Notice of Intent - Fisher Street Wells 2, 2A and 2B - Conservation

Pursuant to Massachusetts General Laws Ch. 131, s.40 (Wetlands Protection Act), the Franklin Conservation Commission will hold a Hybrid Public Hearing on Thursday, May 2, 2024 at 7:09 PM for a Notice of Intent filed by Magdalena Lofstedt of CDM Smith Inc., Boston, MA on behalf of the Town of Franklin Department of Public Works

The project proposes to excavate short shallow trenches for the installation of venture flowmeters at existing wells 2, 2A, and 2B. Approximately 175 square feet (sf) of work is proposed within the 100-foot Buffer Zone to Bordering Vegetated Wetlands (BVW), of which part of the work is proposed within the 25- to 50-foot Buffer Zone to BVW. Additionally, approximately 175 sf of work is proposed within Bordering Land Subject to Flooding (BLSF). 

The Project is located at 100 Public Works Way, Map 288 Parcel 001, in the Rural Residential I Zone.

The hearing will provide an open forum for the discussion. This meeting will be done remotely via the “ZOOM” platform and “In-person” in the Council Chambers of the Municipal Building, 355 East Central Street. Residents can visit the Town Website (www.franklinma.gov) and click on the Town Calendar for up to date information on how to access the meeting.

Pursuant to Massachusetts General Laws Ch. 131, s.40 (Wetlands Protection Act), the Franklin Conservation Commission will hold a Hybrid Public Hearing on Thursday, March 7, 2024 at 7:11 PM for a Notice of Intent filed by Brooke Morganelli, Assistant Town Engineer, of the Town of Franklin Department of Public Works on behalf of the Franklin Recreation Department. The project proposes to conduct hydro-raking of a portion of Beaver Pond to remove nuisance vegetation and is filed as an Ecological Restoration Limited Project. The proposed work would
impact approximately 26,722 square feet (sf) of Land Under Water Bodies and Waterways.

The Project is located at Chilson Park on Beaver Street, Map 288 Lot 002, in the Rural Residential I Zone.

The hearing will provide an open forum for the discussion. Pursuant to Massachusetts General Laws Ch. 131, s.40 (Wetlands Protection Act),  the Franklin Conservation Commission will hold a Hybrid Public Hearing on Thursday, March 7, 2024 at 7:09 PM for a Notice of Intent filed by Jared Duval of TEC, Inc., Worcester, MA on behalf of Michael Maglio for the Town of Franklin Department of Public Works. The project proposes the replacement and construction of a box culvert located within Miscoe Brook, a Perennial Stream.

Proposed work includes dewatering and water diversion during culvert construction. Total impacts include approximately 275 square feet (sf) within Bordering Vegetated Wetlands (BVW) (245 sf temporary impacts, 30 sf permanent impacts); 120 linear feet (lf) of Bank; 355 sf of Land Under Water and Waterways; 3,000 sf to Bordering Land Subject to Flooding (BLSF); and 6,595 sf within the first one hundred feet of 200-foot Riverfront Area to Miscoe Brook.

The Project is located at the South Street Culvert over Miscoe Brook, in the Rural Residential I Zone.

The hearing will provide an open forum for the discussion. Town of Franklin: Conservation Commission - Public Hearing - NOI - 121 Grove St - Jan 11, 2024

Pursuant to Massachusetts General Laws Ch. 131, s.40 (Wetlands Protection Act), the Franklin Conservation Commission will hold a Hybrid Public Hearing on Thursday, January 11, 2024 at 7:10 PM for a Notice of Intent filed by Christopher Lucas of Lucas Environmental, LLC, Quincy, MA on behalf of Robert Hewitt of Fairfield Grove Street LLC, Braintree, MA.

Proposed work includes the construction of a multi-building residential development with associated parking, utilities, and stormwater management. Approximately 3,180 square feet (sf) of work is proposed within Bordering Vegetated Wetlands (BVW) and Isolated Vegetated Wetlands (IVW), with 63,480 sf of work occurring within the 25-foot “No Disturbance”  zone of BVW and IVW, and 453,500 sf of work occurring within the 100-foot Buffer Zone of BVW. Additionally, 320 feet of work along Inland Bank is proposed. 

The Project is located at 121 Grove Street, Map 294 and 295 Lots 7 and 1, in the Industrial Zone.

The hearing will provide an open forum for the discussion. Pursuant to Massachusetts General Laws Ch. 131, s.40 (The Wetlands Protection Act), the Franklin Conservation Commission will hold a Hybrid Public Hearing on Thursday, September 21, 2023 at 7:13 PM on a Notice of Intent filed by Richard Goodreau of United Consultants, Inc., Wrentham, MA, on behalf of ISAR, LLC, Plainville, MA. Proposed work includes site redevelopment and the installation of a new stormwater outlet pipe.

 Approximately 531 square feet (sf) of work is proposed within the 200-foot Riverfront Area. The Project is located at 230 Grove Street, Map 311, Lot 3, within the Industrial Zone. The hearing will provide an open forum for the discussion.

Pursuant to Massachusetts General Laws Ch. 131, s.40 (Wetlands Protection Act) Franklin Conservation Commission will hold a Hybrid Public Hearing on Thursday, June 15, 2023 at 7:08 PM on a Notice of Intent filed by James Morin, Bolton, MA, for the construction of an inground pool and retaining wall, along with associated fencing and grading. Approximately 3,300 square feet (sf) of proposed work will take place within 100-foot Buffer Zone to Bordering Vegetated Wetlands (BVW), of which approximately 1,400 sf is proposed within the 25- to- 50-foot Buffer Zone, and approximately 1,900 sf is within the 50- to- 100-foot Buffer Zone. The Project is located at 10 Echo Bridge Road, Map 252 Lot 75, in the Rural
Residential II Zone.

Public Hearing for Notice of Intent filed for Spruce Pond will be on April 6, not March 22

The Conservation Commission Public Hearing for a Notice of Intent filed by SOLitude Lake Management will first begin at the April 6, 2023 Conservation Commission meeting at 7:00pm.  It is NOT on the agenda for the March 22 Conservation Commission meeting, which the March 23 meeting has been rescheduled to. 

Copies of the Notice of Intent can be emailed to anyone who makes a request, and can also be viewed at the Conservation Department in the Municipal Building on 355 East Central Street.

Pursuant to Massachusetts General Laws Ch. 131, s.40 (The Wetlands Protection Act) Franklin Conservation Commission will hold a Hybrid Public Hearing on Thursday, April 6, 2023 at 7:01 PM on a Notice of Intent filed by Shawn McCarthy, SÅŒLitude Lake Management, Shrewsbury, MA on behalf of Paul Langley, Spruce Pond Village Association, Franklin, MA for an Aquatic Management Program to control invasive/nuisance plants and algae growth. The work will impact Land Under Water Bodies and Waterways, Bordering Vegetated Wetlands (BVW), a Perennial Stream, the 100-foot Buffer Zone to Bordering Vegetated Wetlands and the 200-foot Buffer Zone to a Perennial Stream.

Grove-Washington Street Shared Use Path - Notice of Intent - Conservation

Pursuant to Massachusetts General Laws Ch. 131, s.40 (The Wetlands Protection Act) Franklin Conservation Commission will hold a Hybrid Public Hearing on Thursday, February 23, 2023 at 7:01 PM on a Notice of Intent filed by Elyse Tripp, of BETA Group, Inc. on behalf of the Franklin Department of Public Works. The project proposes roadway improvements along Grove Street as part of the second phase of a two-phase project to improve use by motorists, pedestrians, and bicyclists, including upgrades to stormwater management infrastructure, with work taking place within the 100-foot Buffer Zone to Bordering Vegetated Wetlands (BVW) and the 200-foot Buffer Zone to Perennial Streams.

The Project is located along Grove Street from its intersection with Tobacco Road to its intersection with Kenwood Circle, in the Rural Residential 1 and Industrial Zones. The hearing will provide an open forum for the discussion.
