Franklin Police Patrol Officer – looking for Academy trained officers

The Franklin Police Department is currently accepting applications for an academy trained Patrol Officer.

Franklin is a vibrant city along Route 495 in Eastern Massachusetts, 28 miles south of Boston and 26 miles north of Providence. We have a population of approximately 33,600 spread across 27 square miles. The Franklin Police Department has 52 uniformed officers including the Chief, Deputy Chief, 3 Lieutenants and 9 Sergeants. 

The Franklin Police Department offers a professional work environment and generous education incentive. We will be offering the 4 on 4 off (10 hour shift) for patrol division personnel starting in July 2019.

Candidates must be graduates of the Full‐time Basic Massachusetts Police Training Committee (MPTC) Police Academy or equivalent. Please note, this must be the full‐time academy and we will not be able to accept Intermittent/Reserve Academy. Applicants with 0‐5 years of experience are encouraged to apply.

Candidates must hold an Associate’s Degree or have an honorable discharge from the military (or have completed two years of military service and be in good standing) to be considered for employment. If a candidate is hired based on military experience, s/he must complete his/her Associates Degree within 42 months of hire.

The selected candidate will be required to successfully complete a comprehensive background investigation and a medical and psychological exam.

OTHER BASIC REQUIREMENTS:
• Be a United States Citizen (birth or naturalized);
• Be at least 21 years of age at the time of appointment;
• Have no felony record (MGL 41‐96A), or have any equivalent conviction that would be a felony in Massachusetts;
• Have no tattoos or scaration from the neck up;
• Must currently reside or be willing to relocate within 15 miles of the Town of Franklin within 6 months of appointment;
• Must have and maintain a valid Massachusetts Driver’s License (by date of appointment);
• Must have and maintain a valid Massachusetts License to Carry Firearms, “LTC”;
• Must not smoke any tobacco products (MGL 41‐101A);
• Must be able to perform the essential functions of a police officer, including being willing and available to perform said functions on weekends, holidays, and on an overtime basis or when staffing requires;

This is a meeting of the Franklin Town Council Sub-Committee; under the Open Meeting Law, this subcommittee is a separate "public body" from the Town Council. Therefore, unless the Town Council has separately noticed and posted its own meeting, Councilors who are not members of this subcommittee will not be permitted to speak or otherwise actively participate in this meeting, although they may attend and observe. This prohibition is necessary to avoid the potential for an Open Meeting Law Violation.

Section 1 - Appointment and qualifications

4-1-1
The Town Council, by a majority vote of its full membership, shall appoint a Town Administrator who shall administer and implement the directives and policies adopted by the Town Council. The Council shall fix the Administrator's compensation within the limits of an appropriation adopted for that purpose. The salary, benefits, and terms and conditions of employment and the procedures for dismissal shall be negotiated between the Town Council and the Administrator.

4-1-2
In seeking candidates for the Administrator's post, the Town Council shall advertise in appropriate professional journals and other suitable publications as deemed necessary. The Town Administrator need not be a resident of the town at the time of appointment but shall establish residence within the town within one year following appointment, unless the town council shall waive such residency requirement. If a resident of the Town, the successful candidate shall have held no elective town office for a period of one year prior to appointment.

4-1-3
The Administrator shall be appointed on the basis of educational, executive and administrative qualifications and experience, including at least a bachelor's degree in an appropriate field of study from an accredited four-year college or university. Professional experience shall consist of at least three (3) years of full-time, compensated service in town or town administration or related administrative activity.

We're seeking a Senior Policy Analyst or Policy Analyst with experience in one or more of the following policy areas: MassHealth, public health, mental health, human services, and early education. The Analyst will lead our research in at least one of these policy areas and will help expand access to our analysis and data by building relationships with a diverse set of stakeholders, delivering presentations, and more.

TITLE: DISPATCHER
DEPARTMENT: Police

OBJECTIVES
Under supervision of the Police Lieutenant - Administration, receives incoming telephone calls, evaluates level of services required and directs the information to the proper respondent.

ESSENTIAL FUNCTIONS

  • Receives Business and Emergency 911 incoming calls from the public courteously obtaining all relevant information efficiently.
  • Evaluates and determines the type and level of service required quickly and directs this information to the appropriate respondent.
  • Greets public coming into the Police station and assists them with Police business matters.
  • Receives information requests from Police officers and provides assistance in a timely manner.
  • Compiles statistical reports and provides clerical support as required or requested.
  • Performs other related duties as assigned.


NON-ESSENTIAL FUNCTIONS
Mechanical repairs to communications equipment; lifting and carrying heavy equipment, materials and supplies without assistance.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

  • Knowledge of the operation of radio receiving and transmitting equipment.
  • Knowledge of the geographic boundaries of the Town, including location of streets, important buildings and sub-divisions.
  • Ability to understand and execute oral and written instructions.
  • Ability to be courteous, but firm with the public.
  • Ability to read and understand laws, departmental policies, rules and instructions.
  • Working knowledge of computers in a multi-task environment.
  • Ability to react quickly and calmly under emergency conditions.
  • Ability to write reports.
  • Ability to learn quickly departmental functions, practices, rules and regulations pertaining to Public Safety.
  • Ability to speak clearly in a well-modulated voice and to use good diction.
  • Ability to maintain records and files.
  • Ability to establish and maintain effective working relationships as necessitated by the work.
  • Ability to successfully complete specialized classes including but not limited to enhanced 911
  • Skill in the operation of communications equipment.


REQUIRED EQUIPMENT OPERATION
Operates dispatch equipment, telephone, computer, typewriter, copier and other standard office equipment.

REQUIRED PHYSICAL EFFORT
Sitting at a dispatcher station and working over extended periods of time; walking throughout the building; lifting and carrying heavy materials and equipment.

REQUIRED QUALIFICATIONS (Minimum)
Graduation from high school and specialized training plus six to nine months of dispatching experience involving the operation of a two-way radio, meeting and dealing with a variety of people under varying conditions.

All new hires must be cleared by State, FBI and Departmental background investigations.

Franklin Police sets hiring exam for Nov 5

The Town of Franklin is currently seeking interested and qualified candidates for full-time Police Officer positions.

Franklin is located 28 miles south of Boston, 26 miles north of providence, RI and is bounded by the towns of Medway, Norfolk, Wrentham and Bellingham. The town has a residential population of 33,590 and spans 27.01 square miles.

Franklin enjoys good transportation networks with Route 140, two exits to Interstate 495, and easy access to major routes such as Interstate 90 (Massachusetts Turnpike), Interstate 95, Route 1 and Route 126. In addition to a well integrated roadway system, Franklin is host to two MBTA commuter rail stations, and has fixed route bus service through the Greater Attleboro Taunton Regional Transit Authority.

The mission of the Franklin Police Department is to work collaboratively in partnership with our community to enhance the quality of life in our town, while maintaining order and protecting the people we serve. The Franklin Police Department currently employs 47 sworn officers, 8 full-time and 4 part-time civilian personnel who provide telecommunication and administrative services.

The essential functions of a Franklin Police Officer are:

  • Perform a variety of duties involved in the enforcement of laws and prevention of crimes;
  • Control traffic flow and enforce State and local traffic regulations;
  • Participate in and conduct a variety of criminal investigations;
  • Provide a high level of customer service and integrate the community into policing activities;
  • Participate in community based police activities and programs; and
  • Perform a variety of technical and administrative tasks in support of law enforcement services and activities.


The work of this position involves responsibility for the protection of life and property, and prevention of crime, apprehension of criminals and the general enforcement of State laws, and local ordinances.

Duties normally consist of routine patrol, preliminary investigation, and traffic regulation and community policing. Patrol officers also may be assigned duties as detective, school resource officer, field training officer, K-9 handler, bicycle patrol, motorcycle patrol, Drug Recognition Expert, etc. The work involves an element of personal danger and the employee must be able to act without direct supervision and to exercise independent judgment in meeting emergencies.
