Worship Services for Children offered on Selected Saturday Evenings

Rev Kathy offers a simple, informal service geared for young children at both Grace and St John’s. The services include stories, crafts or other activities, easy fun songs, and a simple Eucharist (Communion) totaling about 30 minutes.

All families are invited to join us Saturdays at 5pm:

April 15 and May 20 at St John’s Episcopal Church, 237 Pleasant St, Franklin

Disinformation is real - "Latest disclosure includes claims that social media platforms detect false accounts only 1% of the time"

"Russia has increased the effectiveness of its disinformation campaigning on social media and boasts that vast amounts of fake accounts are escaping detection, according to a report on leaked US intelligence documents.

The latest material disclosed on the Discord chat platform contains claims by Russian operators of false social media accounts that they are detected by social media platforms only 1% of the time. The Russian disinformation network is known as Fabrika, according to the leak.

The claim was detailed in an analysis of Russia’s effectiveness at pushing propaganda on platforms including Twitter, TikTok, Telegram and YouTube. The document, seen by the Washington Post, is undated but refers to internet activity in late 2022 and appears to have been prepared by the US joint chiefs of staff, US Cyber Command and Europe Command, which directs US military activity in Europe."

"The human brain is capable of incredible things, but it’s also extremely flawed at times.

Science has shown that we tend to make all sorts of mental mistakes, called “cognitive biases”, that can affect both our thinking and actions. These biases can lead to us extrapolating information from the wrong sources, seeking to confirm existing beliefs, or failing to remember events the way they actually happened!

To be sure, this is all part of being human—but such cognitive biases can also have a profound effect on our endeavors, investments, and life in general.

Franklin Art Association May 3, 2023 Demo Artist: Nan Rumpf

The Franklin Art Association (FAA) is pleased to announce that Watermedia artist Nan Rumpf will be presenting at the upcoming 6:30 PM, May 3 monthly meeting at the Franklin Senior Center.

Nan Rumpf’s paintings have been exhibited at Museums in Framingham, Concord, Attleboro, and Duxbury. She recently had a painting accepted into the American Watercolor Society’s International show in New York City and the New England Watercolor Society’s National Show in Gloucester. She has been a visiting artist at Framingham State and Medfield High School.  She was one of twenty artists chosen across the country to have a painting included in the Watercolor Artist magazine’s Best of 2021 in watercolor. She currently teaches classes in Wellesley, Needham, and Bedford and New Art in Newton. She is a board member of the WSA, and a signature member of the New England Watercolor Society and the Rhode Island Watercolor Society.

Artist Statement
"The process of painting is what most fascinates me. I like to see how watercolors and other water media react to different painting surfaces and interact with each other. Does the surface affect the edges of a puddle … the flow of the paint … the granulation? Does acrylic paint provide a natural resist for watercolor? Experimenting with different methods to obtain accidental texture appeals to me. What happens when you pour liquid watercolor through objects placed on top of the paper?

These experiments give me something to respond to and motivate me to continue experimenting with different painting techniques and compositions as I develop each painting. After the first experimental layer, I walk around the painted surface and look at it from different sides until I see something that I want to emphasize or see a shape that I want to develop. Sometimes a theme begins to present itself and I go with it. Making one change often strongly suggests the next. I am attempting to capture the essence of form, shape, color and value from my observations, memories, and imaginings and to explore new artistic territories."        nanrumpf@gmail.com     www.nanrumpf.com

The declining school enrollment (and overall population) in Franklin is a reflection of a trend seen around the world. We share this infographic from Visual Capitalist:
"At the dawn of the 19th century, the world population hit a big milestone: 1 billion people.

Over the next 220 years, the number grew to eight times that, or the 8 billion people who live on the planet today, with half of the growth occurring since 1975.

This continuous climb in global population has been possible thanks to advancements in healthcare and nutrition. However, the UN forecasts that rapid growth will slow down—and may even stop entirely by 2100—because of falling fertility rates.

What does that mean for modern nation states conditioned to expect a constant influx of new citizens and labor to power their economies? And how can those changing economies adapt to a shrinking population?

To understand that, we need to first untangle fertility rates, and why they’re falling."

GOOD DEEDS: Community Preservation Act - Surcharges by Town for 2022

Dear Friends of the Registry, Registry Stakeholders, and Norfolk County Residents, I wanted to take a moment and share with you some history and information about the Community Preservation Act that I think you might find interesting.

The Community Preservation Act (CPA) is the result of more than two decades of work to create legislation that would provide all 351 Massachusetts cities and towns with a tool to preserve their most unique natural, community, and physical infrastructures in the face of rapid expansion and development.

The CPA allows cities and towns to establish a Community Preservation Fund to preserve open space, historic preservation, affordable housing, and outdoor recreation. The CPA Act also creates a statewide Community Preservation Trust Fund, which is managed by the Department of Revenue (DOR) and makes annual contributions to municipalities that have signed on to the CPA.

The Community Preservation Act was signed into law on September 14, 2000. Today, there are 194 Massachusetts communities that have adopted this act. Of the 28 communities that make up Norfolk County, 19 communities have adopted the law. As of December 31, 2019, fees collected for the Community Preservation Act were increased to $50.00 for most land documents recorded and $25.00 for municipal lien certificates. The Registry of Deeds, at no additional cost to the Commonwealth or local communities, collects these revenues once a land document is recorded and forwards the monies to the Massachusetts Department of Revenue on a monthly basis. The funds forwarded to the Commonwealth are then redistributed back to the communities that have adopted the Community Preservation Act. 

The fees for the CPA are set by the State Legislature on land documents recorded here at the Norfolk County Registry of Deeds. The following chart provides an illustration of the funds generated by the CPA in your community based on recorded real estate filings for that community during the 2022 calendar year.

The Registry is a resource for homeowners, title examiners, mortgage lenders, genealogists, municipalities, and others with a need for secure, accurate, and accessible land record information. In accordance with the Town of Franklin Zoning By-Laws, the Franklin Planning Board will hold a public hearing at the Town Hall (and can also be attended remotely) on Monday, May 8, 2023 at 7:05 PM in the Town Council Chambers of the Franklin Municipal Building, 355 East Central Street, for a Site Plan application titled “Proposed Site Plan Documents” prepared by Bohler Engineering, Southborough, MA., and submitted to the Department of Planning & Community Development on April 13, 2023, by Nextgrid Mescalbean, LLC, San Francisco, CA.

The property is located in the Industrial Zoning District and includes the northern lots on the Assessors Map 239, Lot 10. Map 254 Lot 009 and Map 255 Lot 001 with access through Bellingham. The applicant is proposing to construct a solar array.

Please note: This will be your only written notice of this public hearing. Should the Planning Board vote to continue this Public Hearing, the date and time will be posted on the Planning Board’s website under Agendas.
