Town Council observes Police new hires, hears of SAFE Coalition updates & migrant housing updates (audio)

FM #1086 = This is the Franklin Matters radio show, number 1086 in the series. 


This session of the radio show shares the Town Council meeting held in Council Chambers on Wednesday, October 18, 2023. All 9 members  of the Council participated, 1 remotely (Frongillo). 


Quick recap:

(1) Town Clerk provided updates on the upcoming Oct 24 election for the new Tri-County school building and the Biennial Town election on Nov 7. Both votes will take place at the High School. Folks can vote early in the Town Clerk's office during business hours


(2) the swearing in of the new round of hires (backfill replacements) for the Police Dept. along with the introduction of Kallie Montagano who returns to the Dept in a new role as the Co-Response Program continues to grow. And last but not least, the introduction of Frankie, the departments new therapy dog


(3) approval of the license changes to enable Bob Vozzella to expand into his new space and operate with his farmers licenses for wine and beer


(4) impactful and moving update from Jennifer Knight-Levine, CEO and cofounder of the SAFE Coalition on their work. Statement from Jessica Negron (mother of missing Franklin, MA teen, Jazlyn Rodrigues):
"My 15-year-old daughter, Jazlyn Rodrigues, has been missing since October 10, 2023. She was last seen leaving our home (200 Woodview Way, Franklin, MA) around 7:00pm.

Jazlyn (aka “Jazzy” or “Mia”) is a beautiful, loving, and very smart girl. She loves to draw and paint, but most importantly, she loves school. It is very unlike her to miss school, but she has for one week now. Something is very wrong.

I am desperate to find my daughter and I am begging for your help. Please continue to share her picture, distribute flyers, and spread the word to everyone you come in contact with.

If you think you have seen Jazlyn or have any information regarding her whereabouts, please contact 911 or the Franklin Police Department at 508-528-1212. Thank you all for your prayers and support. God bless you.

The Franklin Police Department is still actively looking for and investigating the disappearance of 15-year-old Jazlyn Rodrigues. Jazlyn was last seen on October 10, 2023 around 7pm, after leaving her residence at 200 Woodview Way in Franklin.

Detectives are still investigating but so far, the investigation s1.1ggests that Jazlyn left her home on her own free will and there is no evidence of any criminal activity or foul play.

Anyone with information regarding her whereabouts is advised to contact Franklin Police Detectives at 508-528-1212.

Franklin (MA) Police Department Community Service Results & Action Plan

Community Survey Results and Action Plan                     October 11, 2023

The Franklin Police Department conducted a Community Survey from July 25, 2023 – September 3, 2023.  This survey was anonymous and it was looking for community feedback in order to gauge how the department was doing in several different areas including community involvement, safety, procedural justice, performance and satisfaction of officer contact.  This survey was posted on all of our social media platforms and our web site with the intent of reaching as many citizens as possible.

There were 315 responses to this survey.  The results of the survey are below and can also be found on our web site at: https://www.franklinma.gov/sites/g/files/vyhlif10036/f/pages/2023_community_survey_results_data.pdf

The command staff at the police department have looked at this data and have found the following:

Community Involvement

  • Although most people feel we do a good job at interacting with the community, we feel we can do better at making it easy for community members to provide input to the department.  We are working on ways for people to be able to provide information and suggestions using social media platforms or other communication platforms.

Safety

  • The top three issues identified by the public as the greatest problems in the community are the same, we, as a department, have also identified as top priorities.  They include:
    • Traffic Issues (49.2%)
    • Mental Health Issues (44.4%)
    • Drug Abuse (31.7%)
  • Here are the things that the police department have been and will continue to do regarding these issues:
    • Traffic
      • We have hired three of the four additional officers that the town has appropriated and once filled will bring us to a total of 58 sworn officers.  These officers have been assigned to our operations division and will be assigned to uniformed patrol.  This will increase the ability to conduct traffic enforcement during times between calls for service.
      • Our patrol division has increased traffic stops in FY23 by approximately 79.4% (3,348 stops) from the year before (FY22 – 1,868 stops).  With the addition of the four new officers, we have directed our operations division to continue this trend and expect an additional 25% increase of traffic stops and directed patrols this year.
    • Mental Health:
      • The department has started its own Co-response Mental Health Program to continue its good work that began with Advocates.
      • We have hired a team of mental health clinician who works directly for the Town of Franklin.  We have hired a FPD Co-response Program Manager and we are in the process of hiring two additional clinicians.  These clinicians will ride with officers to calls for service where mental health issues are a factor.  These clinicians are trained to recognize the problems, they understand the challenges, and can assist officers in real time, while on scene, by getting the individual the services they need quickly.  The new clinicians will start in November of 2023.
    • Drug Abuse:
      • We have one detective that is assigned to narcotics investigations.  All other detectives are crossed trained in narcotics investigations and can assist when needed.
      • Our detectives and clinicians conduct follow up investigations after drug overdoses in order to provide information and support services.
      • Our department participates in a county overdose database in which information is shared between member departments.  This allows us to follow up and provide services to those who are Franklin residents but may have overdosed in another jurisdiction.
      • We have a working partnership with the SAFE coalition and other organizations to provide support services to individuals and families suffering from drug addiction.

Procedural Justice

  • We are happy to see that a majority of respondents trust the police, find us respectful and find us fair.  We will continue to strive to meet those expectations the community deserves.

Performance

  • Although most found the overall performance of our agency satisfactory, we can improve on proactivity and addressing community concerns.
  • We will encourage officers to get out of their cars while on patrol and engage more with the community.
  • We will continue to encourage more community engagement through use of special vehicles such as bicycles, motorcycles and foot patrols of high pedestrian areas (i.e. Downtown, malls, etc.).

Conclusion

First of all, we would like to thank the community members who took the time to complete the survey.  Your feedback is extremely important to gauge what the community thinks of our performance.  We take all of this feedback extremely seriously and will do our best to improve.  Our goal is to provide the best possible service that we can, the level of service that our residents deserve.

Franklin Police join Trust Building Campaign

The Franklin Police Department is pleased to announce that they have completed a pledge to enhance trust and collaboration between police and the communities served. The pledge is part of an initiative called the Trust Building Campaign which was started by the International Association of Chiefs of Police (IACP), the world’s largest and most influential professional association for police leaders. To join the Trust Building Campaign, law enforcement agencies must pledge to implement 25 key policies and leading practices within a 36-month period.

Chief Thomas Lynch made the decision to join the Trust Building Campaign as a means to enhance the trust and partnership the department has with the community.

By completing the Trust Building Campaign Pledge, the Franklin Police Department established policies and trainings, conducted assessments, and developed strategies within six focused areas (bias-free policing; use of force; leadership and culture; recruitment, hiring, and retention; victim services; and community relations) designed to encourage positive community-police partnerships that promote safe, effective interactions, create strategies to prevent and reduce crime, and improve the wellbeing and quality of life for all.

The IACP is encouraged by the efforts of agencies as they incorporate the pledge’s concepts into their everyday operations. When trust building is prioritized, community members and the police benefit from relationships focused on unified visions, goals, and values. Building and rebuilding trust in the community and around the world is critical, and must remain a primary objective.

The greatest benefit in taking the Trust Building Campaign Pledge has been reinforcing the policies and procedures that the department has established through the accreditation process and looking at them through the lens of community trust building and partnerships.

Chief Lynch states, “I feel the police department has a great relationship with the community but we are always trying to do better, to do a little more. The Franklin Police Department is constantly looking for ways to connect with and enhance those partnerships. The IACP Trust Building Campaign gave us a mechanism to review and improve our policies, procedures, and training with the goal of increasing the community’s trust and create additional positive relationships”.

Police reminder on vandalism of hydrant painting contest: "Don’t touch things that aren’t yours"

"The Franklin Department of Public Works is currently conducting its annual fire hydrant painting contest throughout town. There have been over 30 entries to this contest this year. Each contestant submitted an application to the DPW with their proposed design. There are 3 age brackets for this contest, 18 & over, 12-17, and under the age of 12. Winners of this contest are announced at the upcoming Touch a Truck event hosted by the DPW on October 14th.
Although you may see people painting area fire hydrants this is not an invitation to do so on your own time. This is all being done with the approval of the DPW. Unfortunately, others have decided to ruin this event and have vandalized 2 painted hydrants in town, one belonging to a child under the age of 12. All non-approved painting of public hydrants is vandalism and destruction of public property. Don’t touch things that aren’t yours."

Car seat installations and inspections at New England Chapel - Oct 7 from 10 to 1 PM

Franklin Police Dept.(FPD) will be participating in the national @faithandblue weekend again this year. The Community Service Unit will be at the New England Chapel, 300 East Central St, on Saturday, October 7 from 10 AM – 1 PM. 

Officers will be conducting car seat installations and inspections, and both the PD and Franklin Fire Department will have some of their fleet on hand for touch-a-truck. We are excited to be partnering with New England Chapel this year, who will have volunteers present for activities and tours of their new facility.

We are once again asking for donations of diapers of all sizes to be given to the Franklin Food Pantry to help those in need within our community. Come down for snacks, conversation or just to say hi to your favorite FPD officers.

Quick recap:
  • Recreation could use the space, would likely not need all of it. Concerned about the expense of renovation for the facility. Are outgrowing their Beaver St location and could use more space. Possible to combine with some arts and recreation usage 
  • Police not really interested in building or location (land). Per their initial and unofficial planning, the land is short of what they estimate (only 3.8 via 5 acres), and as has been revealed the building would require significant structural renovation to be used for a station. Much discussion and insights revealed around the comparison of police & fire use of their facilities. Police Building committee on their path to do a Request for a Proposal (RFP) for an Owner Project Manager (OPM), get an architect and start confirming the requirements, etc. Per state building process, the OPM is critical and really "owns' the process of determining the outcomes (coordinating with the Town and committee of course).
  • Housing uses were briefly touched upon. While arts & cultural uses were mentioned, no one spoke to this during the session.
  • Much discussion around the clean out to prepare for the open house/walk through and insistence of some to make some of the stuff (i.e. mostly junk) available for "the community" to go and pick if they want. Still to be worked out. The dates for the walk through were set as Friday, Oct 20 from 2 to 5 PM and Saturday, Oct 21 from 10 to 2 PM

3 New police graduates from academy join Franklin Police

"Yesterday (09/15/23) was an exciting day as we welcomed 3 new officers to the Franklin Police Department. The 3 officers graduated from the Fitchburg State University Police Program/Police Academy.  
This is a 5-year program through FSU. Recruits attend a traditional 4-year university and then another year of classes and the police academy. Upon graduation, recruits graduate with a master's degree in criminal justice and their full-time police academy certificate.
The 3 new FPD Officers are Officer Parker Luther, Officer Martin Zimei, and Officer Jonathan Butler. All 3 will begin a full 12-week field training program where they’ll be paired with veteran officers to learn the job.

Franklin Police recognized by State for Investigation Assistance in Prescription Fraud And Illegal Distribution Scheme

"Attorney General Andrea Joy Campbell’s Office has indicted an individual for impersonating physicians to illegally obtain prescription drugs and then selling those drugs for profit as part of an elaborate drug diversion scheme. The indictment follows a joint investigation by the AG’s Medicaid Fraud Division, Norfolk County District Attorney’s Office and Franklin Police Department.

Pascal Girault Jr., also known as Pascal Schnaider Jr. Girault, age 21, of Stoughton, was indicted on Monday, September 11, 2023, by the Statewide Grand Jury in Suffolk Superior Court on 10 counts, including possession with intent to distribute a Class E substance, identity fraud, Medicaid false claims and uttering false prescriptions.

The AG’s Office alleges that between September 2021 and May 2022, Girault routinely called pharmacies within Norfolk, Suffolk, and Middlesex County with stolen physician identifications and posed as a physician or a member of the physician's staff to obtain prescriptions for promethazine and promethazine with codeine, which he then sold on the street for profit. The AG’s Office alleges that Girault falsified over two dozen prescriptions, 11 of which were paid for by Medicaid, and in some cases, also obtained azithromycin, an antibiotic commonly known as “Z-Pak”, in an apparent attempt to make his false promethazine prescriptions appear more legitimate."

Franklin Police Women Recognized on National Police Woman's Day

Today (Tuesday, Sep 12)  is National Police Woman's Day and the Franklin Police Department wants to acknowledge our female police officers for all they do for the FPD. Today only roughly 13% of the police force in the United States is made up of women. National Police Woman Day hopes to rectify that by encouraging more women to join the profession.

Kallie Montagano has rejoined the Franklin Police Department as Mental Health Clinician

We are happy to announce that Kallie Montagano has rejoined the Franklin Police Department as our sole mental health clinician.

In 2018 the FPD first partnered with the Jail Diversion Program which brought a mental health clinician to the department. As part of the grant-funded program, we shared a clinician with the Medway Police Department. Kallie was our first clinician with the program. Over time Kallie left us (she got promoted) and we had new clinicians fill her spot.
In July 2023, Chief Lynch brought Kallie back as our sole clinician, independent from the Jail Diversion Program. She is running the Franklin Police Department Co-Response Program. Part of her responsibilities includes providing immediate, on-scene crisis response alongside officers, rapid on-scene de-escalation, mental health assessments, substance use assessments, and referrals to services.
Kallie’s goal is to keep people in the community with a solid foundation of support. If you need her services or know someone who could benefit from her services, don't hesitate to reach out!

Your participation will help the police department improve its services, processes, and reputation.

The survey is designed for a law enforcement agency to gather opinions and experiences from members of its community. The survey assesses five key components that involve the FPD
