Hours This Week:

• Friday, April 10 ~ 8 AM to 3 PM
• Saturday, April 11 ~ 8 AM to 3 PM
• Sunday, April 12 (Easter) ~ Closed

Reminder, the Recycling Center is only accepting yard waste and brush at this time. 

A pass is required and can be purchased in advance by calling the DPW Admin office at 508-553-5500.

Beaver Street Recycling Center - re-opening with restrictions

In order to meet the needs of our residents and still follow the Governor’s directive, as well as provide the appropriate level of safety to our residents and public works employees, we are going to re-open the Beaver Street Recycling Center with the following guidelines.

• The Recycling Center opens for the drop-off of yard waste and brush only
• No other recycling products will be accepted
• The Center will be open as scheduled presently, Friday and Saturday 8-3 and Sunday 9-1
• The Recycling Center will be staffed with only one worker just to check that folks have a Recycling Center Sticker and are only dropping off yard waste or brush
• The Employees will practice established personal space guidelines and “Social Distancing” and will not assist residents in any way with the unloading of their vehicles
• Only five vehicles will be allowed in the Recycling Center at one time
• There will be no credit card or check transactions
• If a resident needs a recycling sticker, they will need to contact and arrange to get one from the Public Works Administration Office (508 520-4910) prior to going to the Recycling Center

January Brings a Record Month of Clothing Recycling

In January 2020 simplerecycling.com picked up 20,437 pounds of clothing for reuse/recycling!

What could be easier than using the pink bags and take it to the curb.

This saves material form ending up in the trash and recycling carts and the residual money ($20/ton) received goes into the curbside solid waste program to reduce fees.

We are pleased to announce the clothing recycling program in Franklin has been more than successful. Clothing pickup started mid-November and we have collected 36,949 pounds of clothing in the pink bags.

Please spread the news and let everyone you know to take advantage of the easiest way to recycle/reuse clothing. More bags can be sent to you by going to simplerecycling.com.

By using this valuable program you save time and money. All money received for the clothing goes to offset the curbside trash and recycling fee.

Christmas falls on Wednesday so those with trash/recycle pick up (like at my house) get delayed one day along with those scheduled for Thursday and Friday.

Town Council recap for Dec 18 - plastic bag waste reduction moves forward

The FHS student group working on the plastic bag reduction plan achieved a milestone after several meetings with the Economic Development Subcommittee to prepare, the Town Council agreed to move the measure forward to be developed as a bylaw. The draft language previously discussed in the EDC meetings will be tweaked and brought forward to the Council for the first of two public readings, a public hearing and eventual vote.

Several items on the alcohol license front:

• La Cantina received a license for the Farmers Market
• Acupalco's move from downtown to Union St was approved
• The Chateau corrected their operating hours changing them slightly
• Glen Pharma Distillery gained approval for their tasting license
• The yearly batch of license renewals was approved

The Actions Taken document has not yet been published. Once it has that link will be added.

Not just for clothes anymore...
The Simplerecycling program is a confirmed success and we want to let you know there are many more items that are accepted in the pink bag.

That includes:

• All clothing

• Shoes, belts, scarfs, purses, hats, gloves, backpacks, bibs, coats, boots, sneakers, ties, etc.

• Household textiles: Curtains/drapes, bedspreads, sheets, pillows, sleeping bags, towels, etc.;

• Kitchenware: Glasses, dishes, silverware, pans, etc.

• Small electronics: Radios, hair dryers, curling irons, etc.

• Small decorative items: Knickknacks, pictures, etc.; and

• Miscellaneous: Jewelry, toys, tools and other small home goods that can fit in the bag

Regular curbside recycling continues for metal food and beverage cans, plastic bottles, jars, jugs and tubs, glass bottles and jars and paper and cardboard in the RECYCLING CART.

Franklin is pleased to announce that a curbside clothing recycling program will begin starting November 11, 2019. The company doing the recycling is called Simplerecycling More information about the company can be found on their web page  https://simplerecycling.com/.

DPW Director Brutus Cantoreggi and Chris White made a presentation to the Town Council on Sep 18,2019 on the Clothing Recycling Program to be started in November. 

This is another option to recycle, folks can still use the other non-profit recyclers that they have.

The key benefit for Franklin in implementing this curbside option: For those who want to recycle clothing this way, we can remove it from the solid waste stream and improve our recycle contamination rates.

This curbside option makes it easier for folks to help remove clothing from the solid waste stream. For those who want to call or deliver the clothing, etc. themselves to the other non-profits, they can continue to do so.

"State environmental officials on Friday rolled out a draft plan that calls for Massachusetts to reduce its solid waste disposal by 1.7 million tons by 2030, in part by targeting food waste, textiles and construction materials.

The Department of Environmental Protection will accept public comment on its draft 2020-2030 Solid Waste Master Plan through Dec. 6, and has a series of hearings on it planned throughout the fall.

With the state on track to fall short of its 2020 waste reduction goal - the current master plan called for a 30% reduction from 6.55 million tons in 2008 to 4.55 million tons in 2020 - the new draft sets “some very aggressive goals” backed up by a “really robust and multi-pronged strategy,” said deputy DEP commissioner Stephanie Cooper.

“We are redoubling our efforts,” Cooper said. “Part of what has affected the progress to date has been a strong economy, which sort of cuts against waste reduction generally.”

Tree Removal Update

The drought a couple of year ago and the gypsy moth (2 years in a row) both helped to reduce the health of the trees in our area

trees covered in only the 'public right of way', does not cover trees on Town property or school property

trees overhanging a sidewalk can be addressed because they are blocking a public way
Bushes on a corner blocking the sight line are part of the building inspector role (not tree warden)

what is a public way? not only where the road is, depending upon when the development was built it is either clear or tricky. Partridge St was built along stone walls and private property.  If tree grows in the berm between the curb and the sidewalk it is town owned; if on the other side of the sidewalk closer to the residence, it is private property

The Franklin trash rate is scheduled to increase July 1 to $248 per year. The primary reason for the increase is that the cost benefits of recycling are gone for now with the international market changes outlined in the Guardian article. Will there be a return to 'making money' o our recycling instead of paying for it go be taken care of? Hard to say.

A Guardian report from 11 countries tracks how US waste makes its way across the world – and overwhelms the poorest nations:

Franklin curbside pickup fees to rise

"Trash and recycling fees are going up due to international struggles with plastic disposal. 

Town councilors approved a rate hike of $32 on March 20, raising the average annual cost for curbside trash and recycle pickup to $240. The council also voted to raise the price of stickers in 2020 from $25 to $35 for the transfer station on Beaver Street. 

Franklin recycles about 3,600 tons of waste a year. The cost will rise to $55 a ton in 2020, $20 more a ton than the town currently pays. The town sold around 240 stickers last year, but is considering either eliminating the option or increasing the 10-day fee to $25. 

In the last year, China has been sent massive amounts of plastic waste for recycling purposes. According to NPR, about 106 million metric tons, or roughly 45 percent of the world’s plastic ready for recycling, was exported to China. Inundated with the waste, the country decided at the start of last year to decline any more shipments."

Construction alert: Rtes. 16 and 140 near Milford Regional Medical Center

"The planned facelift for one of Milford’s most heavily traveled roads remains on track to begin this fall. 

The half-mile stretch of Rte. 16 from just past the Milford police headquarters to the Hopedale town border will receive a long-awaited upgrade. The project will focus on the intersection of Rtes. 16 and 140 near Milford Regional Medical Center. The intersection is a regular spot for traffic backups and will be widened to make way for dedicated turning lanes, which should ease the turning radius for large trucks and tractor-trailers. 

“You cannot get through that intersection if someone is taking a left turn,” said Highway Surveyor Scott Crisafulli. “It’s too small.” 

New modern traffic signals with preemptive control for emergency vehicles approaching the intersection are part of the project."

According to the Fall/Winter Solid Waste Mailer, the Christmas Tree collection days will be during the week of January 14, 2019. 

Your tree will be picked up during the week of January 14 on the day of your normal trash/recycling.

Town Council - May 9, 2018 - Recap
