In the News: special election, Franklin TV



Although only one candidate will appear on the ballot, the town must still hold a special election on Tuesday, Dec. 16, to fill the open council seat. 
The seat has sat vacant since a councilor's surprise resignation during the first meeting of October. 
And state law mandates that the town hold an election to fill the vacancy even with the absence of a contested race. Not surprisingly, Town Clerk Deborah Pellegri does not expect a large turnout. 
Polls will be open at the high school, 218 Oak St., from 6 a.m. to 8 p.m. Absentee ballots are available at the town clerk’s office in the Municipal Building, 355 East Central St. until noon on Dec. 15.

Franklin TV has begun broadcasting from its new Hutchinson Street studio, a larger space where it plans to produce more programs and add a second outlet for local news and sports: radio. 
The 3,500-square-foot building at 23 Hutchinson St., more than five times the size of the cable company's Depot Street studio, includes the addition of a community meeting space for other nonprofits and a kitchen to host cooking shows. 
Since 2011, the number of locally produced shows on Franklin TV's airwaves has more than doubled. As of last year, the station produced 423 such programs.

Automatic Income Tax Rate Cuts:

The Governor recently announced the need to cut funding for school transportation, job training, health care, and other investments that support and strengthen our people and our economy. One of the reasons for these cuts was the anticipated triggering (which became official today) of an automatic tax cut caused by a twelve year old law. 

"While our Commonwealth could be making investments to expand opportunity for all of our children and improve lives in our communities, this automatic tax cut will primarily benefit the wealthy and it will likely force cuts in education, transportation, and other investments in our people and our economy," said Noah Berger, President of MassBudget.

This tax cut, which primarily benefits the highest income taxpayers, will cost the Commonwealth $145 million a year. It is part of a series of automatic income tax rate cuts that together will cost the Commonwealth $325 million this fiscal year. The annual cost could grow to over $800 million over the next five years. This could significantly weaken the Commonwealth's ability to rebuild our crumbling infrastructure, invest in expanding access to high quality education, and protect access to affordable health care.

MassBudget's new fact sheet Automatic Income Tax Rate Cuts: FAQ describes how this automatic tax cut works and examines its likely consequences. This tax cuts has its origins in a series of income tax cuts that began in 1998. Those tax cuts cost the Commonwealth over $3 billion a year and, in the years since, we have seen deep cuts in education, local aid, and other important public services (see chart above). 

The primary beneficiaries of the automatic tax cut will be the very highest income households (see chart below), who already pay a smaller share of their income toward state and local taxes than do other households.

The Massachusetts Budget and Policy Center (MassBudget) produces policy research, analysis, and data-driven recommendations focused on improving the lives of low- and middle-income children and adults, strengthening our state's economy, and enhancing the quality of life in Massachusetts.

Hockomock League boys soccer awards


Franklin senior midfielder Tim LaRowe has been named the third annual HockomockSports.com Boys Soccer Player of the year. LaRowe was also selected as a Hockomock League All Star, EMass All Star and named an All-State player by the EMSCA. 
LaRowe was a big reason why the Panthers were able to claim their fourth straight Hockomock League Kelley-Rex Division title. He scored four goals and had four assists on the season, but his affect on the game went far beyond the stat sheet. 
"Statistics don't really tell the story of how valuable Tim was to our team," Franklin head coach Fran Bositis said. "He was clearly an outstanding leader, someone who his teammates looked up to and responded to. He was like having a coach on the field, he was our organizer offensively and defensively.
