"When Thomas Lynch took over as Franklin police chief in 2016, the department had no female officers.Since then, Lynch has hired six of them, which he said offers a much-needed diversity to the police department.
He was able to do it easier because Franklin does not use Civil Service, a method that he said limits candidates available to a department to two or three candidates instead of a wide pool.“I wanted experienced female officers,” said Lynch. “We can gear our tests to what we want in Franklin.”
