfolk Aggie, Tri-County & Franklin Public Schools (audio)

FM #995 = This is the Franklin Matters radio show, number 995 in the series. 


This session of the radio show shares the Finance Committee meeting and second of three budget hearings for the FY 2024 budget year. The meeting was held on Wednesday, May 10, 2023. 


All 9 members of the Finance Committee participated; 7 present in the Council Chambers, 2 remote. Town Administrator Jamie Hellen, Comptroller Chris Sandini, Treasurer/Collector Kerri Bertone. 


Norfolk Agriculture & Tri-County covered their budgets and answered questions followed by the Franklin School budget.

  • John Martin, Superintendent Norfolk Aggie; John Wallace, Business Manager, Norfolk Aggie

    • Norfolk Aggie, 365 acres, inc in 1916 first campus in Weymouth #fincom0510 four courses of study, explore frosh and soph year then choose major for junior and senior studies

    • Animal science is the most popular of the four studies, about 560 total, 16 students from Franklin this year, 3 seniors, applications are open for next year

    • 40 students from Boston making it the largest sending community. There is demand for the programs, they do have a wait list

  • Karen McGuire, Tri-County Superintendent, presenting along with Dan Haynes,  Business Manager

    • Should hear in June about the final cost of the proposed building replacement, and then in August on what MSBA will provide for reimbursement, assuming they do. At that time, the 11 sending communities have 120 days to vote to approve the building proposal

    • How the individual communities fund the cost is up to them, cost allocation based upon sending students

  • Franklin’s budget was presented by Supt Lucas Giguere, Business Manage Miriam Goodman, School Cmte budget subcmte Chair Dave McNeill

Finance Committee gets to hear from Norfolk Aggie, Tri-County & Franklin Public Schools (video)

The Franklin Finance Committee met for the second of their 3 budget hearings on Wednesday, May 10 at 7 PM. Schools were the topic for the evening. The FinCom heard for the first time from Norfolk Aggie, got an update from Tri-County, and spent the most time trying to understand the Franklin schools systemic budget issue.

The third and final hearing takes place on Thursday, May 11 also scheduled for 7 PM.

School Budget Subcommittee hears of the five areas for budget cuts, avoids bus fee increase for now - 05/02/23 (audio)

FM #986 = This is the Franklin Matters radio show, number 986 in the series. 


This session shares the Franklin, MA School Committee Budget Subcommittee meeting held on Tuesday, May 2, 2023. The meeting was conducted in the 3rd floor training room. Remote participation was enabled for this session. 


Chair Dave McNeill opened the meeting. School Committee members Dave Callaghan and Denise Spencer were present. Superintendent Lucas Giguere and Business Manager Miriam Goodman also participated.


Quick recap

  • Business Manager Miriam Goodman provided the recap of Superintendent budget recommendation that went before the School Committee, they increased it, the Town Administration released the budget allocation as only $1M over prior budget so they are preparing to reduce by $2.3M accordingly

  • Proposal before the subcommittee was in five categories:

    • Reducing investment initiatives

    • Reducing services

    • Reducing positions

    • Shifting some expenses to grant funding

    • Increasing some revenues

  • Discussion ensued by turn, around the subcommittee members, to clarify points on each of the five categories, and specifics within each

  • All of this is preliminary as the Finance Committee hearings (Schools on May 10) may result in changes, and or the Town Council hearings (May 24 & 25) will lead to the final number needed to adjust

  • Notifications of personnel reductions would need to be made before June 15, more likely to make them before that (i.e. mid to late May)

  • One adjustment finally made was to increase the use of circuit breaker funds by $20K to avoid raising the bus fees, as the bus registration process commenced this week

  • Next meeting set for June 6 at 5:30 PM to review and prepare for full committee meeting on June 13 at which point the final budget needs to be approved

High School Experience

Have an 8th grader? Then you may want to consider registering them for the High School Experience - a two day program design specifically for incoming FHS Freshmen. Brought to you by the FPS Lifelong Learning Institute. Program will be held August 8-9 from 8:30am-12:30pm.


Attendees will...

  • Tour and learn to navigate their NEW school
  • Meet and greet with FHS faculty and peers
  • Participate in team-building activities
  • Learn how to read an FHS class schedule
  • Communicate with upperclassmen student leaders to learn the 'ins and outs' from an 'expert'

Critical Conversations

On Wednesday, April 26th, 2023, we held our event Critical Conversations: Perspectives on Student Wellbeing. Our keynote speaker Nicole Clermont shared her story on how various stressors influenced her life throughout her academic, athletic and personal career. Our panel discussion was made possible by our incredible community members who shared their take on what it means to support your student, yourself and the youth in your life. Special thank you to our Franklin High School students Vinnie Pasquarosa, Lily Eattimo, Audria Hawkins and Arsh Tyasi for volunteering their voice to the conversation. Other panelists included Risa Hawkins, Sarah Mabarty, Anne Davies, Brittany Crosby, Leanne Soulard and Jenn Briggs. Personnel Update

Welcome to the Team


We are pleased to introduce our new director of Human Resources Ken Storlazzi. He holds a Bachelor of Science in Business Administration from Emmanuel College. Ken has over 27 years of working experience within a school district, of which 21 years have had a human resources focus. We are excited to welcome Ken to our central office team! Pictured is Ken alongside our former HR Director Lisa Trainor who served the Franklin Public School District for over 25 years!

Redistricting Analysis Update


On June 14, 2022, the School Committee approved moving forward to conduct a redistricting analysis based on the recommendation of the Space Needs subcommittee. This analysis included securing a consulting firm, establishing an advisory committee, reviewing multiple scenarios, and receiving feedback from families and educators. After considering all the feedback, the Space Needs subcommittee narrowed the options to one recommendation. This recommendation and the sequence of events that led to the recommendation have been compiled in a comprehensive Redistricting Analysis document that will be presented to the School Committee at the April 25th meeting. The School Committee will then make a decision on how to move forward at the May 9th meeting.
