This session of the radio show shares the first of two FY 2024 budget hearings held by the Town Council in Council Chambers on Wednesday, May 24, 2023. All 9 members of the Council were present in the Council Chambers.


The recording of the first session is split into two parts. The total meeting runs 4 hours and 50 minutes. 

  • Part 1 has the opening of the meeting and the first bunch of departments held. 

  • Part 2 has the Franklin School budget and citizen comments


The budget hearing was continued to Thursday night, resuming at 7 PM. That recording runs almost 4 hours and will be shared in one session.

Register O'Donnell Discusses Type of Land Plan Available at Norfolk County Registry of Deeds

Register of Deeds William P. O’Donnell today reminded homeowners that only a certain type of land plan is recorded here at the Norfolk County Registry of Deeds, and it is not a plot plan.

 

“One of the questions we hear frequently from homeowners at the Registry of Deeds is, ‘Can I get a copy of my plot plan?’ Plot plans are not recorded here at the Registry. What is recorded are land plans, which simply provide the overall dimensions of a property. Sometimes a land plan may get recorded that shows a structure on the lot, but more often than not at the Registry of Deeds it does not,” stated Register O’Donnell.

 

There are times when homeowners require a plot plan when doing a capital improvement, such as an addition to their home or installing a swimming pool. A plot plan, or site plan, contains retained and proposed buildings. Again, the Registry of Deeds does not record these types of plans here in Norfolk County. There are communities where the Building Department may have filed plot plans showing the locations of structures as well as various dimensions of those structures and the dimensions of the structures relative to the lot.

 

“However, plot plans are not always available to the public. In some cases, they may only be accessible to the property owner or a licensed surveyor.” Register O’Donnell continued, “Also, remember that these plans may not be up-to-date or accurate, as changes to the property may have been made since the plan was filed. It is always best to consult with a licensed surveyor or other professional before relying on any plot plan for legal or construction purposes.”

 

Many times, a mortgage plot plan will be compiled as part of a real estate transaction or mortgage refinancing. Homeowners should check their records first if they are in need of a mortgage plot plan. Also, in some cases, town building departments may have an accurate copy of a property’s plot plan and/or the property’s as built plan. If not, the homeowner would have to contract a surveyor if they need to have a plot plan created.

 

Land plans, which are recorded at the Norfolk County Registry of Deeds, provide the overall dimensions of a property.

 

“On property deeds, there is a section which lists the metes and bounds (description) of the property,” noted the Register. “Most deeds also contain a cross reference to a land plan Book and Page number recorded here at the Registry. Land plans can be useful if there is a question amongst neighbors about a property line or just highlighting other dimension issues that relate to the property.”

 

Register O’Donnell concluded, “The Norfolk County Registry of Deeds has available for viewing documents and plans going back to the Registry’s beginnings in 1793. Non-certified copies of our documents and plans can be viewed and printed free of charge via our website, www.norfolkdeeds.org. Copies of land plans that do not contain non-certified copy language are available for a fee of $1.00 per plan (size 8 ½ x 11 inches) plus an additional $1.00 per plan for postage. Larger plans, 11 x 17 inches or 18 x 24 inches, cost $2.00 per plan plus an additional $1.00 per plan for postage. If you desire a copy of a plan from the Registry and you know the plan Book and Page number, send in a mail request to the Norfolk County Registry of Deeds, 649 High Street, Dedham, MA 02026 along with a check made out to the Norfolk County Registry of Deeds for the appropriate amount. If you are not sure of your land plan Book and Page numbers or have further questions about land plans, you can call our Customer Service Center, Monday through Friday, between the hours of 8:30AM-4:30PM. As always, the Norfolk County Registry of Deeds is more than able and willing to assist our customers, the citizens of Norfolk County.”

In accordance with the Town of Franklin Zoning By-Laws, the Franklin Planning Board will hold a public hearing at the Town Hall (and can also  e attended remotely) on Monday, June 5, 2023 at 7:05 PM in the Town Council Chambers of the Franklin Municipal Building, 355 East Central Street, for a Site Plan application titled “Warehouse/Industrial Development” prepared by Douglas Hartnett, Highpoint Engineering, Boston,  MA., and submitted to the Department of Planning & Community Development on May 12, 2023, by Brendan Pellerin, Berkeley Partners, Oakland, CA.
The property is located in the Industrial Zoning District (Assessors Map 312 Lots 020 and 020-001) at 100 and 200 Financial Park. The applicant is proposing to demolish the existing structure and construct a 220,000 square foot flex-warehouse building, as well as a 65,000 square foot flexwarehouse building. The applicant is also seeking a waiver to reduce the amount of required parking from 350 spaces down to 262.
Please note: This will be your only written notice of this public hearing. Should the Planning Board vote to continue this Public Hearing, the date and time will be posted on the Planning Board’s website under Agendas.

Memorial Day Parade & Ceremony 

1 - Memorial Day Parade – Monday, May 29 - 10:30 AM 
Starts at Dean College, then proceeds to Union Street and St. Mary’s Cemeteries via School, West Central and Beaver Streets and concludes at the Town Common.


2 - Memorial Day Ceremony – Monday, May 29 - Noon 
Will be held on the Town Common by the War Memorial after the parade. Franklin Veterans who have passed since last Memorial Day as well as Franklin’s 45 fallen heroes who died in our nation’s combats will be recognized.

Please note: If it rains on May 29, please check the Veterans’ Services web page at: https://www.franklinma.gov/veterans-services for cancellation notice.

"Hi Everyone, I wanted to let everyone know that the Memorial Day Parade route is the same as last year. See the photo below. 
As you can see, the parade does not go along Union St. 
Also, the town common side of Church Square is closed to spectators. This is to allow vehicles carrying veterans and the fire trucks access for drop off and fire truck parking. 
You can view the parade from the church side of Church Square. 
Areas are also roped off on the common and we ask spectators to honor these and not try to cross the ropes. 
Lastly, any chairs on the common are for parade participants and not spectators.

3 - Taps Across America - 3 PM

Franklin resident Tim O'Toole will be participating in the Taps Across America Memorial Day playing of taps. Taps will be played all across America at 3pm local time. 3pm is the National Moment of Remembrance in honor of those who died in military service to the United States.

Tim will be playing taps on the Franklin Town Common on Memorial Day, Monday, May 29 at 3 PM.

Franklin TV: Good v Bad Days … and we hate it when that happens

We strive. Good days are when it all works – perfectly – just like in the brochure. Bad days? When it doesn’t. We strive to make the bad days a rare occurrence.
These days (good or bad) there is much digital complexity in what we do. So, we maintain backup systems wherever we can.

Video recordings of government meetings are part of the public record. 

Fortunately, we have backup recordings, and backups of the backups.
Our main recorders are good for 8 hours. (Expanding to 20 hours this Summer.)
YouTube is one backup. Our 2 DVD recorders (4 hours) are another.
Our backup system records all cameras and Zoom separately - 30 days.

We also distribute our meetings through backups. Our YouTube and Zoom connections travel through different internet access points. Our connection between Town Chambers and our main studio is another. The digital systems design concept is that if something must fail, it won’t fail completely.

In the broadcast world every live event is mission critical. When something goes awry, big or small, everyone sees it as it happens. There’s nowhere to hide.

If something goes wrong the only question is, “How rapidly can we correct?”

All that said, we are always looking for critical single points of failure within our systems, and how we work. Automatic operations can fail. Manual operations can be inconsistent. But when combined, they can become much more reliable.

Although our YouTube and Zoom connections were fine, the start of Wednesday’s Town Council meeting was not seen on our cable channel. Our ‘fix time’ to set things right was 40 minutes. We’re developing plans to reduce that time to not more than one minute.

Although true perfection does not exist in this world, we will continue to strive. Our goal is for every day to be a good day – just like in the brochure.
