Upcoming Election Information

The State Primary Election will be held on Tuesday, September 6, 2022 from 6 AM - 8 PM at Franklin High School Gymnasium.

Department of Public Works

DPW will host a Touch a Truck event on October 15 from 10am-2pm (rain date October 16). The event will feature a variety of various town trucks as well as some food truck available. The Hydrant Paint winner will be announced during this event at noon.

The Fall Residential Rain Barrel Program is currently open to residents - residents can order directly from The Great American Rain Barrel Company. The deadline to order is September 5 and pick up will be at the DPW on September 14 from 4-6 PM.

September 1- 30 - Book Bingo Challenge

Collect your BINGO board at the Children's Room Desk and play along all month long! Complete a row in any direction and win a special bookmark! Complete the entire board and win a prize pack!

September 2 - Be Your Own Barista

Pumpkin Spice season is upon us. This is program geared towards teens starts at 2pm and will teach you how to DIY your Pumpkin Spice Latte. Registration required.

September 16 - Monday Night Craft

Got this month's Take and Make? How about we make it together! Bring your Take and Make and we'll enjoy a little social time. Join in person or remotely at 6pm.

September 24 - Fall StoryWalk at DelCarte Park!

The Franklin Recreation Department and Public Library are teaming up again for fall family fun along the trail! Meet us at DelCarte Park at 10:30am for a special story walk, followed by a fun interactive activity!

Library Hours

The Library's hours are Monday through Thursday, 9am - 8pm, Friday and Saturday, 9am - 5pm. The library will be closed on Monday, September 5 for Labor Day. Sunday hours will resume September 11 and will be 1:30pm - 5pm.

Veterans Memorial Walkway - The deadline for the next engraved brick installation is September 15th. Veterans need not be from Franklin to be honored with a brick. All members of the U.S. military are eligible. Brick order forms are available in the Town Hall and Senior Center lobbies and online here.

4-H Champions

Ben and Ellie Dalton competed in 4-H competition at the Marshfield fair. Ellie has been working with Ben the last few months in preparation for this competition. The duo came in 1st place for obedience, 1st place in Knowledge, and 2nd place in showmanship.

New JDP Mental Health Clinician

Please welcome Sam DuBois to the FPD. Sam has been with us for a few months now and is our new Mental Health Clinician through the Jail Diversion Program (JDP). The JDP is a grant-funded program through the Department of Mental Health. It pairs clinicians with local police departments through a co-response model. Sam rides with our officers each night and responds to calls as they come in. Sam is a great resource within our department; please don't hesitate to reach out to him for services.

Board of Assessors

Reminder for those real property owners renewing or newly filing for Chapter 61A (agricultural/horticultural) or 61B (natural/recreational) status for FY24 that their completed applications and all supporting documents must be received in our Office by 1 PM September 30, 2022. For those applicants renewing, forms and instructions were mailed on August 19, 2022.

FY23 Second Quarter Preliminary Real & Personal Property Tax Bills will be mailed by October 1, 2022 and will be due by November 1, 2022. In accordance with Mass. General Law, the committed tax is assessed to the Record Owner as of January 1, 2022. However, in conjunction with the Treasurer-Collector, the Assessors tax commitment file is constructed with a C/O (care of) to provide for tax bills to be sent to new owners subsequent to January 1, 2022. The tax bill printing service will print the original bills to be mailed such that any new owner as shown after the C/O will be shown in the window envelope mailing section of the tax bill. This should be the case for new ownership through September 10. Also, if any mailing address correction is required at this time, please submit a form for real estate or personal property immediately so the update can be reflected on the second quarter tax bill.

The Board of Assessors has begun to review completed filed Personal Exemption Applications for certain Blind, Senior, Veteran or other property owners for FY23. While applicants may timely file for FY23 Tax Exemptions as late as April 1, 2023, they are encouraged to file as soon as possible for Board review to determine eligibility. For those approved by Veterans' Day, the calculated benefit may be reflected in the January third quarter and the April fourth quarter tax bills. Applicants completing their filings after Veterans' Day, if determined to be eligible, may not receive their exemption credit until after issuance of the third quarter bill or as late as a date following the May 1st due date of the fourth quarter bill.
