In the News: Cannabis Control Commission timeline discussion; Boston Herald sold; Hopkinton waiting on plastic bag ban

"With the chorus of critics calling for the Cannabis Control Commission to pump the brakes on its rollout of an expansive legal marijuana industry growing louder, the top marijuana regulator said Tuesday the agency will debate later this month whether it should license only certain types of marijuana businesses to open July 1 and wait to license others. 
Gov. Charlie Baker, House Speaker Robert DeLeo and others have called on the CCC to scale back the industry envisioned in its draft regulations -- which includes marijuana cafes, delivery-only marijuana businesses, and the ability for establishments like cinemas and massage parlors to offer limited marijuana products -- at least until an initial retail market takes hold. 
“We’re absolutely going to talk about that and if we do decide to not issue certain categories of licenses on day one we’re not going to leave them open-ended, we’ll say ‘here’s our timeline for subsequent rollout,’ ” CCC Chairman Steven Hoffman said Tuesday when asked if the commission would consider a phased rollout of legal cannabis businesses. “But we have not made that decision, we are going to have that conversation.”

"The second biggest newspaper in Boston is on track to be sold for $11.9 million. 
A subsidiary of Digital First, owner of the Denver Post and hundreds of other publications across the country, made the winning bid for the Boston Herald at a closed-door auction held at the downtown Boston offices of the Herald’s bankruptcy attorney, Brown Rudnick, which confirmed the bid selection to The Patriot Ledger on Tuesday night. The Boston Herald reported that the bid was for $11.9 million. 
Digital First was one of three companies to submit bids for the paper before a deadline Friday, including GateHouse Media, the owner of The Patriot Ledger. The company also owns the Lowell Sun and the Fitchburg Sentinel and Enterprise in Massachusetts.

"The town is waiting to see how a statewide plastic bag ban take shape before taking its own action. 
Board of Health member Jennifer Flanagan brought up the idea to ban plastic bags at stores in town about a year ago after hearing about such a ban passed in Natick. Last week, the board brought the discussion back up. 
“We are still in the research and review stage,” said Shaun McAuliffe, health director."

Capital Plan for FY 2018

The memo from Jamie Hellen, Deputy Town Administrator, to the Town Council outlining the current plan for the Capital Budget is captured and shared below:

"Please find the attached Capital Plan for FY18, as well as the five-year capital plan. 
The Capital Subcommittee voted to recommend the capital program as described below on January 31, 2018 by a unanimous 4-0 vote. The Finance Committee also recommend the Capital Program below by a unanimous 9-0 vote on January 30, 2018. 
Free cash was certified at almost $1 million less than last year (FY17). From the certified total, there are several major policy commitments that eat into the total right off the bat, most notably the OPEB contribution (per Council policy), the turf fields stabilization fund contribution, scheduled fire engine replacement stabilization fund contribution and annual snow and ice funds. These recommendations are Round 1 of the FY18 Capital program. Once we know the final totals of the winter costs for snow removal, if there are remaining funds, staff will propose a “Round 2” Capital later in the Spring."

Tri-County's Carlucci claims wrestling Sectional Championship

The Tri-County RVTHS wrestling team competed at sectionals over the weekend and had a strong showing. Kevin Carlucci, a junior from Franklin, claimed a sectional championship and earned his 100th career win in the process.

Also wrestling well and qualifying for the State Tournament were Phil Hulbig, a senior from North Attleboro, Harley Blanchette, a junior from Attleboro, Patrick Griffin, a sophomore from Franklin, Drew Hansen, a junior from Plainville, and Dominic Parrella, a junior from Medway. Bobby Fryar, a senior from Plainville and Zach Senay, a junior from North Attleboro also won medals for their efforts. 

The qualifiers will compete in the State Tournament this coming Friday and Saturday.

In the News: Dean children's center applications; Franklin's birthday party

"Individualized tours are now available for the Children’s Center at Dean College. 
Parents of children ages 2.9 through 6 years old are encouraged to bring their child to explore the school and learn about our program. 
Applications for fall 2018 are being accepted for five-day morning, two-day morning, three-day morning preschool program or five-day afternoon Pre-K program. Dean also offers a full-day option (8:30 a.m. - 3:15 p.m.) for 4- to 6-year-olds who will be transitioning to a kindergarten program the following year."

"THE BLACK BOX in downtown Franklin is hosting a community celebration marking Franklin’s 240th birthday Friday, Feb. 16, from 7-11 p.m. 
Enjoy fun Franklin history shared by Joe Landry, along with historic photos and town trivia. The birthday party will also feature music, including a special appearance by Franklin’s own Jamie Barrett, as well as snacks and a cash bar. This special event marks the milestone 240th anniversary of Franklin’s secession from Wrentham in 1778. 
“We hope to have a fun night of conversation, storytelling, and reminiscing,” notes Franklin Performing Arts Company director and lifelong Franklin resident Raye Lynn Mercer. “The date Franklin seceded from Wrentham seemed like a good excuse for a party in the dead of winter and an opportunity to get people together, share some laughs, and celebrate our town.”
