Don't trust Facebook, subscribe for one email a day

Sharing what I posted to Facebook this weekend when they notified me that one of the posts on the override was taken down. Really? Yup.

"So Facebook, stop and think about some of your automations. As a representative of the Local News organization (Franklin TV & Franklin Public Radio) we abide by our FCC charter in broadcasting TV and radio, and by extension, we observe those guidelines when we use digital news outlets (like yours) to share what we are doing on the TV and Radio channels.

We are also responsive to our audience. If they ask a simple question, we are in a position to provide an accurate and timely response. Such as the current news item which has been brewing in Franklin, MA for some time to increase the size of our revenue pie or bucket, or yes, bottom line, raise our taxes to pay for the services we provide.

As a news organization, we don't take a side (yea, or nay). We see our role to share the accurate and timely info, meeting videos, meeting audio, meeting notes, etc. so that the electorate can make an informed vote when they go to the polls.

Taking down our post to answer the voter & resident questions about the override is NOT helping the situation. Our post shared the collected info for the voters & residents to find the info and make their own decision.

Sorry but as good as AI maybe for specific circumstances, we do need your AI to help with a Franklin, MA question.

So Facebook, stop and think about some of your automations. Consider adding a step in the automation response to challenge a post removal with a text box to allow the individual (me, this case) to provide something more than a check box answer to your automations"

Master Plan Subcommittee and Committee meetings on the schedule for this week May 7 & May 8

On the one hand, having been there once upon a time, I understand how folks can miss, or not pay attention, to what's happening around the Town with regards to the key and critical discussions on our future. (The schools redistricting proposal or override being just 2 current topics.)

On the other hand, there are opportunities to at least be aware of what's underway so it is not a "surprise" when the output, after being crafted through multiple meetings, finally rears it's head and catches your attention.

I know. I was in your shows once upon a time. 

So for the sake of all of the residents and taxpayers, please be aware our future is in the hands of the "Master Plan Update Committee." "Our future" in that the goodness of the inputs they have facilitated will result in the action items that the Planning Board and Town Council will approve later this year (Septemberish) and then result in action items for the applicable Town departments, committees, boards, etc. to start to take action on over the next several years. 

At least until about 10 years down the road when the whole review and update process starts all over again.

School Committee listens to a lot of "we need more time" comments (audio in 2 parts)

Town Council after much discussion votes to set June 11 as date for a $6.8M Prop 2 1/2 override (video)

The Franklin (MA) Town Council met as scheduled on May 1, 2024 in Council Chamber. All 9 Councilors were present along with a packed room. Participants were also on Zoom and YouTube.

Brief recap:
  • Recognition of Chris Stearns for 20 years with Franklin TV
  • Introduction of new mental health clinician Caroline Ferris 
  • Approved appointment of Nicole Chiaramonte
  • Presentation on the FY 2023 Financial Audit by Scott McIntire, Partner, Marcum LLP. Another clean audit result, all processes are good no issues identified, no management letter or actions.
  • presentation on the possible override and pledge statement results in passage of three resolutions
    1. vote of acceptance by Council of pledge (9-0)
    2. sets date for override of June 11 (8-1, Pellegri no)
    3. sets amount of override for $6.8 million (9-0)

School Budget Subcmte get preview of potential fee increases for buses, activities & sports (audio)

The School Committee Budget Subcommittee met as scheduled on Tuesday, April 30, 2024 at 6:00 PM. The started late, left just before 7 PM and hence the full Committee meeting started a little late.

My notes captured during the meeting
  • Chair David McNeill opens meeting at 6:09 PM, business meeting public invited with watch listen, to participate at discretion of the chair
  • Recap of the 4/24 Joint Meeting by Supt Giguere. Coordinated with OCPF to get opinion on videos prepared, can host, can't send directly
  • Once the TA FY 2025 budget was released, they could work toward how to cover the shortfall ($6.3m) if the override is not approved by the Town Council, or if approved but does not pass the community vote. Some fee increases, anticipating approx 30 FTE...
  • Reduction of supplies within buildings across the board, stipends, mentor, etc. $4.7m reductions after the fee increases. 30 FTE is a significant reduction, negative impact to quality of education, class size, offerings, extra curricular activities, etc.
  • The model was put forward, if any variation, that would require an adjustment somewhere else in the budget
  • No decisions have been made on positions or roles specifically, they will continue to look at the numbers as the scenario develops/evolves (i.e. override yes and what the # might be)
  • Potential use of retirement to help balance but that position is removed ... A loss to the district if the position is not filled
  • Fee increases proposed were designed to self fund the program, not to generate additional revenue to be used overall (can't be done anyway). The natural area to look at is class size, then to the required programs looking at electives and AP classes, can't charge for an ...AP course, can only charge for the AP exam.
  • Even with fee increases to meet the purpose, as astronomical as they appear, they don't help alleviate the other cuts. Largest expense for the district is staff, period. So reducing expenses means reducing staff
  • Athletics first, total cost for each sport, then worked to get to a cost per student, divided into tier, largest cost tier 1
  • All programs for athletics is about $1m; approx $400k from fees currently, $600k balance previously covered by budget ...
  • Tier 1 fees approx $1k, tier 2 at about $600, tier 3 at about $350 Does include post season costs assuming teams were successful enough to gain that.
  • Attrition could be seen at the JV and subJV levels affecting the varsity level at some point with talent feed/development
  • Transportation currently at $600 could go to $1100/per to self funding this program. Even with an override, transportation fees may rise anyway to keep pace with cost
  • 20% increase for ECDC anticipated, IEP students do not pay, building use rental increase of 5% projected tier level of support required
  • Possible parking fee, $125/vehicle to manage overall parking process
  • Model can be posted, didn't want to get ahead of the guidance of the subcmte
  • Motion to adjourn, passes 3-0
