Franklin Tax Hearing - Notice of Public Hearing - Property Tax Classification - Nov 21 at 6 PM

The Franklin Town Council will hold a Public Hearing in the Council Chambers of the Municipal Building, 355 East Central Street, Franklin, MA on Tuesday, November 21, 2023 at 6:00 PM on the issue of allocating the local property tax levy among the 5 property classes for the Fiscal Year 2024. The hearing will provide an open forum for the discussion of local property tax policy. 

Interested taxpayers may present oral or written information on their views.

Prior to the setting of the tax rate, the Town Council must adopt a Residential Factor following which the Council selects the percentage of the levy to be borne by Commercial, Industrial and Personal Property.

Citizens are welcome to attend public meetings in person. Additionally, citizens will be able to
continue to participate remotely via phone OR Zoom. Residents can visit the Town Website
(Franklinma.gov) on and after November 17, 2023 and click on the Town Calendar for up to date information on how to access the meeting. If you have any questions, please call the Town
Administrator’s Office at (508) 520-4949.

The Town of Franklin Biennial Election Results for Tuesday, Nov 7, 2023 were certified by Town Clerk Nancy Danello and are now official.

A total of 3,126 voters cast ballots in this election, only 12% of the 24,474 registered Franklin voters.

Applications Now Open at the Benjamin Franklin Classical Charter Public School for the 2024-2025 School Year

The Benjamin Franklin Classical Charter Public School (BFCCPS), located in Franklin, Massachusetts, has begun accepting applications for the upcoming 2024-2025 school year.  BFCCPS is a regional public charter school for students in Kindergarten through Grade Eight.  Founded in 1995, BFCCPS is one of the oldest and most successful charter schools in the state of Massachusetts. 

Siblings of currently enrolled students will have priority enrollment status; thereafter applicants from communities in the school's district will have a chance at securing a spot for their child through the annual enrollment lottery to be held on February 26, 2024.  Applicants from outside of the region (who reside within the state of Massachusetts) will be eligible for enrollment should additional spaces remain after all sibling and regional applicants have been placed.  

For the 2024-2025 school year 100 spaces will be offered for Kindergarten and students at all other grade levels will receive a waiting list number.  Offers for Grades One through Eight would be contingent upon currently enrolled students electing not to return next year. 

The school provides a well-rounded, rigorous academic program designed to educate the whole child providing courses in art, music, languages, technology, and physical education.  In addition to our core academic and co-curricular classes, students in Grade Six through Eight participate in weekly Classical Enrichment Courses and start Latin studies in Grade Six. Middle schoolers are also eligible to participate in our Spring Musical. Students in Grades 5-8 also have the opportunity to participate in overnight field trips each spring.

Round trip bus transportation is available with bus stops currently in Bellingham, Blackstone, Franklin, Norfolk, Mendon, Medway, Milford, Millis, Walpole, and Wrentham. 

BFCCPS alumni continue to excel during their attendance at local public high schools as well as independent high schools.

Please note that the enrollment period will come to a close on February 14, 2024 at 4pm.

Beaver Street Sewer Interceptor Replacement Project Groundbreaking Ceremony - November 9, 11 AM

The Town of Franklin will host Commissioner Bonnie Heiple of the Massachusetts Department of Environmental Protection (MassDEP) for a groundbreaking ceremony on November 9 at 11AM to kickoff the Beaver Street Sewer Interceptor Replacement Project. The location of the groundbreaking will be at the Franklin Recreation Center at 275 Beaver Street in Franklin.

The Rehabilitation and Realignment of the Beaver Street Interceptor will provide the most cost-effective, long-term solution to the Interceptor’s capacity and structural deficiencies, and will improve accessibility, operational and maintenance challenges as well as environmental impacts for the Town. Originally constructed in 1914, the Beaver Street Interceptor has been in continuous service for 108 years. 

Other than routine maintenance, no improvements to the interceptor have been made since its construction. The Interceptor is Franklin’s most critical sewer asset, conveying over 70 percent of the Town’s sewage with an average daily sewage flow of approximately 1.5 million gallons per day through the pipeline. The interceptor includes 59 manholes and approximately 2.3 miles of pipe, extending from the intersection of Cottage Street and Union Street to the easement behind Pond Street, near the Interstate 495/Route 140 interchange, where it discharges to the Mine Brook Interceptor.

Town officials, along with Commissioner Heiple, will say a few words about this vital construction project, which is anticipated to take about 30 months to complete from fall 2023 to summer 2026. 

All community stakeholders are welcome to attend.

The club accepts donations for the Franklin Food Pantry when you enter. The entry fee is $3 for people 12 years of age and older.

Neighborhood Electrification

MassCEC seeks to gauge interest and get input into potential neighborhood electrification demonstration projects.

For purposes of this Request for Information, "neighborhood electrification" is the strategic electrification of the building stock and decommissioning of the natural gas system in defined geographic areas —such as street segments, neighborhoods, or zones — that leverage opportunities where electrification could be more cost-effective than reinvestment in the gas system (e.g., pipeline repair). This RFI does not commit MassCEC to offer any program associated with neighborhood electrification, award any funds, pay any costs incurred in preparing a response, or procure or contract for services or supplies. 

MassCEC welcomes responses from all stakeholders. In particular, we are hoping to gather perspectives from utilities, municipalities, large landowners (e.g., universities or affordable housing owners), technical experts, legal/regulatory experts, community-based organizations, and advocacy organizations.
