Town Council approves inclusionary zoning & first reading on sewer rate increase among items on a full meeting agenda (video)

The Franklin (MA) Town Council met on Wednesday, May 3, 2023 for their regular meeting and covered a number of items. One of the major achievements was the passage of the inclusionary zoning bylaw. This was one of the action items from the Franklin For All project and a significant accomplishment.

Among the other news worthy items on the agenda were
  • All alcohol license approved for Sierra's Brick Oven Pizza
  • Corporate record license changes for both Longhorn Restaurant and the 99 Restaurant were approved
  • Financial Audit report for FY 2022reveals a clean report, no actions, no management letter, the Town maintains their AAA rating status
  • Presentation from the Charles River Pollution Control District
  • Update on the long awaited Beaver St interceptor, bids came in below expectations, sewer rates will rise and remain to pay for the 20 year borrowing costs of this major infrastructure project
  • PFAS regulation increases proposed by EPA can cost us significantly. Well 7 is currently offline, more wells may be in jeopardy of shutdown due to increased monitoring. Yet, PFAS is still being made, is a forever chemical and is major concern for future water supply quality and cost thereof

Town Council approves Curry House alcohol license change, hears about health alliance, moves Inclusionary Zoning along to 2nd reading (audio)

FM #973 = This is the Franklin Matters radio show, number 973 in the series. 


This session of the radio show shares the Town Council meeting held in Council Chambers on Wednesday, April 12, 2023. 8 members of the Council were present in the Council Chambers (D Pellegri absent & unable to participate).


Quick recap:

  • License ownership changes for the alcohol license at The Curry House were approved

  • Health Director Cathleen Liberty provides insights on the Metacomet Health Alliance and the benefits to Franklin  

  • The inclusionary zoning proposal back from the Planning Board review was moved to a second reading, one step closer to approval

  • The 3-part package of zoning changes for accessory dwelling units was moved forward from the EDC Plus recommendation with a contentious somewhat modification to refer to the Planning Board for their review. It will come back to the Town Council for their review and potential approval vote sometime in the near future

  • FY 2024 budget should be ready for review by Friday, with the Finance Committee and Town Council hears set for May

Notice of Public Hearing - Transfer of Section 15 Wine & Malt Beverages Package Store License

The Franklin Town Council will hold a Public Hearing on an application by Marlboro Food, Inc. d/b/a 7-Eleven 37380B, located at 400 King Street, Franklin, MA for a transfer to it of a Section 15 Wine and Malt Beverages Package Store License presently held by TM1 Solutions, Inc. d/b/a 7-Eleven Store Number 37380A to be exercised at the same location. 

This hearing will be held on April 26, 2023 at 7:00 PM and will provide an open forum for discussion. Location: Municipal Building, 2nd floor Council Chambers, 355 E. Central St., Franklin and will also be available via the “ZOOM” platform. Residents can visit the Town website (Franklinma.gov) calendar on and after April 21, 2023
for updated meeting information.

Town Council approves all alcohol license, purchase of Tower truck, hears of Tri-County building plans, & more (video)

The Town Council conducted the first of two meetings for February on Wednesday night. An eventful meeting covering a broad range of town business and updates in just under 3 hours.

Briefly
  • New firefighter/paramedic Kristin Krauss was sworn in. William Blanchard, was sworn in for his promotion to EMS Battalion Chief
  • The 'plus one' all alcohol license request approved in October to send to the Legislature did get the home rule petition passed and came back for Council approval. Confusion around a public hearing and several objections from neighbors and nearby business swayed only one Councilor as the measure passed 8-1
  • Tri-county Regional Voc Tec representatives told the community of the plans underway to build a new school which will require an override vote likely in October. Numbers are still being worked to get to a potential MSBA approval in August and then the vote in October. Stay tuned.
  • The Council authorized the purchase of a new Tower truck for the Fire Dept. The loan won't start until the truck arrives which could be 2-3 years from now. Due to that timing, it was urgent to get the order in now to avoid further costs, and to ensure we have support for the existing unit which is a critical piece of equipment for the Departments emergency response
