Franklin (MA) School Committee meeting recap - Dec 22. 2020

Quick Recap:
  • Donna Grady, FPS teacher and FEA president spoke about reframing the discussion on kids missing out. They are not, they are all in the same boat. (I would add: health is more important than education - without good health, you can't learn. And it would be good to recognize that this pandemic is a time to think about our overall learning processes. How do we learn? How can we learn? The specific topics and curriculum items mean less than the developing the capability to learn.)
  • excellent presentations from ECDC and the Performing Arts dept showcasing the work and learning being done in trying circumstances. (See how we can learn when we put our minds together to do so)
  • First draft of school calendar for 2020-2021 shared
  • Superintendent's goals were approved. The sharing pre-meeting had caused some kerfuffle among community members who misinterpreted what they were lacking the full context. (A solution to this would be a 'cover note/memo' to better frame the doc when shared pre-meeting next time. Not sharing the doc before hand is not an acceptable solution. Although it is an 'easy way' out, it does nothing to build the trusting relationship with the community that is very much a work in progress)
  • Re-opening status - lengthy discussion with SchComm Q&A and only a few community comments this time around. Plan to bring K-1 back in person still being developed. Finally a question on ESP's use as subs and what happens to that learning time? (it doesn't always get made up - and this has been gong on for some time, well before the pandemic) Staffing in the pandemic continues to be working a tightrope. If the numbers change (in the wrong direction) expect more remote learning days.

  • Need to reframe the comment on kids missing out, they are all in the same situation, they are not missing anything. This is not normal, if we push kids to school, they won't be interacting, they'll be sitting in desks separated, we all want folks to be safe #schcom1222

Superintendents report
  • Superintendent report: update from DESE around student mental health and connection, instructional time daily to connect with teachers 34 hours over a ten day period, 40 hours over 10 4 asynchronous. Looking for consistency district 2 district. Did complete a survey #schcom1222
  • FPS meeting requirements. CARES funding deadline extended to Dec 2021, which will help to fulfill due to supply chain issues. #schcom1222 
  • Not universal on snow day for last Thursday. Compliments to teachers etc for doing fun stuff last Thursday.
  • This is Beth Simon's last night supporting the SchComm by doing notes. #schcom1222 not sure what funding does to the other building schedules for HVAC changes, purifiers are in or being deployed. Miss snow days but will be happy in June.

Re-opening report

  • Did close survey on the K-1 families and staff, need to process the data, 360 responses from families, so good return rate. #schcom1222 some districts going remote post holiday, we are not yet planning to do so. In person/hybrid is valuable.
  • #schcom1222 looking at process of taking in reports and do contact tracing (will be complicated) will require administrator follow up, likely not as responsive; hence to have the first day as a remote learning day to allow for processing the reports from the break
  • Looking at Wednesday at FHS to provide some relief with common planning time, looking to add 2 asynchronous periods for planning, could also address student stress re: screen time. Seeing increase in absences, and coverage challenges. #schcom1222

  • Community relations, trying to get date for meeting; date being worked for legislative forum. Policy met on 12/17 with plans for moving; facilities update lengthy errors in presentation were after analysis and did not effect results. Population trends similar #schcom1222

Finance Committee - Recap of Dec 15, 2020 meeting

Quick Recap:
  • The promised 'deep dive' into the school budget almost happened. "almost" in that if one viewing the meeting had fully read all the pre-released documents, they could sorta follow the questions and answers. Unfortunately, a key question answer was interrupted. I think (yes, my observation) the Central Office (Sara and Miriam) missed a couple of opportunities to make a better case for the budget details and what the district has done.
  • That said - the new monthly format for the FinCom meetings is a work in process and holds great promise. As an adjunct for the Town Council, the opportunity for detailed discussions on particular departments has only really occurred in these meetings. The Council used to get full presentations from each department as part of the budget hearings before more recently switching to their shorted 'hold' and question process.
  • The transfer from the water enterprise 'emergency fund' to make the payment for the water treatment plant was authorized. This was the payment that ended up mis-directed as part of the spear phishing incident.
  • Preliminary discussion on topics for the next few meetings and a review of the current stabilization fund balances was covered before the meeting closed.

Meeting opens, prior minutes approved
  • #fincom1215 begins with roll call for quorum (2 missing - to be checked later) (actually only ONE member missing - vote was 8-0 officially)

School budget
  • Getting right into the school updates; in and out of district students approx 80 students for special ed needs handled out of district (excludes transportation) #fincom1215 the q on 450+ students coming in, answer not really. Those Franklin students in schools other than FPS
  • Q no contract negotiations currently with teachers, in middle of 2 year deal. What are steps and lanes as described in contract. Compensation grid termed as steps and lanes; steps equal to years, avg 4-4.5% per step; lanes are compensation for additional degrees #fincom1215
  • Not a uniform amount across the lanes, also varies by step. Bachelor step 6 is max until they get a degree, and then move over a lane #fincom1215 there is some compensation for tuition reimbursement, doesn't cover entire degree cost
  • Q fire and police have benefited from redoing portions of the structure. Schools have a collaborative process with items on table and bargaining with a common interest. #fincom1215 principals not in union, pay scale separate, individual contracts, considerations are factors
  • Do benchmark and comparison for principals to ensure some level of equity. #fincom1215 asst principal in most buildings. Q on unfunded mandates. Estimate on what they are and how much they cost us. Had some assumptions to try and quantify - not complete, an attempt
  • Challenge to put a total dollar on all of it, doc currently have over $4M. 504 may have a physical accommodation, hard to define how much in those cases. MCAS has an admin cost, teacher salaries for rest admin, curriculum to support the testing, the tech to support #fincom1215
  • Q on revolving accounts, assumptions is that they run to zero? No, policy of Committee is to keep a year's worth in the fund. All are fee based accounts. We'll use what we need and apply the remainder for the next year. #fincom1215 balances are set aside for use when invoices
  • For the costs incurred during the year, catch up occurs mostly during the end of the year. FinCom member thinks it is unfair, Central Office did not fully address the issue. #fincom1215 next Q getting to student teacher ratio. At what point would an increase affect education
  • Info provided doesn't properly address the real question. I.e. special programs in house to save on sped costs; most elem classes 17-18-20 and a couple of deviations; process of counting teacher staff per DESE complicates issue #fincom1215
  • Accreditation report recommended adding staff at FHS to address class size; middle school teaching model (i.e. team approach) has benefit but class size can disrupt that. #fincom1215 demographics forecast provides good info 'Sister Anna Catherine's ruler helped'
  • 16-17% special ed in district is about average. The elephant in the room is the Davis Thayer study. Neighborhood school, I understand the concept. What would the effect on the budget be if we pulled the plug on those three schools? #fincom1215
  • "I am not saying there is a request to do so". What would be the effect? It has to be looked at. There is some end to that rise (1200 to 1700/quarter) How long can it be out off? We have a police station in a swamp that we need to address, etc... #fincom1215
  • Chair interjects before central office gets to answer the question. #fincom1215 request to do a better job to address the unfunded mandates, this is the hand your dealt and we're doing the best
  • Q what is the big pain point as you go through this year? It is in my memo but thinking off the cuff here funding post COVID for pandemic related items, could be hitting a funding cliff soon. CDC says $442/person to open in person. Another $2m #fincom1215 I think about
  • All the other things SEL, reliance on tech, more tech support, it goes on... That is a big weight to make sure we have enough for the kids. #fincom1215 Q on the medical services reimbursed thru to the general fund of the Town
  • Discussion on reimbursement, where included, did include Chris Sandini to get answer to help with the various budget items #fincom1215. Q - thanks for coming, we haven't had this opportunity. Midyear review, $2.3m in items are not yet encumbered due to salary set
  • Insurance, mostly health insurance. Best guess it will be likely level, encumbrance might be high at one point and there are offsets from other places to be assumed so it adjust over time #fincom1215 plan switches, and time in calendar year
  • Out of district tuition, don't have the expenses 2 add to the reporting, timing. Revolving account, going back 2. Did dip into some of the revolving funds 2 provide balance to budget. Lifelong learning is a concern, usually self sustaining but given shutdown, no rev #fincom1215
  • Don't anticipate using additional revolving funds to balance. #fincom1215 the # of teachers has been declining but it is hard to find the accounting of that over time. There are steps taken to control what can be controlled. The schools have been effective.
  • Level service budget would be about $3.5m, a level funded budget would be a reduction in services. #fincom1215 the medical billing is common among districts, some have walked away from it, we try to provide the services the students need.
Water treatment plant transfer
  • That closes out the school portion. Moving on to the water treatment plant transfer, dovetails off the cyber attack/spear phishing incident. #fincom1215 can lose track of the pump station construction completion. 40% of the funds recovered, will use emergency balance
  • The transaction authorization of the emergency funds, if additional are recovered, they will replace the emergency fund (not a slush fund by any means) #fincom1215 vendor has not charged any interest on missing payment (misdirected payment)
  • How did the emergency fund get to the $1m balance? Fund developed through surplus revenue, additional revenue over what was forecast. #fincom1215 the liability policy did yield $100k. Can not believe auditor missed that transaction, in other areas, that transfer is double
  • Authorization. I like how it was handled. I agree how it was handled. I stayed up late watching that. I want my boss to support me like that. The Town was a victim and she was too. The room went silent. I hope people understand she is as good as you get #fincom1215

Stabilization account updates
  • #fincom1215 OPEB trust fund at $7m, liability is $64m, we are still in too ten Communities for ability to pay off that liability. Free cash, $2.73m will go quick. Discussion on use of stab funds for fire trucks, fields; used when fund built
  • 10 years is a good policy but it is also true that you can get a couple of years out of them, CPA maybe another revenue source. #fincom1215 will open space fund get combined with CPA funds? Has to stay separate. Some earmarked for a project
  • It can co-mingle but can not be combined. #fincom1215 approval of meeting schedule for 2021. Motion to approve, second, passes 8-0-1 via roll call (1 absent) Storm water could be a good topic, will affect the operating budget FY 2021 is done, FY 2022 consensus hearing today
  • When the Governor puts house 1 out in January, it sets the table for discussion. #fincom1215 looking good now, hoping to hang in there to get to the spring. Likely a guess by Jamie in the Feb meeting. Revenue and budget stabilization topics for Feb.

Franklin Public Schools: Re-opening update Dec 11, 2020

Dear Franklin Families and Faculty/Staff, 

We hope you are doing well.

We are monitoring student and staff attendance very carefully at this time. We are experiencing a rise in COVID cases, increased quarantine requirements of close contacts, combined with other routine matters necessitating staff absences, and limited substitute coverage within our schools. We are striving creatively to provide classroom coverage at all of our school buildings in order to keep schools open for students. We also fear that all our creativity in the world and an “all hands on deck” approach may someday not be enough to feel we can appropriately and safely supervise students in school.

We may need to temporarily place one or more schools into remote learning (one day or a few days) if we are unable to supervise in-person learning safely. We do not always have a lot of advanced notice. We will aim, wherever possible, to notify the school community if a school is going to be remote for a day the evening before the following school day. Notification will go out through our Regroup emergency notification system by email, text, and cell phone and will be communicated through social media channels.

School Committee meeting Dec 8, 2020 - recap - K-1 planning, winter sports, updates, re-opening remains a challenge

Quick Recap:
  • Sensitivity is high across the community. Parent complained about FHS student representative updates being interpreted by SchComm as reflecting other middle and elementary school students. While trying to be positive, there are issues all around
  • Superintendent's report (not yet posted to FPS page as of 9 AM 12/10/20)
  • Winter sports update as developed by MIAA and task force/subcommittee work summarized and presented by AD Angelo  
  • The two policies up for second reading were initially moved to vote together as no one acknowledged any questions for either policy. As the vote commences, D’Angelo raises questions, the motion is modified to vote the two policies separately, D'Angelo votes for one and against the other
  • Budget update still quite fluid but some savings being seen in this pandemic world. What happens after the COVID/CARES funding expires Dec 31, 2020 remains unclear as there are so many moving parts. Schools will stay within budget as authorized. Preparation for Finance Committee meeting scheduled for Dec 15 in process
  • Bringing the K-1 back to in school full time still requires much work to be done to confirm it is possible and what it would cost. Committee and parents disappointed with lack of specificity in the report given the timing of it
  • Re-opening in hybrid is still a challenge, tech issues, staffing, time on learning all issues being struggled with, patience is required (yet running short)

  • FHS Spanish teacher speaks to the long hours of work required, will be taking sick days periodically to keep up with the work (not to be sick) Oak St teacher complaint about lack of school data around COVID-19 spread when so many in school are affected #schcomm1208

  • FHS student representatives, senior class president is only representing his view and that of the upper class, lack of testing for subjects available, more students are not coming in (staying home). Junior class president confirms prior comments, music doing well #schcomm1208

 Superintendent's Report
  • DESE recognizes logistical challenges with testing, testing postponed to later in school year. Masks being distributed by State and soon available for Franklin. Portable air purifier
  • Units to be distributed to rooms not covered by current plan for UV units. Mention of cyber event (spear phishing) expanding to a cyber position in Technology dept focusing on security. #schcomm1208 tech concerns being reported and addressed, user support on software
  • User support on hardware, remote and hybrid; (in other words they are getting swamped and time spent triaging who should do so delays the response) #schcomm1208 since it was human error for spear phishing event, does school side have dual approval to avoid issue
  • Superintendent acknowledges that her name is being used in some emails asking for things and training is needed to help avoid issues. Where would funding for new person come from? To be part of the discussion for budget. #schcomm1208 staff wellbeing raised
Winter athletic update
  • Moving to winter athletic update. AD Tom Angelo to speak and provide info #schcomm1208 cheer and wrestling moved to later, indoor as well to later. Over 200 students signed up. Hockomock league, all Kelly-Rex competition within the league with exception of girls ice hockey
  • Student athletes who test positive must be quarantined at least 14 days and cleared by medical professional before return including a negative test #schcomm1208 no hand shakes, no hi-fives, masks during games... 12 swimmers in pool at time at Y. Max 25 on larger buses
  • Directly on bus for travel to pool or gym, from bus to pool or gym, no deviation; assigned seating for athletes for the season. Cleaning between Frosh, JV and Varsity games, Franklin TV to live stream varsity games #schcomm1208 rule modifications for each sport
  • Modifications shared previously (will reshare as notes are compiled) most kids designed to eliminate contact between/among participants. #schcomm1208 in rough number more folks and teams in fall season than being set up for now. Thanks for a successful fall season

  • Next K-1 some scenarios for bringing students back to in person. Franklin Public Schools: Updated Inclement Weather Plans for 2020-2021 School Year

"As another New England winter approaches, please make note of the attached information related to Inclement Weather and School Closings. Thank you!"

UNIQUE EMERGENCY PLANS FOR 2020-2021 
"For the 2020-2021 school year, Franklin Public Schools plans to implement remote learning instead of snow days during the winter of 2020-2021. Having opened school remotely positions us well to pivot to a remote learning day in the event of inclement weather. Instruction on these days will be structured. The Department of Elementary and Secondary education is allowing districts to do so this school year only, without having to make up the days at the end of the year. In the event of inclement weather, educators and students/families should be planning for remote learning days to be held using the remote learning schedules previously communicated at the beginning of the school year. Schools will send additional information about daily schedules. Should inclement weather bring widespread power outages, the district may need to close one, multiple, or all schools for the day, and the day will need to be made up at the end of the year. Asynchronous learning will be provided in the event that sporadic power outages are experienced for individual students to be able to be “virtually present” for the day. The district will continue to use delayed starts to the school day if morning weather conditions make travel difficult but the forecast calls for improvement of conditions throughout the day."

“I just hope everyone stays healthy and we can finish this year right“

"Up until November 16th, FHS students hadn’t been inside the school in 248 days. A place where such kids would typically spend about seven hours five days a week had been shut down, with nobody having a clue about when it would re-open.

Although there is still no definite answer as to what the future looks like, students in Cohort C attended in-person learning at the high school this past week (excluding remote Wednesday). Let’s take a look at the things they enjoyed, the things they didn’t, and how in-person learning compares to the past two months of remote learning.

Ashley Currivan, a freshman this year and alum of Horace Mann Middle School, comments, “At school, I enjoy seeing people and getting to still go to and switch classes throughout the day. I think [the members of the FHS staff] are handling it very well and I really enjoyed it so far!”

BFCCPS to continue their "phased-in to hybrid learning plan"

Dear BFCCPS Community, 

This week BFCCPS started to welcome back our Sixth Grade students who are participating in hybrid learning. Our Seventh and Eighth Grade students who are participating in hybrid learning will phase-in starting on December 3.  

You may have recently read that the Governor and the DESE have encouraged schools to consider full-in person education. However, we have determined that at this time, BFCCPS can not maintain the outlined safety protocols and procedures for health and safety in a traditional full class size. The BFCCPS Administration has recommended, and the Board has agreed, that we will continue with our phased-in to hybrid learning plan. We will continue to monitor the local and state COVID trends as significant increases may lead us to consider full remote learning for all students. We are incredibly proud of the work that the BFCCPS Community has done to implement our phased in return, and believe that this plan is our best opportunity to provide an in person educational model while maintaining safety protocols and procedures. This plan is designed to keep our faculty, staff, students and families as safe as possible during this unprecedented pandemic.   

We will plan to keep students in their current homeroom and hybrid/Remote Academy placements. If you are the parent or guardian of a student in Kindergarten through Grade Five and would like to request a change of instructional model starting in January through the end of the school year, please fill out this form. The deadline to place this request is Friday, December 4th. Please note that a change of instructional model may result in your child being assigned to a different homeroom teacher. We can not accept requests for specific in-person days for students moving from the Remote Academy into hybrid learning.   Please also note that a transfer may take several weeks as any movement may have significant implications for staffing and transportation.

New Student Travel Policy & Upcoming Holidays: The Board of Trustees has voted at the November meeting to approve a new policy titled Student Travel Under Mass Travel Order 45 in light of the COVID-19 pandemic.  

The holiday season is rapidly approaching and we have been discussing implications with respect to the Massachusetts Travel Order.  We recognize that it is likely that staff and families may be travelling out of state, or entertaining out of state guests.  

It is important to recognize that in accordance with the Massachusetts Travel Order, and the BFCCPS Daily Attestation, any students, faculty or staff who are travelling outside of the U.S or to a state deemed high risk must quarantine for 14 days or produce a negative COVID-19 test result before returning to in-person education. Please note that if a student is enrolled in hybrid instruction and is required to quarantine as a result of travel, BFCCPS will not be able to accommodate requests for full remote learning during their self-quarantine. Students will be eligible to participate in their regularly scheduled remote learning and can complete available asynchronous learning opportunities. 

Full Remote Learning Days Scheduled: In order to create an opportunity for staff, faculty and families to celebrate the holidays with their families; the Board of Trustees has voted to move November 30th, December 1st, January 4 and January 5th to full remote days. This adjustment to the calendar is designed to provide families and staff the opportunity to safely celebrate the holidays (if they so choose), travel home and secure a negative test result before returning to school.
